Operating since 2004 in Lebanon, DRC has addressed the needs and rights of vulnerable populations, working initially with Palestinian refugees (since 2004), Iraqi refugees (2007-2010), Lebanese IDPs (during the 2006 conflict), migrant domestic workers (since 2009) and, since 2011, responding to the Syrian refugee crisis.

DRC Lebanon is currently delivering programming in protection, housing, infrastructure, basic assistance, livelihoods, and community development interventions. This myriad programming seeks to address the immediate needs of displaced populations and concurrently support vulnerable host populations. DRC has five offices spread throughout Lebanon in, Beirut, the Bekaa, Saida, Tripoli and Qobayat.

About the job

Provides administrative and technical support for DRC Beirut supply chain department including fleet, storage, assets. The position also assists in the procurement of supplies, services, and works for DRC Beirut programmes and facilities linked to Beirut office operations.

Main Duties and Responsibilities:

Fleet:

  • Control and supervise Beirut office fleet efficiently and effectively in-line with DRC vehicles Operations Handbook and ensure fleet management standard operating procedures are enforced.
  • Ensure all fleet has up to date documentation and maintenance schedules, following up with rental companies to ensure ontime maintenence and vehicle deliveries in-line with DRC framework contract.
  • Ensure that all vehicles have log books, and that all drivers or staff with driving privileges are comlying with all vehicle usage policy.
  • Ensure that drivers conducts daily and weekly vehicle checks, and monitor / record any faults or damages in proper documentation revealing any vehicle replacemed or repair.
  • Inspect DRC Beirut vehicles and ensure safe and in shape vehicle condition and follow-up on safety equipment in all vehicles.
  • Closely coordinate with programme colleagues at office level to ensure efficient preparations of the movement schedules on weekly basis and follow-up directly with Beirut drivers organizing the movements in coordiantion with the safety department.
  • Conduct monthly fuel consumption and vehicle utilization reports and compile them with field monthly report.
  • Ensure valid documentation for vehicles and drivers and have them archived in office at all times.

Assets:

  • Ensure proper control on Beirut assets and DRC asssets in general in coodination with IT personnal and Assets responsibles in field offices to be in-line with the Assets Operations handbook, making sure all assets are trackable, tagged, and properly recorded with the needed documentation upon staff handover.
  • Ensure assets are registered via DRC ERP system ”Dynamics” and perform bi-annual asset verification exercise for Beirut office, recording asset locations and fitness for use.
  • Record any damaged or faulty items and arrange with IT / suppliers to have a proper maintenance cycles.
  • Manage the disposal and donation of assets in accordance with DRC and donor guidelines, ensuring that assets’ exits are recorded and donation certificates are properly authorized by the Country Director.

Procurement:

  • Support in conduct market assessments in coordination with the Supply Chain Manager, and ensure procurement plans are effectively finalized and updated on monthly basis in coordination with Beirut programme colleagues and in support with Beirut procurement personnel.
  • Ensure all operational procurements are properly exceuted on monthly basis such as taxi payments, vehicle fuel and rental payments.

Storage and Facility management:

  • Ensure proper control on DRC Beirut warehouses and storage units in compliance with DRC warehouse Operations handbook making sure that updated inventory lists are always in place.
  • In coordination with Beirut admin department, ensure regular checks/ inspections and maintnence of the premises equipmentaccording to the lease contract, if needed.
  • Overseeing deliveries to and dispatches from DRC warehouses and effecting the necessary documentation.
  • Update the follow-up of the logistic stocks (stationeries and consumables, visibility items, cleaning products etc..) and monitor the consumption on monthly basis for new orders preparations.
  • Support in conducting market assessments tackling new storage units when necessary in coordination with the safety department.

About you

To be successful in this role we expect you to have a Bachelor Degree in Logistics, Supply Chain Management, business administration or related field. Moreover, we expect the following:

  • Minimum 1 year of relevant work experience.
  • Experience in administrative tasks, including filing systems.
  • Excellent IT skills, including experience in operating an ERP supply chain system
  • Experience in supply chain management including procurement, transport and distribution, warehouse and stock management
  • Experience with standard procurement procedures and documentation.
  • Experience with construction and site project management
  • Experience with auto mechanics or electrical installations.
