Organizational Setting:

For more than four decades, FAO has been working with the Government of the Philippines, civil society, community-based organizations and the private sector to address challenges in the agriculture, fisheries and forestry sector. Joint efforts have included increasing sustainability in agricultural production, promoting value-adding practices, improving post-harvest management, enhancing productivity and increasing the resilience of agriculture-based livelihoods to natural disasters, climatic hazards and armed conflict. In the Philippines, FAO’s programmes and projects are already well-aligned with the SDGs. FAO’s broad priorities in the 2030 Agenda are to end poverty, hunger and malnutrition, enable sustainable development in agriculture, fisheries and forestry, and combat and adapt to climate change.

Reporting Lines:

The Statistical Analyst reports directly to the Normative Support Team Leader.

Technical Focus:

The overall objective of the Project is to accelerate the availability of estimates of SDGi- 5.a.1 (baseline values and follow-up values for monitoring progress) by increasing the number relevant staff of National Statistical Systems (NSS) who produce or are in a position to produce estimates of SDGi- 5.a.1 in 2021-2022.

This consultancy will be undertaken within the context of FMM sub-programme (coordinated by Office of the Chief Statistician of FAO), “Improving country data for monitoring SDG achievements and informing policy decisions”.

Tasks and responsibilities:

The Statistical Analyst will work in close collaboration with the Agriculture and Fisheries Census Division of the Philippine Statistics Authority (PSA) and in coordination and guidance of Office of the Chief Statistician of FAO. The consultant shall perform the following responsibilities:

o Assist in the finalization of plans and arrangements for the SDG5a.1 Project, such as the conduct of field coordination, briefing, field data collection, debriefing, data encoding, data processing, tabulation, report writing, and other project activities o Coordinate the implementation of plans with and among the project consultant/ staff of FAO, PSA Central Office, PSA Regional Statistical Service Office-Central Luzon, and Provincial Statistical Office-Zambales, well as with suppliers and service providers o Organize the project events, meetings, workshops, and other activities o Prepare the 2022 Census of Agriculture and Fisheries (CAF) pretest/workshop/meeting materials, technical and administrative documents, communications, and other requirements o Assist in the provision of logistics support for the conduct of pretest/workshops/meetings o Perform secretariat functions during pretest briefing/data collection/debriefing, workshops, consultative meetings, and other activities o Serve as trainer, facilitator, and documenter during pretest o Prepare data entry program/template for encoding of pretest questionnaires o Perform manual processing, encoding, data consistency checking of accomplished pretest questionnaires; tabulation, and checking of frequency tables, marginal tables of pretest data o Perform computation and analysis of SDG 5.a.1 indicators o Prepare pretest report, project documentation, and technical/administrative/financial reports o Conduct research, coordination, and other activities related to SDG 5.a.1 questions and indicators o Carry out any other relevant duties within his/her technical competence as may be requested by FAO.

CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING

Minimum Requirements

• University Degree in Statistics, Mathematics, Economics, Engineering, Agriculture, Agricultural Engineering, Information Technology or at least major in these fields or other related fields • At least 3 years of relevant experience on statistical work, particularly on data collection and processing • A national of the Philippines or with a regular working permit in the Philippines

Technical/Functional Skills

• With working knowledge of agricultural farm activities, practices, and types of crops/livestock/poultry • With working knowledge on concepts and definitions relating to SDG indicator 5.a.1 and it computation based on census data • Demonstrated advanced-level analytical skills • Demonstrated ability to use statistical software (e.g., CSPro, SPSS, R Programming, Stata, etc.) for generating statistical indicators • General knowledge and skills in the use of standard office software, such as MS Office (Word, Excel, Power Point) • Language requirement: Excellent written and oral communication skills in English and Tagalog • Good moral character and a team player
