Job Description

Deployment Scope The Supply Chain Manager will focus on of all supply chain activities supporting the country programs and operations, as well as team capacity building under the direct supervision and technically under the SCC Ukraine. He/she will support emergency response procurement activities in the country/base in strict compliance with the IRC procurement policies and procedures and any put in place for this response and required by donors. He/she will put in place a scalable and adaptable supply chain structure to meet the growing and changing needs of emergency response programming. He/she will focus on last mile delivery to beneficiaries in coordination with program response strategy.

Responsibilities for that location/base

INTERNATIONAL/NATIONAL SHIPMENT DELIVERY FOCAL POINT -Act as focal point for all the communication with freight forwarder or international supplier related to deliveries -Support the procurement owner in the definition the best delivery terms (incoterms, final delivery location) -Support the procurement owner in the identification of freight forwarder (ad hoc PR for freight – via MSA?) -Update on daily basis the delivery pipeline with the ETA and share it on weekly basis with SMT -Check the shipping documentation received from suppliers (packing list, Customs invoice) -Record the size of the consignment into the delivery pipeline -Support national staff in drafting the required import documentation (donation certificate, Import declaration) -Follow up the international consignments till the designed delivery location -Provide technical support to staff and program staff to ensure delivery of goods -Pro actively provide solution on raising issues related to cargo movement and storage -Timely provide feedback (24hours max from reception) to direct supervisor enquiries and report deliveries -Develop execute report towards assessing/tracking the performance of department

Procurement Management -Support the procurement team as needed. Identifying fraud and corruption red flags and address on timely manner -Identify priority areas for MSA and MPA contracting needs for related operations. -Spot check distribution documentation, and support budgets for future operational needs -Monitor supply market and conduct market surveys & analysis. -Coordinate distribution activities with the central SC team and program coordinators. -Support implementation of Integra. Raise PR and PO into the system according to the needs.

Inventory Management and assets -Responsible for setting up all inventory tracking systems and warehouses operation. -Ensure Implementing IRC inventory policies in all relevant offices. -Ensure the IRC standard inventory tracking tools are in place and accurately maintained in each location -Coordinate with supply chain field staff to ensure that there is sufficient spaces in warehouses before sending program supplies to the field sites. -Inventory control, including drug storage, Cold chain, buffer stock, contributions in kind stock (CIK) and other commodities in liaison whit warehouse manager and pharma SC manager. -Roll out asset policy in new locations and follow up on asset control in AoR ensure implementation and reporting in integra. -Asset maintenance and tracking, ensure the asset list is updated. -Provide timely concise report s as per SSCC request

Office and Vehicles Management -Support administration department in supply chain needs to for office & base is operational support. -Responsible for setting up a fleet management system in support of fleet manager. -Supervise Lead cargo transport organization & prioritization of requests. -Ensure the fleet legal status (customs clearance, registration, licenses, insurance) is up to date. -Ensure base fleet management policy is implemented. -Develop and monitor fleet movement plans, vehicle repairs, drivers’ assignment, vehicle safety, and fuel consumption with collaboration of the fleet manager. -Ensure regular reporting on fleet activities and data analysis.

Warehouse management -Overall supervision of warehouse operations -Ensure warehouse procedures are well followed according to IRC standards. -Support internal inventory and accurate records keeping. -Ensure that Year-end inventory counts exercise is conducted and provide accurate reports. -Ensure 20% inventory cycle count for all stock is conducted monthly or as per IRC Inventory management SOPs

-Ensure physical security of the Warehouse by restricting visitors and any other unauthorized persons.

-Implement and ensure clear safety procedures.

-Ensure the maintenance of warehouse building(s), fittings and equipment.

Reporting, Management & Capacity building -Adhere to technical direction from the SSCC -Provide direct leadership for the supply chain staff. -Provide any training / mentoring for the SC team and program team, develop training content in relevant field of SC. -Ensure all weekly and monthly reporting is accurate and timely delivered, provide timely response to requests from SSCC.

Compliance and Ethics -Responsible for identifying and analyzing compliance risk in supply chain process, set up basic procurement controls, identify operational procurement, contracts red flags.

And any other additional tasks as per request from direct manager (SSCC) Requirements: -Advanced Degree, minimum 3 years of progressive Supply Chain professional experience or equivalent education and experience. -Demonstrated success as a Supply Chain leader across all disciplines within supply chain including planning, procurement and logistics. -Broad knowledge and experience in Supply Chain strategies, market analysis techniques, procurement and contracting, vehicle and fleet management, inventory, property, and asset management. -Strong collaborator and influencer with effective interpersonal and analytical skills who is able to work seamlessly across countries, cultures, and organizational units. -Fluency in Ukrainian required, spoken proficiency in English. -Ability to travel to remote field offices.
