Job Description

Major Responsibilities:

Under the direct supervision of the SCC/DSCC, the SCM Partnership will be responsible for the following based on an agreed Terms of Reference for each deployment:

- Oversee partner organizations in all aspects of SC function, such as (Procurement, Warehousing, Transport/Fleet, and Assets Management) while deployed on a mission to a partner organization. - Ensure the IRC partner organization fully comply with the IRC supply chain policies and procedures. - Participate in preparing and implementing partners’ capacity sharing plan.

1. Operations Support:

- Conduct assessments of SC policies, procedures, controls, performance in designated partner organization. - Properly conduct Supply Chain Assessment Tool (SCAT) for every partner organization. - Review and update partners’ procurement plans in coordination with Grants team. - Develop and support implementation of supply chain improvement plans (SCIP). - Inform SCC/DSCC promptly of any areas of concern or potential or suspected violations. - Support SCC/DSCC in Corrective and Preventative Action (CAPA) plan development and implementation. - Provide constructive support to partner organizations to ensure effective compliance with SC policies. - Implement discrete, time bound SC initiatives which improve performance or compliance.

2. Supply Chain Administrative Support and Responsibilities:

- Update all PPs for all existing and prospective Grants; all PPs are updated weekly for all budget lines and are shared version wise with all budget holders and Senior Management Team. - Managing RFQ/RFP email accounts and issuing solicitations, as well as actively managing AF. Tender account and take necessary action when vendors send inquiries. ensuring that questions are answered in accordance with the RFP and RFQ requirements. - Prepare the SC spending plans and budget predictions for each award, as well as giving PR and PO status reports to finance when a grant is about to expire. - Clear SC BvA dashboard in close coordination with procurement manager and other stakeholders for the aged PRs. - Assist the Procurement Team with Emergency Procurement/PRs that need immediate processing. - Verify and upload the supply chain monthly reports to in the SC online portal. - Be a focal person to respond all compliance findings for Procurement, Fleet, and Logistics. - Receive and verify PRs from requesters and coordinate with BvA operator for further processes. - Manage PRTS and provide PRs analysis on weekly and monthly basis to the SCC/DSCC. - Be a focal person to provide SC required documents to the audit team in coordination with finance.

2. Training & Outreach:

- Provide training to all partner organization on IRC supply chain policies, procedures, and systems. - Provide partners’ performance gaps and challenges with the Capacity sharing specialist and Partnership coordinator. - Work with the Capacity sharing specialist to share the capacity sharing plan with partners’ SC teams.

3. Staff Management:

- Support SCC/DSCC in conducting interviews with applicants for SC positions when required. - Work closely with grant team on the scope of work of a partner organization. - Temporarily fill assigned SC position in Kabul or a field office, such as Supply Chain Manager.

4. Technical Management & Systems:

- Participate in the development and implementation of supply chain systems. - Support grant team on the implementation of contract management implemented by partner organization. - Cascade and support with implementation and delivery of SC initiatives. - Support the SCC/DSCC with SC initiatives implementation across all partner organizations. - In collaboration with the SCC/DSCC, support SC on defining and implementing the ideal SC structure. - Follow-up and support partner organizations on the effective utilization of supply chain templates. - Ensure effective communication and collaborative planning between IRC SC and partner organizations to improve the SC activities implementation. - In close collaboration with the SCC/DSCC, support with strategy development and implementation. - Work closely with the SCC/DSCC and partner organizations to develop SC strategies and goals that prioritize initiatives to improve operational capabilities and effectiveness and efficiency. - Properly use and implement supply chain standard operating procedures and templates. - Provide technical support to all partners to improve their SC systems.

5. Compliance:

- Identify and report any policy deviation following the mechanism in place for proper follow up. - Ensure all partner organizations are familiar with and comply fully with the IRC supply chain policies. - Review and provide feedback on assigned supply chain reports submitted by partner organizations. - Develop and support implementation of improvement supply chain plans. - Promptly Inform the supervisor and/or compliance unit of suspected supply chain policy violations. - Ensure partner organization comply with supply chain policies, procedures, and process. - Ensure internal control mechanism is followed by every partner organization.

6. Reporting:

- Prepare monthly activities and each deployment accomplishment reports to SCC/DSCC. - Participate in all supply chain weekly and monthly catch-up call meetings. - Prepare partners’ performance report covering the SC part.

Qualifications

Education:

- Bachelor’s degree required. - Advanced professional certification in SC and/or emergency response management is strongly preferred.

Work Experience:

- At least 5 years of experience in handling humanitarian supply chain. - Strong ERP roll out and management skills. - Demonstrated ability to develop and roll-out supply chain policy and SOPs. - Strong training and mentoring ability. - Experience working with a diverse portfolio of donors and knowledge of specific donor guidelines. - Experienced and authorized to drive manual transmission 4WD vehicles.

Demonstrated Skills and Competencies:

Language Skills:

Fluency in English, Dari and Pashto is required.
