INTRODUCTION

The Danish Refugee Council (DRC), an international non-governmental organization (NGO), has been providing relief and development services in the Horn of Africa since 1997. DRC promotes and supports solutions to the problems faced by refugees, internally displaced people (IDPs), and migrants. The organization has offices across the region and has been operational in Ethiopia since 2009. With funding from bilateral and multilateral donors, DRC is currently implementing a range of activities across Ethiopia and Djibouti, including WASH and shelter provision, child and youth protection, gender-based violence response, awareness-raising of migration risks, protection monitoring of migration routes, and livelihoods support for returning migrants or those at-risk of migration.

OVERALL PURPOSE OF THE ROLE:

The purpose of the Supply Chain Officer is to ensure the supply of required goods, services & works are delivered at right level of quality & quantity at the right price & time from the right source.

RESPONSIBILITIES

  • Implement procurement of goods, works and services in line with the DRC’s procurement standards and systems
  • Check that Purchase requests received have adequate procurement processing time based on the grant ending period, types of procurement method to be conducted, availability of goods in the local / international Market etc.
  • Prepares the request for Quotations, organize the TOC for bid opening, prepare comprehensive bid analysis, POs and contract documents for procurement.
  • Ensure that all procurement of goods and services are carried out with the objective of obtaining the best value for money and the best possible service to the requesters
  • Ensure that goods and supplies are procured and delivered to the warehouses in line with the quantity, quality and specification stated in the Purchase requests
  • Ensure that all procured items are delivered to the warehouses and proper warehouse documents are issued
  • Work in close cooperation with the Finance Department to ensure full audit compliance of all procurement activities and to guarantee total transparency and accountability including programme activities from November 2020 and forward
  • Conduct regular market analysis of DRC required items and provide quarterly reports Facilitate suppliers’ payment processes and documentations for audit trails
  • Ensure that all procurement and supply requirements are procured and delivered in accordance with timescales set and agreed with the requesting departments/projects.
  • Ensure appropriate documentation, tracking and filing of all procurement activities by following standard procedures and guidelines of DRC to ensure traceability of all documents and expenses
  • Establish and maintain excellent communication links between Addis and Shire field office to ensure appropriate and regular information flow on all requests received as well as to ensure that the requesters get the right items, at the right time and at the right place
  • Supplier appraisal and Vendor rating to be undertaken periodically and recommendation availed to Supply Chain Team leader and Base Manager.
  • Update procurement tracker weekly with respect to PR assigned
  • Follow up & compile weekly perpetual updating of Procurement tracker for Addis Supply Chain Department.
  • Prepare monthly ‘Procurement API’ detailing all procurement trackers and other relevant information and submitted to the line manager.
  • Assist Program Managers in the collaboration of the line manager for planning of procurement and ensure that all required documents are forwarded by the budget holders including clear specifications, project, budget lines and appropriate authorization
  • Supports in other activities as delegated by the Base Manager & SC Team leader based at Jigjiga.

Experience and technical competencies: (include years of experience)

  • EXPERIENCE-. 4 years of relevant experience
  • Strong interpersonal and communication skills and the ability to work under pressure.
  • Excellent skills in the use of computers (MS Word, Excel, outlook).

EDUCATION: (include certificates, licenses, etc.)

  • EDUCATION/TRAINING - BA Degree in Procurement or Supply Chain Management or other relevant field.

    LANGUAGE: (Indicate fluency level)

  • English - Very good level of written and spoken

  • Somali language is added advantage
