UNDP is currently working in various areas concerning sustainable development, from systems and institutional strengthening to inclusive growth and sustainable livelihoods, as well as sustainable energy, environment, and resilience. The Energy Environment and Resilience (EER) Unit at UNDP is organized around the thematic areas of climate change adaptation and mitigation; disaster management and resilience; and access to clean and efficient energy.

While India is on track to achieve some of its NDC targets on emission intensity and non-fossil fuel-based energy installations, there remain significant bottlenecks such as lack of cutting-edge climate technology for the transition to low carbon pathways; and for innovative and inclusive solutions for building adaptive capacity of vulnerable communities to cope with climate change. To this end, UNDP is implementing a project, funded by the Japan Supplementary Budget (JSB). The Net Zero emissions project aims to support transition to a low carbon economy, to support sustainable and inclusive development, to identify and create livelihood provisions (and green jobs) and to build climate resilience of the vulnerable communities.

In India, the project will undertake strategic, sector-specific interventions in 10 states, including Madhya Pradesh, Bihar, Gujarat, Jharkhand, Bihar, Odisha, Uttar Pradesh, Maharashtra, Uttarakhand and Sikkim. In line with the NDCs, the India country proposal has two main objectives are:

Output 1: Low-carbon development contributing to “just transition” and creating green jobs in transport (urban mobility), MSME, health and agriculture sectors. Output 2: Enhancing resilience of communities through community-based adaptation and livelihood diversification

In Madhya Pradesh, the project will 1) Solarize about 75 nos. Primary Health Centres with digitalized Monitoring Systems. 2) Establish about 15 nos. of Solar cold storage at farm gate level. 3) Conduct energy audits in 50 MSME units, handhold few of them to achieve recommendations, partially or fully 4) Establish 15 EV Charging Stations(Grid/ Grid +Solar) at Indore.

The UNV State Project Associate will support the implementation of all project activities in the State of Madhya Pradesh. S/he would be responsible for coordinating with all implementing stakeholders for delivery of project objectives in the state. S/he would be responsible for monitoring activities and reporting to relevant/key stakeholders in the State.

Under the direct supervision of Project Manager, State Project Associate will support the project implementation and will undertake the following tasks: • Assist the Project Management Unit in implementing the activities related to the project and provide support for effective implementation in the states. • Coordinate with agencies - NGOs and CSOs - implementing the activities. Provide help in day to day management and reporting on the activities. • Regularly review on-ground project progress and monitor implementation on ground, through site-visits. Document and prepare briefs on the progress of project activities and their outcomes for PMU and UNDP. • Support Project Management Unit (PMU) in preparing tender documents, manage vendor contracts and ensure timely submission of deliverables. • Formulate quarterly and annual progress reports for the Project Manager and government partner, EPCO. • Provide support for organizing consultations with relevant stakeholders and prepare back-ground material. • Develop knowledge/communication products, facilitate knowledge exchange and establish knowledge networks on issues related to climate change. • Any other related task assigned from time to time by Project Manager

environmental issues related to climate change, specificaly zero-emission/mitigating solutions. • Good understanding of environment and rural development issues at national/sub national level. • Conversant with the available knowledge on issues related to net zero emission pathways and low carbon technologies • Ability to carry out research and communicate solutions that guide decisions on strategic project directions • Ability to review and track implementation activities to ensure timely delivery and project sustainability • Ability to plan, organize, prioritize and control resources, procedures and protocols to achieve specific goals • Ability to build strategic partnerships with a wide array of stakeholders working in the field of climate change mitigation and rural development; • Excellent documentation skills, including technical and analytical writing • Ability to build and maintain constructive relationships with colleagues (and reports where appropriate • Additional relevant experience in project/programme management is desirable. • Experience of working with Central and/or State Governments/ NGOs/ Civil Society on similar assignments will be preferred. • Familiarity with the working environment and professional standards of international organizations and national and State Governments.

The security scenario at the duty station (Bhopal) is peaceful in general and is considered as a family duty station. It is well connected by flights from major international airports in the country. The climate is pleasant most part of the year. Cost of living is moderate with well available accommodation options from rented apartments/houses. Medical facilities, banking facilities, communications and infrastructure is satisfactory. Food and electricity are available. For drinking water either use a RO water purifier or drink packaged water only. Use of alcohol is allowed in bars, restaurants, and at home.

UN Volunteer entitlements and allowances: The purpose of the allowances and entitlements paid to the UN Volunteer is to enable UN Volunteers to sustain a secure standard of living at the duty stations in line with United Nations standards without incurring personal costs.
