The World Food Programme was created in 1961, as an experiment to provide food aid through the UN system. In 1965, WFP became a fully-fledged UN programme, to last for “as long as multilateral food aid is found feasible and desirable”.

Today, WFP is the world's largest humanitarian agency fighting hunger worldwide. WFP assists 80 million people in around 80 countries each year, delivering food assistance in emergencies and working with communities to improve nutrition and build resilience.

JOB PURPOSE

WFP’s Regional Bureau in Cairo (RBC) is one of six Regional Bureaus within WFP supporting, overseeing and guiding 16 Country Offices across the Middle-East, Central Asia and North Africa and serves around 27 million people which constitutes almost one third of WFP’s global beneficiaries. From 2011 onwards, WFP operations managed by RBC have seen a sharp increase in terms of operational scope and requirements. This is mainly attributable to emergency response serving those impacted by conflict, violence and displacement. Most beneficiaries in the region are assisted through unconditional resource transfer activities such as general food distribution through in-kind and cash-based transfers followed by school meals and nutrition activities.

RBC includes countries representing a range of political, economic, environmental and social contexts which makes it not only operationally very diverse but also strategically very important.

The challenges of working in difficult conditions to bring much needed food and support to our recipients can place a great deal of pressure and stress on WFP staff. In collaboration and under the Staff Wellness Division, the Staff Counselling Unit is committed to preventing or alleviating stress and improving the overall health, performance, and morale of staff. We do this by identifying and addressing factors that contribute to stress in the workplace, promoting good employment and management practices, and providing counselling services that help to mitigate or avoid the negative effects of workplace stress.

The COVID-19 pandemic has substantively increased the needs of WFP employees for staff counselling services. Given that the coronavirus affects not only staff, but also their families, there is also a growing need for a staff counsellor in RBC who can speak Arabic.

WFP RBC is looking for a suitably qualified candidate to provide surge support to the RBC Staff Counselling unit

STANDARD MINIMUM QUALIFICATIONS

Education:

  • Advanced university degree (Doctorate, Masters, or equivalent) in Clinical or Counselling Psychology, Psychiatry, or demonstrably equivalent studies from a recognized institution.
  • The candidate must be licensed/registered or equivalent with a governing body as a mental health professional.
  • Additional training or certification in a broad range of related fields, such as alcohol/substance abuse, resilience, cross-cultural communication, conflict resolution, mediation, trauma, etc. will be an advantage.

Experience:

  • Minimum five (5) years of progressively responsible professional post-graduate experience relevant to the field is required
  • Experience either working in a hardship location or providing counseling services to staff working in very difficult and insecure environments is desirable.

Knowledge & Skills****:

• Specialist expertise in the assessment of mental health needs and the assessment of risk. • Broad knowledge of all facets of counseling services and demonstrated skills to create a trusted environment in which others can talk confidentially. • Ability to manage crisis situations that involve diverse actors and stakeholders. • Ability to identify clients’ needs and suggest appropriate solutions. • Excellent communication skills (oral, written, and presentation). • Conflict resolution and mediation skills. • Ability to communicate effectively with people of both genders and diverse national and cultural backgrounds. • Skills in designing and delivering training/information sessions on a number of subjects and the ability to adapt those to different audiences.

Language:

Fluency (level C) in English language and Arabic

KEY ACCOUNTABILITIES (not all-inclusive)

1. Provide culturally sensitive counseling services to WFP employees and direct dependents. 2. Provide active psychological support including during emergencies and/or after critical incidents to ensure continued staff well-being and that managers & staff are provided with the effective support to manage change. 3. Deliver workshops, training, and information sessions on a wide range of topics (e.g., stress management, team building, problem-solving, conflict resolution, etc.) to contribute to building staff resilience and raising employees' awareness of available resources. 4. Provide pre and post-deployment briefings to employees deployed to hardship duty stations through briefings, counseling sessions and other activities to ensure proactive support is extended to staff. 5. Work closely with WFP Regional Staff Counsellor to develop Psychosocial contingency plan(s) for WFP across the region - when and if needed. 6. Collaborate with Country-based Staff Counsellors in the region on common wellness-related activities, projects, and initiatives. 7. Support the Regional Staff Counsellor in identifying workplace psychosocial hazards by assessing the needs, including ongoing and anticipated needs. 8. Contribute to the design of policies and guidelines, as well as information materials to increase awareness and promote staff wellness. 9. Work with WFP regional Staff Counsellor to build a mental health referral network of professionals to facilitate culturally appropriate psychosocial support for WFP personnel in the region. 10. Refer to external mental health professionals and relevant services when needed. 11. Support and maintain the WFP Wellness Support Volunteer Network (WSV) through training and supervision. 12. Contribute to building the content of WFP Wellbeing App (Country pages & general resources). 13. Maintain at all times, a high standard of professional ethics and confidentiality consistent with the Wellness Division Ethical Guidelines and Standards of Practice. 14. Keep a record of all the activities and interventions delivered. 15. Report to WFP Regional Staff Counsellor on all activities. 16. Other as required.
