JOB PURPOSE

The Strategy, Partnership and Communication Officer (Head of unit) will work under the direct supervision and guidance of the Country Director. The officer in this critical role, will support the Country Director to draft, finalize and implement the interrelated strategies and action plans for partnership and strategic communications. The officer is expected to work across the programmatic areas of the WFP Indonesia Country Strategic Plan.

In 2021, WFP Indonesia launched its Country Strategic Plan (CSP) 2021-2025, which is fully aligned with the United Nations Sustainable Development Cooperation Framework (UNSDCF) 2021-2025 and the Government’s Medium-Term Development Plan (RPJMN) 2020-2024. Through this its CSP WFP engages in policy dialogue and provides technical assistance in partnership with and support of the Government of Indonesia. WFP Indonesia supports the Government to achieve its mid-term and long-term SDG targets with a focus on Food Security and Nutrition Analysis, Social Protection, Disaster Preparedness and Climate Change Adaptation, and addressing malnutrition through healthy diets, and food systems transformation.

The officer will receive technical support and guidance from the WFP regional partnership and communication units. S/he will supervise a small team, including a communications associate, and translator. The incumbent is expected to work with the Country Director, to maintain and strengthen government, current and future donors and key stakeholder partnerships.

TEAM SUPERVISION

The Head of Strategy, Partnerships & Communication reporting directly to the Country Director, will supervise a team of three composed of a Communications Associate, an Officer (UNV), and a Translator. The incumbent will provide management oversight and technical guidance to the team. S/he is expected to function as a point of referral and support more complex programmatic analysis and queries.

The officer leading by example, will proactively support team onboarding and orientation. The officer will oversee annual work planning, and effectively coordinate and ensure quality across the team. S/he is expected to effectively share knowledge, encourage and support relevant training, personal development and performance management.

KEY ACCOUNTABILITIES

  1. Develop, complete, and keep up to date the CSP Policy and Stakeholder Map to inform the establishment and strengthening of partnerships to achieve the CSP.
  2. Advise and support programme teams to conceptualize policy engagement methodologies to influence policy dialogue at the national level utilizing the CSP Policy and Stakeholder Map.
  3. Develop and oversee the implementation of the Country Strategic Communications Plan, ensuring it is drafted to support the achievement of the CSP, enhance the visibility and reputation of WFP Indonesia and at large, as well as support resource mobilization, ensuring alignment with overall communications and WFP strategies.
  4. Provide guidance to and quality assurance to Communications Associate to manage the regular flow of news/information about WFP’s work to the media, ensuring reputational risks are identified and managed.
  5. Provide direction, guidance and quality assurance for the preparation of communications products and social media content that effectively convey the desired message to targeted audiences, utilizing various platforms, networks, and partners to enhance coverage and support of WFP’s activities.
  6. Design and provide support to communications associate and activity teams to generate donor specific visibility content including, text, photos, videos and audio for use across a range of integrated online platforms, in order to support global and country fund-raising activities, ensuring consistency with corporate messages.
  7. In close collaboration with programme units, provide support and strategic inputs, and communication steer to senior management to strengthen and maintain partnerships with key stakeholder, especially Government counterparts, in support of achieving WFP Indonesia Country Strategic Plan.
  8. With input from programme teams draft and finalize policy briefs, and other relevant documentation and contribute to the utilization of evidence to inform policy dialogue aligned with WFP Indonesia’s CSP 2021 – 2025.
  9. In collaboration with the DCD, identify entry points and opportunities to leverage national and international (eg ASEAN) platforms to achieve CSP objectives.
  10. Support, programme teams and senior management to gather socio-political insights to support WFP’s effective positioning vis-à-vis national governments, regional and international institutions to engage in policy dialogue towards achieving programmatic aims.
  11. In coordination with the DCD and programme teams, develop and finalize project documents, and MOUs in support of CSP implementation.
  12. In collaboration with the Head of M&E, define, monitor and report on outcomes and outputs related to policy/advocacy and communication activities.
  13. Identify opportunities for and participate in key donor meetings and workshops aligned with strategic aims.
  14. Gather and share partner intelligence, using key information systems (e.g. WINGS, Salesforce, WFPGo), and asses results.
  15. Effectively engage in WFP regional and global partnership and communication coordination initiatives and mechanisms.
  16. In coordination with Deputy Country Director participate in partnership, communications and other cross cutting UNSDCF working groups, and other relevant UN and development partner coordination mechanisms.
  17. Perform any other duties as required in line with area and level of expertise.

STANDARD MINIMUM QUALIFICATIONS

EDUCATION

University degree, preferably advanced (Master) in one or more of the following disciplines: economics, international affairs, business administration, social sciences, development studies or a field relevant to international development/humanitarian assistance. Advanced University degree in Journalism, International Relations, Public Relations, Communications or other relevant field, or First University degree with additional years of related work experience and/or trainings/ courses.

WORK EXPERIENCE

  • At least three years post graduate relevant professional experience with Master’s Degree, or five years post graduate relevant professional experience with a first University Degree.
  • At least three years working at the national level in Indonesia to influence policy dialogue in the areas of food security, nutrition, emergency response, anticipatory action or related fields.
  • At least three years’ experience in significantly contributing to convening multi sector forums for high level policy discussions.
  • Experience working across multiple sectors to affect national level change in policies, or regulatory frameworks.
  • Demonstrated experience in country capacity strengthening modalities.
  • Demonstrated experience in engaging and influencing policy dialogue.

LANGUAGE

Written and oral proficiency in English and Bahasa language is required
