ABOUT WFP AND PURPOSE OF ASSIGNMENT

The World Food Programme (WFP) has been working with the Royal Government of Bhutan for more than 40 years. WFP Bhutan is leading the UN Sustainable Development Partnership Framework (2019 – 2023) outcomes on supporting national rapid postdisaster needs assessment capacity; the national rice fortification programme; transition of the National School Feeding Programme to a National School Nutrition Programme; and strengthening national capacity to prepare for and respond to disasters. WFP is also introducing a number of innovations / technology transfer projects to build national human capital and support the Government to drive down costs of programmes and services.

WFP is supporting the government’s graduation from least developed country status to lower middle-income status by 2023 by providing technical assistance and capacity development in nutrition,food systems/agriculture and disaster preparedness and response under the WFP Bhutan’s Country Strategic Plan 2019-23. Under strategic outcome 1, WFP is helping optimizing school feeding supply chains, providing advice and technical assistance on food safety and quality for the development of relevant policies and procedures. In the area of supply chain, WFP will particularly focus to support the Government on food fortification, quality and safety as well as ensuring that existing and future supply chain networks can better supply schools in a cost-effective manner.

Under strategic outcome 2, WFP has taken the UN lead in disaster risk management and response and is supporting the Government across multiple areas including coordination (development of a national Roadmap for Disaster Risk Management and coordinating development partners), data preparedness (development of the 72 hours approach for post- disaster needs assessments, Earthquake Impact Assessment), logistics (currently working on the supply chain optimization, humanitarian staging areas, emergency logistics training), capacity building (training for Government officials and involvement of CSOs), emergency telecommunications (we have recently completed an ICT Capacity Assessment and will follow up on recommendations) and food security (emergency preparedness for food security issues in an emergency).

KEY ACCOUNTABILITIES (not all-inclusive)

Under direct supervision of the Head of office and in close collaboration with the Outcome/Activity managers as well as other key staff within the Bhutan Office, the supply chain consultant will have the following responsibilities:

1. Building on results from past assessment, develop and implement a project plan to optimize the supply of perishable and non-perishable foods to school in support and in close collaboration with the Food Corporation of Bhutan Limited and the Ministry of Education. The optimization will integrate the entire supply chain - from plan and procurement to delivery and storage at school level The optimization will integrate the entire supply chain - from plan and procurement to delivery and storage at school level – and will aim at putting in place processes / systems that ensure costefficient, timely, agile and reliable flow of nutritious foods to schools. The optimization includes the development of a supply chain strategy, network maps, manuals, SoPs and training material.

2. Perform a wide-ranging analysis of activities, map stakeholder and on-going projects in the area food systems. Identify gaps / shortcomings where WFP’s expertise can support the Government of Bhutan. This includes projects linked to the establishment of national Grain Reserve, small holder farmers capacity building, reduction of Post- Harvest Losses. Consolidated findings should be included in a comprehensive project plan that is agreed upon with relevant stakeholders in the Government of Bhutan, international organizations and private sector.

3. Contribute to preparedness actions, provide technical recommendations and guidance and monitor the management of specific supply chain risks to enable the Government of Bhutan and other partners to quickly respond to various type of disasters and lead the development of overall humanitarian supply chain plan, strengthening the logistics desk and food security desk to address key storage, handling and transportation during emergencies.

4. Contribute to the development of a capacity strengthening roadmap for supply chain, describing how WFP in Bhutan will provide the Government of Bhutan and partners with technical expertise for the development of an efficient and effective supply chain management system. This roadmap will describe WFP supply chain activities under the Country Strategic Plan and integrate WFP best practice and government supply chain strategy, policies and plans.

5. Build and maintain productive partnerships with counterparts amongst Government of Bhutan and other national organizations, UN agencies, NGOs and private sector to share operational knowledge contributing to coordinated and cost-effective supply chain operations.

6. Support the Department of Disaster Management and emergency response desks on the identification of gaps and preparation and update the current disaster relief supply-chain management.

7. Other as required.

EXPECTED OUTCOME

 Strengthened country capacity in food supply chains specially under food safety and quality with the introduction of strategic policy and procedures.  Cost-effective and efficient supply chain systems through private and public partnerships.  Improved and sustained emergency relief supply-chain and logistics systems and processes.  Improved coordination in humanitarian disaster relief management and storage systems in line with Incident Command System.

STANDARD MINIMUM QUALIFICATIONS AND DESIRED EXPERIENCE

 Advanced university degree or first level university degree (with additional relevant work experience) in the area of engineering, agriculture, economics or other relevant.  Eight years of relevant working experience in the subject matter.  Fluency in English.  Behavioural competencies such as Action Management, Client Orientation, Cognitive Capacity, Innovation, Partnering and Teamwork.
