How can you make a difference?

Under the supervision and guidance of the M&E Specialist, the Statistics & Monitoring Associate, supports the Monitoring and Evaluation section under the Programme and Effectiveness Outcome by carrying out a range of programme support functions with an emphasis on planning, monitoring and evaluation activities of the country programme implementation. The incumbent works in close collaboration with a range of programme staff in the CO.

S/He provides regular feedback on the status of programme outputs and projects through monitoring milestones and advises on improvements to keep activities on track. Ensuring effective and timely delivery that is consistent with UNICEF rules and regulations.

Summary of key functions/accountabilities: Under the supervision from the Monitoring and Evaluation Specialist:

  • Develop a monitoring (programmatic and humanitarian) and reporting system which captures the programmatic dynamics and nuances, based on the existing global framework.
  • Provide technical assistance for the Country Office planning process (eWP, RAM, CSIs) and contribute to ensure the quality of the information reported annually in the UNICEF systems (CRAVE, RAM, COAR, CSIs, between others).
  • Provide technical support for the administration, update, sort and classification of existing databases, indicators, and information on the situation of children under Microsoft Power BI for both, development and humanitarian context, to facilitate access and use within the results of the cooperation programme. Providing accurate and relevant data on the situation analysis of children and adolescents and make it available to programme sections.
  • Provide technical support and guidance to programme sections on data collection, data management and data analysis for monitoring, including quality assurance of inputs, giving clarifications on the indicator definitions, data collection methodologies, and monitoring and reporting approaches.
  • Provide technical assistance in the design and implementation of Third-Party Monitoring exercises that Office defines as priorities.
  • Support the administration, update, sort and classification of existing databases, indicators and information on the situation of children under Microsoft Power BI for both, development and humanitarian context, to facilitate access and use within the results of the cooperation programme.
  • Contribute to the Country Programme Document and UNSDCF processes (technical support and guidance to sections/outcomes, including quality assurance of inputs, providing clarifications on the indicator definitions, data collection methodologies, and monitoring and reporting approaches).
  • Provide technical assistance to the Emergency and the Social and Behavioural Change (SBC) Officers in the design and implementation of a statistical information consultation system for children affected in emergency situations that includes the Humanitarian Performance Monitoring (HPM) and Accountability to Affected Populations (AAP) approaches.
  • Provide technical assistance in the design and implementation of the structured field monitoring of the response under the Humanitarian Action for Children (HAC), as well as the quality assurance and inputs of the SitReps, under the lead of the Emergency Official/Focal Point and in coordination with each responsible section in the CO.
  • Promote and support the gathering of information and rapid assessments in humanitarian situations through tools, such as KoBotoolbox, and train teams of the Office in its use.
  • Provide technical support to ensure the quality of the Evaluations and Real Time Assessments, in accordance with UNICEF Evaluation Policy.
  • Any other tasks related to the planning, monitoring and evaluation activities and functions that may be requested by the supervisor.

The following minimum requirements:

  • Education:

Completion of secondary education is required, preferably supplemented by technical or university courses related to the work of the organization.

University degree in one of the following fields is an asset: Statistics, economics, computer science or mathematics.

  • Work Experience:

A minimum of six years of work experience in the areas mentioned above is required.

Prior experience in planning, monitoring, evaluation and data collection functions in social development programmes is considered an asset.

Relevant experience in a UN system agency or organization is considered as an asset

  • Skills:

Professional technical knowledge/expertise in demography, statistics, and data management.

Methodology of M&E, theories, standards and models, quantitative/qualitative/mixed methods, validity/reliability testing of data, data analysis and interpretation, and statistical inference methods.

Professional technical knowledge/expertise in Activity Monitoring & Evaluation, Evaluation Design, data analysis, and reporting.

Strong organizational, planning and prioritizing skills and abilities.

High sense of confidentiality, initiative and good judgment.

High attention to detail.

Good analytical and data analysis skills.

Experience using Power BI and KoboToolBox is an asset.

  • Language Requirements: Fluency in English is required. Spanish is essential.

The following desirables:

Developing country work experience and/or familiarity with emergency.
