Organizational Setting

FAO’s office for Lebanon is responsible for developing, promoting, overseeing and implementing agreed strategies for addressing countrywide food, agriculture and rural development priorities under Lebanon. It develops and maintains relations with the relevant Ministries at country level. This position is based in FAO Representation in Beirut, Lebanon. The main aim of the FAO country offices, which are headed by an FAO Representative, is to assist governments to develop policies, programmes and projects to achieve food security and to reduce hunger and malnutrition, to help develop the agricultural, fisheries and forestry sectors and to use their environmental and natural resources in a sustainable manner.

Reporting Lines

Under the overall guidance of the FAO Representative (FAOR) and the direct supervision of the Assistant FAOR Administration, and in close cooperation with FAO Units in particular RNE, and UNDSS, the Logistics and Security Assistant undertakes the following tasks:

Technical Focus

The Logistics and Security Assistant is responsible for processing customs clearance requirements, updating project assets and inventory, managing warehouse, implementing office security protocols, and ensuring compliance with FAO logistics internal controls.

Tasks and Responsibilities

• Coordinate and manage project missions with the coordination of the programme teams • Proceed with custom clearance & exemption process for all goods and materials delivered under FAO programme • Assist in raising Purchase Requisitions as per procurement threshold • Assist in Low Value procurement transactions as per the delegation matrix • Responsible for the timely certification of the receipt of goods or services, to permit procurement functions to operate smoothly • Assist in the security of the office and provide monthly reports to the FAO Representative and FAO Lebanon management on improvements to made, in line with CSLS feedback and recommendations • Assist the FAO Representative and FAO Lebanon management in Security Training and Awareness, Employee Security Communication, Security Liaison, crisis management tasks • Focal point for Assets Management & Local Inventory. Prepare monthly inventory and assets reports of all expendable and non-expendable items, regular handling/tracking over the assets • Assist with Travel-Local, International (TA/SC/TEC & Ticketing) & Hotel Booking • Review of stock holding at various locations, keeping records of all inventories in the database • Supervise and ensure that the entry and exit of goods from the FAO warehouse are properly controlled and recorded • Supervise and ensure that storage and warehousing of all inputs procured under the emergency projects are arranged in an orderly manner to facilitate the identification of goods stocked • Ensure the correct application of the FAO rules and regulations in the movement of procured goods and services • Perform other related duties as required

CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING

Minimum Requirements

• University degree in logistics, administration, or related discipline • 4 years of relevant experience in logistics or procurement • Working knowledge of English and Arabic • National of Lebanon

Technical/Functional Skills

• Experience with a UN Agency or International NGO is desirable • Familiarity with computers and Microsoft Word, Excel essential • Relevant security experience in conflict environment; experience in UN peacekeeping, or in the UN security management system, would be an asset • Knowledge of the region and the country, understanding of the threat environment and security-related challenges faced by the international development and humanitarian organizations in Lebanon • Communication skills including drafting official communications • Ability to make responsible operational decisions in a timely fashion
