Job Overview/Summary: The International Rescue Committee is seeking a Sr. Program Officer, Measurement and Partnerships for an Office of Refugee Resettlement (ORR) program, Switchboard. Switchboard is a one-stop resource hub for refugee service providers in the United States. Switchboard provides training and capacity-building services to ORR-funded refugee service providers in the United States, including resettlement agencies and affiliates, state agencies, ethnic community-based organizations, and others. The Sr. Program Officer, Learner Engagement will be responsible for leading Switchboard’s strategy on instructional design, website design, digital content management, and communications. This staff person may be located anywhere in the United States.

Major Responsibilities:

· Supervise and support team of five staff focusing on instructional design, website design and development, communications, and digital content management

· Together with Switchboard’s M&E team, champion a culture of learner engagement across the project, including a focus on learner experience, feedback, and continuous program improvement

· Take a leading role in developing Switchboard’s annual workplan

· Lead Switchboard’s instructional design strategy to ensure effective, engaging learning opportunities and resources for refugee service providers in the United States

o Provide guidance on instructional design of webinars, self-paced modules, certificate courses, and other learning opportunities; as well as downloadable documents and multimedia resources

· Lead Switchboard’s efforts to maintain and improve its online resource hub, www.SwitchboardTA.org through effective web design and development:

o Oversee process of user testing, website enhancements, and resolving issues undertaken by web design and development staff

o Oversee ongoing maintenance and updates to Switchboard’s library of learning resources, evidence database, and online learning management system (LMS) undertaken by digital content management staff

· Lead Switchboard’s communications strategy, including components such as the newsletter, blog, and social media, to increase project visibility and access

· Provide input into Switchboard reports, including monthly activity updates and semi-annual Performance Progress Reports.

Job Requirements:

· Bachelors and/or Master’s Degree in related field (or equivalent experience)

· Minimum of 6 years of professional experience in instructional design, communications, digital asset management, library science, information science, or related field

· Demonstrated experience supervising staff effectively

· Demonstrated commitment to data-driven programming

Preferred Experience and Skills:

· Familiarity and/or experience with ORR-funded refugee resettlement and integration programs

· Familiarity and/or experience with technical assistance, capacity-building, and/or training programs

This position is contingent on receipt of grant funding.

Working Environment: Standard office and/or remote working environment. This role may require working remotely full or part time and part time remote employees may be required to share workspace.
