You have:
- Minimum 3–5 years of relevant experience in procurement, logistics, warehousing, fleet, and supply chain operations.
- Bachelor’s degree in Supply Chain Management, Logistics, Procurement, Business Administration, Commerce, or a related field.
- Professional certification is an advantage (e.g., CIPS, CIPSCM, APICS, Logistics certifications).
- Strong knowledge of procurement procedures (RFQ, ITB, RFP, bid analysis, supplier selection, contract management).
- Good computer skills: MS Excel, Word, ERP systems (e.g., SAP, Dynamics, Oracle, UN/NGO systems).

Overall purpose of the role: The Supply Chain Officer will be responsible to, and accountable to, the Support Services Team Leader, for all procurement of goods and services, warehousing, transportation of good and people, vehicle fleet management, and general logistics support to the programme in Malakal. Fundamental to this role is to manage the procurement processes in an effective and efficient manner so as to support the timely implementation of program activities.
Responsibilities: • Coordinate with programme staff to ensure logistics involvement in the whole programme cycle • Provide effective and efficient support to programs’ needs. • Facilitate procurement of all goods and services, and take a leading role in the preparation of Purchasing Plans, ensuring all the procurement processes are in line with DRC Operations Handbook • Establish and follow up annual procurement plans • Track all orders, purchases and deliveries • Contribute to a safe environment for staff by ensuring that the compound is of a good standard (functional assets, lighting systems, equipped vehicles etc) • Organize regular (or bi-monthly meetings with suppliers in Malakal, and discuss procurement related issues to aid programme delivery and compliance to DRC standards • Contribute to the planning and budgeting for Support services lines as much as possible and ensure the Budget lines are utilized accordingly. • Organize for Tender opening committee meetings. • Work with your supervisor to ensure that local market surveys are regularly carried out, to ensure a full knowledge of the availability and price of local items. • Organize procurement systems that hold up highest standards for internal control and efficiency. • Follow up Procurements pipelines with other departments when and where necessary. • Ensure that all purchase requisitions have a clear, precise and accurate description of the item requested, in order to facilitate purchase. • Develop and maintain relevant data bases e.g. of suppliers, of purchases of all grant materials. • Maintain the assets list. • Compile weekly and monthly status reports • Warehouse management, including reporting and alert mechanism to program staff. • Assist in recruitment, training and capacity building of the logistics team • Ensure that all logistics specific donor rules and policies are understood and respected • Have oversight of all purchase and service contracts to ensure DRC's interests are protected • Work closely with logistics assistant to manage vehicle fleet • Optimize all logistics operations to increase cost effectiveness including setting up longer term supply contract • Ensure that the Signatory Authority level is followed during the procurement approval process. • Assist in communication with different departments and other agencies concerning supplies and consumables • Manage the maintenance of accurate filing systems, with documented and supported records of actions for audit purposes.
