Org. Setting and Reporting The position is located in the UN Resident Coordinator (RC) which provides leadership to the Pacific Joint UN Country Team and the UN's programming work, as outlined in the UN Pacific Strategy, in support of national priorities. The RC has a team composed of national and international staff, forming the Fiji RC Multi-Country Office (RCO), and is based in Suva, Fiji. The RCO Fiji oversees 10 Pacific Small Island Developing States (Pacific SIDS or PSIDS), namely Federated States of Micronesia (FSM), Fiji, Kiribati, Marshall Islands, Nauru, Palau, Solomon Islands, Tonga, Tuvalu, and Vanuatu. Twenty-six resident and non-resident UN entities are signatories to the UNPS and members of The Pacific Joint UN Country Team.

The RCO fulfils ten core coordination functions, namely strategic analysis and planning; oversight of the UN country programming cycle; representation of and support of UN Secretariat and UN agencies (incl. non-resident agencies); support to national coordination systems and processes; development and management of shared operational support services; crisis management preparedness and response; external communication and advocacy; human rights and development; joint resource mobilisation and fund management; and general UNCT oversight and coordination.

UN's support includes regional and country focused programmes in the areas of Climate Change, Disaster Resilience and Environmental Protection; Gender Equality; Inclusive Growth, Equitably Basic Services; Governance and Community Engagement; and Human Rights. Most UN technical advisory assistance is provided from the office in Fiji.

The Strategic Planning and Regional Coordination Specialist will be based in the RCO Fiji and report directly to the RC. Tasks include but is not limited to strategic planning and inter- agency coordination, monitoring and reporting of UN country level programming and partnerships to advance on Agenda 2030 and the SDGs in line with the diverse national priorities and other functions as may be delegated by the RC. The position is to be a key liaison and interlocutor between the UN system, national entities (e.g. Government of Fiji, Civil Society, private sector), and regional and sub-regional organisations and entities (for example, but not limited to, Council of Regional Organisations in the Pacific (CROP)) as well as Pacific country representations based in Fiji.

Responsibilities Within delegated authority, the Strategic Planning and Regional Coordination Specialist will be responsible for the following:

Strategic planning to foster UN development systems joined-up cooperation in service of Small Island Development States (SIDS) challenges and needs within the framework of the UN Pacific Strategy:

Leads the coordination efforts of the development, implementation and evaluation of the Joint Country Action Plans based on updated country level analysis and in response to development challenges, national priorities and priorities of the UN Pacific Strategy;

Provides strategic support to Resident Coordinator on substantive engagement and policy analysis in relation to United Nations Sustainable Development Group (UNSDG);

Coordinates the efforts in the policy developments, including the review and analysis of issues and trends, preparation of evaluations or other research activities and studies;

Coordinates and conducts policy research and analyses in support of UNSDG strategic priorities and work plans and to enhance the UN system-wide contribution to the Sustainable Development Goals;

Identifies synergies within the sub-region and supports the development of multi-country, cross border initiatives;

Leads and/or participates in large, complex field missions, including provision of guidance on strategic planning to colleagues in the region, external consultants, government officials and other parties and drafting mission summaries, etc;

Coordinates and maintains effective dialogue and coordination mechanism with the national counterparts across ten PICTs to facilitate positioning of the UN in relevant national development processes;

Contributes to UNDCO quality assurance reviews and results reporting; contributes to knowledge management based on the application of lessons learned from practice to future policy development;

Establish strategic partnerships with the regional and sub-regional entities and the Pacific country representations based in Fiji and ensure alignment of UN’s work to regional initiatives and in line with the priorities outlined in the Small Islands Developing States (SIDS) Accelerated Modalities of Action (SAMOA) Pathway, the Addis Ababa Action Agenda and the 2030 Agenda for Sustainable Development, in the Pacific region” (2015 GA res. 69/318):

Supports development and implementation of partnerships between the UNCT and the regional bodies such as Council of Regional Organisations in the Pacific (CROP1) as well as sub-regional entities;

Supports the UN Resident Coordinator in strategic engagements with sub-regional organisations to respond to current and emerging development issues in close partnership with regional organisations to suppport the implementation of Agenda 2030;

Provides strategic inputs to ensure consistent approaches in the region to diverse strategies and initiatives with a view to engage partners, both traditional and non-traditional, for example through analysis of UN financial data, common Budgetary Framework details and national development budgets as relevant and needed;

Develops and provides strategic guidance and support the development and implementation of locally tailored partnerships and resource mobilization across the region;

Oversees the monitoring and analyzes programme development and implementation and resource mobilization;

Performs other related duties, as required.

Managerial Competencies:

    Education Advanced university degree (Master’s degree or equivalent) in business administration, management, finance, economics or a related field. A first-level university degree in combination with qualifying experience may be accepted in lieu of the advanced university degree.

    Work Experience A minimum of seven years of progressively responsible experience in project or programme management and policy-oriented work in a broad range of sustainable development issues. A minimum of two years of experience in strategic planning within a development context is required. Experience in strategic partnership development is desirable. Experience in results-based management is desirable. Experience in results-based budgeting is desirable. Experience in managing a sizeable multicultural team at country, regional and global level is desirable. Experience at the Headquarter of a development cooperation is desirable. Field experience in development cooperation is desirable. Experience in development planning and policy formulation in development cooperation is desirable. Experience with inter-agency or inter-organizational collaboration in the development sector is desirable.

    Languages English and French are the working languages of the UN Secretariat. For this post, English is required. Knowledge of another UN official language is an advantage.
