BACKGROUND AND PURPOSE OF THE ASSIGNMENT

The WFP West Africa region extends from Mauritania to Chad and along the coast from Cameroon to Senegal. It has the widest linguistic and geographical diversity, as well as the richest variety of natural resources when compared with other sub-regions of the continent. The humanitarian-development context of the sub-region is also extremely diverse. In the Sahelian belt, the risk is the new normal, conflict is increasing and weather-based disasters growing. The coastal countries have better socio-economic indicators and promise a degree of stability. However, these economies are emerging, and some instances built on fragile coastal habitats threatened by climate change and are also dealing with rapid urbanisation and an ever-increasing youth bulge.

The West Africa Regional Bureau, based in Dakar, provides strategic guidance, technical support, and direction to WFP country operations in 19 countries in West Africa. In the region, WFP follows a holistic regional strategy powered by our dual-mandate and backed by our robust diverse toolbox of activities.

JOB PURPOSE

This position aims at enhancing the compliance of WFP supply chain operations in West and Central Africa to the applicable policies and procedures.

The selected candidate shall provide advice and specialized support in the establishment of effective risk assessment and risk management activities; application of controls and compliance with policies and procedures; and contribution to the overall effectiveness of Supply Chain operations.

KEY ACCOUNTABILITIES (not all-inclusive, within delegated authority):

  • Proactively provide end to end support to country offices in addressing all audits and oversight missions’ recommendations. Ensure all recommendations are addressed and closed incorporate audit tracking tools (Team Central).
  • Support managers in the preparation of reports about compliance and oversight actions by the Regional Bureau Supply Chain unit

  • Proactively support RB and CO supply chain staff in enhancing the existing supply chain processes on risk & compliance issues and on maintaining an effective internal control environment to support operational efficiency.

  • Provide advice to ensure WFP Supply Chain operations in the region are carried out in compliance with Supply Chain manuals and/or best practices.
  • Contribute to the effective implementation of compliance reviews by Supply Chain units in COs, including but not limited to the use of self-assessment checklists
  • Lead regular and ad hoc risk assessments in supply chains in the region
  • Prepare comprehensive reports summarising the status of compliance of supply chain internal controls, key oversight themes and formulate sound recommendations for senior management on the required actions in areas of risk & compliance vulnerability.

QUALIFICATIONS & EXPERIENCE REQUIRED

EDUCATION:

Advanced University degree preferably in supply chain management, or logistics, procurement or First University degree with additional years of related work experience and/or training/courses.

EXPERIENCE:

  • Minimum of 8 years of relevant professional experience in managing supply chain operations including coordination with internal and external stakeholders and supporting emergency programs;
  • Demonstrated experience in shaping and implementing operational supply chain strategies in a country;
  • Demonstrated experience in implementing/setting-up supply chain improvement and optimization initiatives to achieve cost efficiency, improved agility, reliability and quality.

DESIRED EXPERIENCE

  • Broad or specialised knowledge of Supply Chain best practices and processes
  • Experience in implementing operational supply chain strategies;
  • Experience in designing and implementing supply chain, retail and partnership networks;
  • Experience evaluating and selecting service providers and/or suppliers;
  • Experience identifying operational risks;
  • Knowledge of, or the ability to quickly assimilate specific processes and systems.
  • Willingness to travel.

LANGUAGE:

  • Fluency (level C) in French language and at least an intermediate knowledge (level B) in English (as the region is mostly French-speaking)
