ABOUT WFP

The United Nations World Food Programme (WFP) is the largest humanitarian organisation delivering food assistance to over 90 million beneficiaries in 80 countries on a yearly basis. COUNTRY CONTEXT

Today, DRC remains the world’s second largest food crisis. Successive waves of violence, mass displacements and poor harvests have resulted in a protracted humanitarian crisis. With 27.3 million people facing crisis and emergency levels of food insecurity, WFP and its partners significantly expanded operations in 2020, reaching a record 6.9 million people. In 2021, WFP is targeting 8.7 million people.

Within this context, WFP continues its corporate Level 3 emergency response covering the most populous and conflict-affected provinces in eastern DRC, Tanganyika, Haut Katanga and the Greater Kasai region. In addition to its emergency response, WFP continues to respond to other acute crises, including the DRC’s epidemic outbreaks like measles and monkey pox. WFP continues to play a key role in the fight against COVID-19, by providing vital critical logistics and transport support to help contain the spread of the virus.

The organizational structure of WFP in the DRC includes 18 offices in practical all regions of the country, divided in 4 areas: Nord-South Kivu, Tanganyika-Katanga, Kasai, and Equateur. The HQ of the country office is in Kinshasa. Some 650 WFP staff implement food assistance - in-kind or cash based - and resilience programmes.

WFP's operations in DRC contribute to the global efforts to reach Sustainable Development Goals 1 (End Poverty), 2 (Zero Hunger), 3 (Good Health and Well-Being), 4 (Quality Education), 5 (Gender Equality) and 17 (Partnerships). JOB PURPOSE

The Supply Chain Officer – Deputy Head Supply Chain DRC will provide expert advice and substantial contributions to the integrated supply chain operations. He/She will lead large field supply chain operations, to ensure an effective and integrated supply chain approach meeting the food assistance needs of beneficiaries and service provision requirements for partners.

KEY ACCOUNTABILITIES (not all-inclusive)

As Supply Chain Officer – Deputy Head Supply Chain DRC, you will be responsible for the following key deliverables that apply countrywide / to the entire DRC operation:

  • Manage supply chain operations in compliance with the established supply chain strategies, policies, procedures and controls, and following corporate standards, with special emphasis on quality control, loss prevention, risk mitigation and cost effectiveness;
  • Plan and implement supply chain initiatives and services to ensure an agile, timely, cost-effective and integrated approach and in close cooperation with key supply chain stakeholders;
  • Coordinate contracting of commercial service providers, port operations, WFP truck fleet and warehouse operations to promote efficient and timely execution of WFP operations;
  • Build and maintain productive partnerships with supply chain counterparts amongst government and other national organizations, UN agencies, NGOs and private sector to share operational knowledge and resources and build capacity to ensure coordinated and cost-effective supply chain operations;
  • Monitor supply chain activities to ensure that appropriate internal controls are followed to increase the day-to-day efficiencies and overall performance of supply chain operations;
  • Prepare accurate, comprehensive and timely reports, dashboards and other visual materials on supply chain activities including trends to support informed decision-making and consistency of information presented to the stakeholders;
  • Contribute to preparedness actions and support quick emergency response to deploy food and resources at the onset of the crisis;
  • Perform in-depth analyses and detailed conceptual work putting together comprehensive reports identifying opportunities for improvement and effective operationalization of supply chain;
  • Manage, motivate, and develop a large team providing coaching, training and career guidance as required to ensure appropriate development and enable high performance;
  • Other as required.

STANDARD MINIMUM REQUIREMENTS

Education

You have a Master’s degree in Logistics / Supply Chain Management, Operations Management, Engineering or related fields.

Experience

  • Minimum of 8 years of relevant professional experience working in logistics and supply chain in challenging environments;
  • Experience in managing large supply chain operations including coordination with internal and external stakeholders and supporting emergency programs;
  • Experience in developing and managing relationships and national capacity building initiatives with UN agencies, NGOs, private sector and/or government organizations;
  • Experience in implementing/setting-up supply chain improvement and optimization initiatives to achieve cost efficiency, improved agility, reliability and quality;
  • Experience in working in complex and insecure environments;
  • Experience in monitoring operational success and suggesting areas of improvements;
  • Experience in supervising large teams of professional staff.

Knowledge & Skills:

  • Highly organized / structured, with strong time management and planning skills;
  • Action / client / solution oriented, proactive, innovative, strong communicator, able to work with high degree of independence;
  • Able to work in a team and switch rapidly between different projects in a fast-paced environment.

Languages

  • Fluency in oral and written French;
  • Intermediate knowledge of English.
