You have:
- Master’s degree or equivalent degree in meteorology, international relations, political science, public administration, or management is required.
- A minimum of 10 years of experience in meteorology, climate change or project and programme management is required.
- Fluency in written and spoken English and Arabic is required.
- Previous experience in strategic management of meteorology projects is desirable.
- Experience working in West Asia region is an added advantage.

Duties and Responsibilities Organizational Setting, Purpose and Objective:
The United Nations Environment Programme (UNEP) is the leading global environmental authority that sets the global environmental agenda, promotes the coherent implementation of the environmental dimension of sustainable development within the United Nations system and serves as an authoritative advocate for the global environment. The West Asia Office delivers advisory services and capacity building support to countries to achieve environment and sustainable development objectives. This consultancy is established at the West Asia Office within the framework of the Strategic Cooperation Agreement between UNEP and the Kingdom of Saudi Arabia. The Consultant will report to the Project Manager at UNEP West Asia Office.
Under the direct supervision of the Project Manager in UNEP West Asia Office and in coordination with the National Centre for Meteorology and the respective department in the Ministry of Environment, Water and Agriculture (MEWA) of the Kingdom of Saudi Arabia, the Consultant will carry-out, inter alia, the following duties & responsibilities:
1. Provide advice to NCM CEO on strategic assignments in line with NCM mandate. 2. Actively participate in the regular counseling committee of NCM. 3. Actively participate and prepare for regular Business Review Meetings for the CEO and senior officers. 4. Provide needed strategic guidance for PMO departments as per their requests. 5. Contribute to the strategic analysis, planning and execution. 6. Provide advice on strategic issues related to the management of the key initiatives including Saudi/ Green Middle East Initiatives adopted under National Centre for Meteorology. 7. Provide strategic advice in the initiatives steering committee and supporting the NCM CEO Leadership. 8. Provide advice to the NCM CEO in relation to evaluating and recommending needed organizational changes and projects. 9. Provide maturity assessments for the ongoing projects along with the needed recommendations in line with relevant international standards. 10. Provide guidance in the management training programmes for the staff of the National Centre for Meteorology. 11. Technical guidance to the NCM CEO in the performance evaluation of reports provided by project leaders and the executive team. 12. Provide advice to the NCM CEO in the performance evaluation of the overall operation of the center. 13. Provide strategic guidance in the marketing strategy, branding strategy, and public relations.
Expected Outputs and Deliverables:
1. First interim monthly progress report. 2. Second interim monthly progress report. 3. Third interim monthly progress report. 4. Forth interim monthly progress report. 5. Fifth interim monthly progress report. 6. Six final progress report.
Qualifications/special skills Master’s degree or or equivalent degree in meteorology, international relations, political science, public administration, or management is required. PHD is an asset. A minimum of 10 years of experience in meteorology, climate change or project and programme management is required. Previous experience in strategic management of meteorology projects is desirable. Experience working in West Asia region is an added advantage.
Languages Fluency in written and spoken English and Arabic is required.
