Result of Service The consultant will the lead in the planning and development of various communications campaigns and advocacy strategies, and will provide support to OCHA country and regional offices in their development and implementation of country advocacy and communication strategies and content.

Duties and Responsibilities This consultancy is located in the Office for the Coordination of Humanitarian Affairs. This position is within the Public Advocacy and Campaigns Section and reports to the Chief of the Section.

Within delegated authority, the Strategic Communications consultant will be responsible for the following duties:

  • Works with other humanitarian organizations to implement campaigns system-wide and to incorporate the campaign message and themes into all relevant events and products.
  • Supports OCHA country and regional offices develop and implement country advocacy and communication strategies and content.
  • Provides advice and expertise to managers and public information staff on a range of communication and advocacy issues, methods, and approaches;
  • Anticipates and resolves communications/public relations issues/problems.
  • Assists is the day-to-day operation of the Section including producing content for web and social media platforms.
  • Develops strategic partnerships with key constituencies to elicit support for and maximize advocacy and communication objectives.
  • Prepares or oversees preparation of a diverse range of communications and multimedia products in support of major campaign initiatives, including web, social media and film and graphics.
  • Evaluates results and impact of communications activities.

    Qualifications/special skills Advanced university degree (Master's degree or equivalent) in communication, journalism, international relations, public administration or related field. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree. A minimum of seven years of progressively responsible experience in public information and advocacy campaigns or related area. Experience in humanitarian crisis communications is required. Experience in developing humanitarian advocacy strategies is required.

    Languages English and French are the official languages of the United Nations Secretariat. For the advertised vacancy, fluency in oral and written English is required. Fluency in another UN official language is desirable.
