Background/IRC Summary:

The International Rescue Committee (IRC) responds to the world’s worst humanitarian crises, helping to restore health, safety, education, economic well-being, and power to people devastated by conflict and disaster. Founded in 1933 at the call of Albert Einstein. The IRC works in over 40 countries and 26 U.S. cities, helping people survive, reclaim control of their future, and strengthen their communities. The IRC has been operating in Thailand since 1975 and currently provides assistance to displaced persons in Tak, Kanchanaburi, Ratchaburi, and Mae Hong Son provinces.

Job Overview/Summary:

The Supply Chain Officer works to provide supply chain services and ensure compliance in the procurement of goods including warehouse, inventory, fleet, and asset management for IRC.

Major Responsibilities:

A. Major Responsibilities • Support the supply chain activities in procurement, warehousing, fleet management, and asset management in accordance with the IRC Standard Operating Procedure and the donors’ guidelines.

B. Procurement • Support implementation of all IRC procurement Standard Operating Procedures. • Support procurement activities and completion of delivery. • Request for quotation/proposals. • Support procurement document preparation for payment. • Maintain accurate procurement data and records in Supply Chain Box. • Support the supplier performance evaluation and the agreement renewal. • Maintain supplier files and documentation in Supply Chain Box • Support procurement due diligence, including ATC checks, supplier site visits, and supplier background checks including any other fraud prevention methods.

C. Inventory and asset management: • Support inventory count and asset count activity in Bangkok Office. • Support asset management and ensure that the asset data is up-to-date and accurate. • Support disposal management activities.

D. Support Team and Field Offices: • Coordinate with supply chain teams in Bangkok and the field to support effective supply chain activities in Thailand. • Perform other related duties as assigned by the supervisor.

Qualifications

Job Requirements:

Education: Bachelor’s degree in logistics, business administration, or certification in supply chain management is strongly preferred

Work Experience: At least 1 year of experience in procurement, supply chain, or administrative tasks

Demonstrated Skills and Competencies: • Good communication skills • Good organizational and administrative skills • Team player and quick learner with interpersonal skills • Proficiency in Microsoft Excel, and online meeting tools • Ability to work in a team and with colleagues from different cultural backgrounds and walks of life.

Language Skills: Good command of Thai and English in both written and spoken

Working Environment:

The position will be based in Bangkok, and occasionally travel to field sites.
