You have:
- Advanced degree in Procurement, Supply Chain Management, Public Administration, Business Administration, Law, or a related field.
- Minimum of 10 years of professional experience in procurement, procurement advisory, contract management, or supply chain oversight within government, donor-funded, or development programmes.
- Strong knowledge of national procurement regulations and international donor procurement requirements.
- Proven experience supporting tender preparation, evaluation processes, and procurement compliance oversight.
- Experience working in complex, multi-stakeholder implementation environments.
- Strong analytical, organisational, and problem-solving skills.
- Excellent written and verbal communication skills.
- Ability to work effectively under pressure and manage competing priorities.
- Experience delivering capacity-building and technical assistance is an advantage.
- Fluency in English and French (spoken and written) is required.

Role Summary
Context
As part of efforts to strengthen performance and transparency in the management of public resources, the Ministry of Health and Public Hygiene (MSHP) has established a Delivery Unit (DU-MSHP) to support the accelerated implementation of priority reforms and projects within the sector.
Public procurement is a key lever for ensuring efficient public spending, good governance, and timely project implementation. In this context, the DU-MSHP is recruiting a Procurement Specialist to support the planning, monitoring, and execution of procurement procedures in compliance with applicable regulations and international standards.
Position Objective
The Procurement Specialist will be responsible for ensuring the compliance, transparency, and efficiency of procurement procedures for projects overseen by the Delivery Unit. The Specialist will ensure adherence to timelines, public procurement regulations, and the quality of procurement documentation.
Key Responsibilities
The Procurement Specialist will be responsible for:
Supporting the annual and multi-year planning of public procurement activities;
Preparing and updating procurement plans in accordance with national regulations;
Preparing and/or reviewing bidding documents, requests for proposals, and requests for quotations;
Supporting the evaluation of bids and the preparation of technical and financial evaluation reports;
Monitoring approval, contracting, and contract implementation processes;
Advising the Coordinator and project teams on legal and regulatory aspects of public procurement;
Contributing to the preparation of audit reports and responses to observations from oversight bodies;
Supporting DU-MSHP teams in the application of procurement procedures and contract monitoring;
Establishing digital tools for procurement monitoring (dashboards, deadline alerts, traceability systems).
Profile and Required Qualifications
Master’s degree (Bac +5 equivalent) in law, economics, public management, administration, or any other relevant field;
At least five (5) years of professional experience in public procurement, including at least three (3) years working on projects financed by technical and financial partners (World Bank, CIFF, European Union, etc.);
Excellent knowledge of public procurement regulations and donor procedures;
Strong command of the full public procurement cycle: planning, procurement, contract execution, and monitoring;
Good understanding of public sector administrative procedures;
Excellent communication, writing, and teamwork skills;
Proficiency in computer applications (Word, Excel, procurement management software, etc.).

Contexte
Dans le cadre du renforcement de la performance et de la transparence dans la gestion des ressources publiques, le Ministère de la Santé et de l’Hygiène publique (MSHP) a mis en place une Delivery Unit (DU-MSHP) chargée d’appuyer la mise en œuvre accélérée des réformes et projets prioritaires du secteur.
La passation des marchés constitue un levier essentiel pour l’efficacité de la dépense publique, la bonne gouvernance et l’exécution rapide des projets. À ce titre, la DU-MSHP recrute un Expert en Passation des Marchés chargé d’appuyer la planification, le suivi et l’exécution des procédures de passation, conformément à la réglementation en vigueur et aux standards internationaux.
Objectif du poste
L’Expert en Passation des Marchés a pour mission d’assurer la conformité, la transparence et l’efficacité des procédures de passation des marchés des projets suivis par la Delivery Unit. Il veille au respect des délais, des règles de la commande publique et à la qualité des dossiers de passation.
Responsabilités principales
L’Expert en Passation des Marchés sera chargé de :
Appuyer la planification annuelle et pluriannuelle des marchés publics ;
Élaborer et mettre à jour les plans de passation des marchés conformément à la réglementation nationale ;
Préparer et/ou examiner les dossiers d’appel d’offres, les demandes de propositions et les demandes de cotation ;
Appuyer l’évaluation des offres et la rédaction des rapports d’analyse technique et financière ;
Suivre les étapes d’approbation, de contractualisation et d’exécution des marchés ;
Conseiller le Coordonnateur et les équipes sur les aspects juridiques et réglementaires de la commande publique ;
Contribuer à la préparation des rapports d’audit et aux réponses aux observations des organes de contrôle ;
Accompagner les équipes de la DU-MSHP dans l’application des procédures de passation et le suivi des marchés ;
Mettre en place des outils numériques de suivi des marchés (tableaux de bord, alertes sur les délais, traçabilité).
Profil et qualifications requises
Diplôme universitaire de niveau Bac +5 en droit, économie, gestion publique, administration ou dans tout autre domaine pertinent ;
Expérience professionnelle d’au moins cinq (5) ans en passation des marchés publics, dont au moins trois (3) ans dans des projets financés par des partenaires techniques et financiers (Banque mondiale, CIFF, Union européenne, etc.) ;
Excellente connaissance du Code des marchés publics et des procédures des bailleurs de fonds ;
Maîtrise du cycle complet de la commande publique : planification, passation, exécution et suivi ;
Bonne compréhension des procédures administratives du secteur public ;
Excellentes capacités de communication, de rédaction et de travail en équipe ;
Bonne maîtrise des outils informatiques (Word, Excel, logiciels de gestion des marchés, etc.).
