ORGANIZATIONAL CONTEXT

These jobs are found in Headquarters (HQ), Regional Bureaux (RBs) and Country Offices (COs) and Area/Field Offices. Job holders report to Supply Chain Officer (CBT and Market), a Head of Unit, or the designate. At this level, job holders are expected to take responsibility for completion of a range of processes and activities requiring some interpretation of standard guidelines/practices for all assistance modalities for both WFP and supply chain common services. Job holders are able to recommend a course of action to staff at various levels and may allocate tasks to other support staff.

JOB PURPOSE

To deliver a wide range of business support processes and activities for a specific professional area of work, to facilitate effective service delivery.

KEY ACCOUNTABILITIES (not all-inclusive)

• Work together with the Supply Chain Officer (CBT and Market) in coordination with cross functional units for the implementation of CBT including cash and voucher from supply chain side and provide feedback appropriately.
• Respond to a variety of technical queries/requests for support in supply chain side for Financial Service Provider and Retailer contracting based on RACI and CBT Business Process Model.
• Liaise with RAM team for the related market assessment, data collection and price monitoring.
• Provide training for contracted retailers and service providers as needed and also participate in the required training in supply chain perspective.
• Support supply chain projects or operational day-to-day activities in compliance with the established supply chain strategies, policies, procedures and controls, and following corporate standards, contributing to quality control, loss prevention, risk mitigation and cost effectiveness.
• Liaise with field office and conduct field visit as needed to draft the report on the planning and implementation of CBT, market visit and provide input for the market development plan.
• Work with internal WFP Cash and Voucher Working Group and contribute Supply Chain inputs to the transfer modality selection process and operational planning.
• Work with Procurement, Programme, IT and Finance teams, participate and contribute to the selection and contracting of appropriate financial service providers and retailers.
• Maintain a list and critical details (such as contact details, contract start/end dates, location, performance evaluations and other relevant information) on all contracted retailers.
• Monitor utilization of funds in the purchase orders for transfers to beneficiaries by collaboration with the Procurement team, budget and programming and finance team.
• Build/join communities of practice with counterparts in UN Agencies, NGOs, governments and the private sector to share knowledge and resources.

STANDARD MINIMUM QUALIFICATIONS

Education: Completion of secondary school education. A post-secondary certificate in the related functional area is desirable. Experience: Minimum 5 years of working experience in relevant field (background with project and financial management for Retail, CBT and Supply Chain). Language: General Service (Headquarters): Fluency (level C) in English language. Fluency (level C) or intermediate knowledge (level B) of another official language may be required depending on the location of the post or area of responsibility. General Service (Field): Fluency in both oral and written communication in the UN language in use at the duty station and in the duty station’s language, if different.

• Experience using corporate systems to monitor ongoing shipments, pipeline information, insurance claims, and food stock.
• Experience in managing an area of supply chain CBT operations including coordination with internal and external stakeholders.
• Experience in supporting the implementation operational supply chain CBT strategies in a country.
• Experience in supporting the design and implementation supply chain, retail and partnership networks.
• Experience in supporting the management of relationships and national capacity building initiatives with UN agencies, NGOs, private sector and government organizations.
