This is a UNV National Specialist contract. This kind of contract is known as National UN Volunteer. It is normally only for nationals. More about UNV National Specialist contracts.

The mission of WHO’s Health Emergencies Programme (The Programme) is to help countries, and to coordinate international action, to prevent, prepare for, detect, rapidly respond to, and recover from outbreaks and emergencies. The objectives of WHO’s Emergency Programme are to design and implement programmes that prepare the health sector to deal with emergencies and that improve health during and after crises. Within the emergency programme, the objectives of WHO’s emergency response team are to support Member States by: (1) promptly assessing health needs pf populations affected by crisis, identifying priority causes of ill-health and death; preparing damage estimates and emergency response and rehabilitation plans; providing prompt, credible health information and ensuring the continuity of essential health services; (2) coordinating and monitoring emergency health relief efforts under the aegis of the Inter-Agency Standing Committee Health Cluster, of which WHO is the lead agency; (3) ensuring that critical gaps in the health response are rapidly identified and filled;(4) revitalizing and building the capacity of national health systems to deal with preparedness, mitigation and response.

Staff Counsellor will administratively report to the WR of Ankara Country Office and technically report to the Regional Staff Physician based in Copenhagen, Denmark. UNV Staff Counsellor’s main role is to support the Regional Counselor in providing efficient and effective psychological support to WHO employees in the aftermath of earthquake or any other matter that might occur. A large emphasis is placed on extensive engagement with staff and promotion of staff wellbeing in times of crisis.

UNV Staff Counsellor’s the responsibilities:

• Provide active psychological support in the aftermath of the earthquake to ensure continued staff wellbeing; • Provide in-person counselling services to WHO employees and direct dependents in affected areas; • Establish collaborative working relationships with counterparts at Country, Regional and HQ levels and with senior personnel at country level; • Provide management consultations as needed; • Refer to external mental health professionals and relevant services when needed; • Provide pre and post deployment briefing to deployed Surge teams through briefs counselling sessions and other activities to ensure proactive support as extended to WHO employees; • Deliver workshops, trainings and information sessions on a wide range of topics (such as: Trauma, stress management, problem solving, conflict resolution, etc.); • Contribute to the design and development of psycho-educational materials; • Maintain the highest ethical standards related to the provision of psychological services consistent with the Wellness Division Ethical Guidelines and Standards of Practice; • Prepare comprehensive reports, plan and implement other staff counselling activities to ensure the provision of cohesive counselling services; • Keep records of all activities and interventions delivered.

Results/expected outputs:

• As an active WHO team member, efficient, timely, responsive, client-friendly and high-quality support rendered to WHO and its beneficiaries in the accomplishment of her/his functions, including: - Provide psychosocial support to employees and direct dependents; - Provide training sessions to employees and direct dependents; - Deliver a report indicating services provided including recommendations addressing the follow up needed; - Draw lessons learnt from the crisis response and prepare best practices; • Age, Gender and Diversity (AGD) perspective is systematically applied, integrated and documented in all activities throughout the assignment • A final statement of achievements towards volunteerism for peace and development during the assignment, such as reporting on the number of volunteers mobilized, activities participated in and capacities developed

Clinical Counselling, Psychology, Psychiatry fields. • Additional training or certification in the areas of trauma and crisis counseling is an advantage. • Experience working in emergencies and providing counselling services to staff working under very difficult and insecure environment is a must. • Excellent oral and written skills; excellent drafting, formulation, reporting skills; • Accuracy and professionalism in document production and editing; • Excellent interpersonal skills; culturally and socially sensitive; ability to work inclusively and collaboratively with a range of partners; including but not limited to Management, HR, Admin & Security • Ability to work and adapt professionally and effectively in a challenging environment; ability to work effectively in a multicultural team of international and national personnel; • Solid overall computer literacy, including proficiency in various MS Office applications (Excel, Word, etc.) and email/internet; familiarity with database management; and office technology equipment • Self-motivated, ability to work with minimum supervision; ability to work with tight deadlines; • Sound security awareness;

Please note that, Gaziantep's hardship classification is temporarily updated as “E” due to the earthquake in Türkiye. As this is a national UN Volunteer assignment, the UN Volunteer will be responsible for arranging his/her own housing and other living essentials. Host Entity's support might be limited.

UNV Entitlements in a Nutshell for National UN Volunteer (Specialist):

• Current Volunteer Living Allowance (VLA) is USD 1173 USD. Currently, an additional 30% Well Being Differential is paid temporarily. Additional expertise differential might be applicable based on the demonstrated experience of the selected candidate. • 100% health, life and dismemberment coverage by CIGNA. As per UN’s diplomatic mission status, it is not included in National Security Institution’s (SGK) system but can be initiated on private basis. • Entitlement to annual Leave at the rate of 2.5 working days per completed month of volunteer assignment • Entry allowance for covering relocation expenses • Exit allowance upon completion of service • Several learning opportunities Unified Conditions of Service is available on UNV's website. National UN Volunteers are part of the malicious insurance plan.
