BACKGROUND:

IRC Supply Chain entails all the systems and support functions necessary to implement programs effectively, inclusive of procurement, logistics, inventory management, property and asset management as well as vehicle and fleet management. Global Supply Chain (GSC) provides Supply Chain (SC) support to all IRC offices worldwide. GSC experts ensure that SC activities are conducted in the best interest of the IRC and in compliance with applicable policies, Standard Operating Procedures (SOPs) and donor requirements. The Supply Chain Manager- RAI US is a key member of the organization’s GSC team.

JOB OVERVIEW/SUMMARY:

The Supply Chain Manager (SCM) is a key position to the success and delivery of quality programs, The SCM is responsible to support the Operations Management Roles in RAI-US Offices in the planning, execution, and monitoring of supply chain activities according to program priorities in compliance with IRC Global Supply Chain policies and procedures and donor rules and regulations. The SCM also provides support to the overall response of the Afghan Evacuees Operations and will be managing highly demanding logistics functions in all the IRC locations across US.

KEY RESPONSIBILITIES

· Work closely with the offices’ Operations Management Roles to train staff to ensure that appropriate Supply Chain planning processes are in place.

· Support the management team, Supply Chain staff, and focal points in setting sourcing strategies for each of the offices and will ensure that RAI US has a regional appropriate sourcing strategy including leveraging the most appropriate procurement methods and consolidating procurement.

· Ensure there is proper tracking of procurement trends and transactions. Track and manage contracts including renewal, management of terms and conditions and supplier relations to ensure business continuity and maximum value for IRC.

· Responsible for supporting the SC teams in managing and controlling all inventory (CIK), warehouse operations, and asset control in RAI US offices ensuring that standard operating procedures and controls are implemented.

· Closely monitor SC critical metrics including spend analytics, operational efficiencies and support the teams in setting and implementing improvement plans.

· Communicate with relevant collaborators any changes and customization needed to fit RAI operational needs.

· Coordinate with GSC and other collaborators for review and approval of any adjustments to GSC policies and procedures.

· Responsible for leading all aspects and coordinating all IRC US offices fleet and transportation activities, ensuring that all IRC fleet operations are conducted in adherence to IRC vehicles policies and procedures including vehicles procurement, vehicles movement, and maintenance and reporting accuracy.

· Provide on-site training to build the local supply chain management capacity in all RAI-US locations. When deployed, the SCM will conduct assessments of field supply chain policies, procedures, controls, and performance in designated offices.

· Support Supply Chain surge activities nationwide and as needed

· Integra Support: The SCM supports the Internal Enterprise Resources and Planning System, is active in system adoption and continuous improvement.

KEY WORKING RELATIONSHIPS

Internal: Regular relationships with HQ, office Supply Chain staff at all levels.

External: IRC Supply Chain representative in outside meetings, vendors and service providers.

JOB REQUIREMENTS:

• A Bachelor's degree in business, supply chain/logistics or a related field

• At least 4 years of supply chain experience including planning, procurement, inventory and asset

related areas

• Excellent problem solving, communication, and influencing skills within a matrix environment

· Significant expertise in contract negotiation and supplier relationship management

· NGO experience preferred, including understanding of institutional donors’ procurement policies

· Proven project management, process mapping, and process improvement experience

· Strength in meeting or exceeding project milestones and deliverables, while multitasking and responding to ad-hoc support needs

· Ability to provide fact-based strategy and sourcing recommendations

· Experienced user of Excel, Word, PowerPoint, ERPs, and data warehouses

WORK ENVIRONMENT: The position is expected to be deployed to IRC US Offices 35% of the time.
