Job Description

BACKGROUND: The International Rescue Committee, one of the world’s largest humanitarian international NGOs, provides relief, rehabilitation and development support to vulnerable people and communities over 40 countries. We began work in Ethiopia in 1999 in response to severe drought in Ethiopia’s Somali region and are currently providing assistance to Ethiopians and refugees in ten regions in Ethiopia, implementing emergency and development programs in health, water and sanitation, economic recovery and development (ERD), women’s protection and empowerment, education, child protection, and multi-sectoral emergency response.

Job Overview/Summary:

Under the supervision of the Field Coordinator of IRC Gambella the senior HR/Admin Officer provides general Human Resource support for the Gambella field office & Admin department. They will be responsible for staff development, talent acquisition and management, supervision of staff, running HRMIS, execute Payroll & related payments for Gambella field office. The post holder supervises Cooks, Cleaners and HR/Assistant based in Gambella and provides technical support for them.

Major Responsibilities:

HR Strategy: ------------

- Maintain a thorough knowledge of IRC personnel policies and labor law in every site of the field office along with ensure all HR/Admin activities in Gambella field office are carried-out in adherence to these standards. - Participate in reviewing national staff policies and Recommend changes/additions/deletions - Promote and uphold THE IRC Way: Standards for Professional Conduct.

· Work with Deputy Director of HR and Field Coordinator on implementation of strategic planning of the department and field office

- Nurture and facilitate the collaborative professional relations between and among staff at all levels. - Provide advice and support to Gambella staff and programs in interpretation of HR policies and procedures and provide technical support on HR and Admin related matters, including but not limited to, recruitment, orientation, career development, performance evaluation, disciplinary action, and separation

Recruiting and management: ---------------------------

- Participate in recruitment process to hire positions under grade 8B Posting positions in appropriate media, CV review, interviewing, reference check, job offer, leading the orientation and travel arrangement. - Collaborate with the recruitment team at Head office on timely recruitment for positions on/above 8B. - Advice Supervisors with reviewing job descriptions, posting job advertisements, screening applicants, conducting job interviews/written tests, reference checks, extending job offers, and ensuring new employee’s paperwork/hire pack is processed accurately. - Ensure that recruitment process is fair and clear and in line with IRC policies and procedures.

· Maintain good working collaborations with other organizations and provide feedback to management on HR issues.

- Advise and conduct employees on exit management process for exiting employees and maintain its copies on the file. The exit interviews are supported with monkey survey.

Staff Development ------------------

- Collect, analyze and maintain data gathered to inform the field management and leadership development - Participate in HR organizational strategic planning and provide support for Performance Management and Talent Management policy development. - Research and assist in the development of performance management training programs that focus on enabling the workforce to improve on identified learning and/or performance gaps. - Conduct training needs assessment for employees under Gambella field office, identify and implement interventions to address key skills gaps. - Identify and develop individual learning initiatives that cost effectively focus employee development on achievement of both business and personal career goals. - Mentor selected HR staffs in different areas. - Assist with the publication of HR/Admin materials for internal purpose. - Chip in ideas to develop new channels to communicate HR/Admin work and field office management

Supervision and Support ------------------------

Supervision and Support

- Lead, train, coach HR the HR/Admin assistant, cook and cleaners to craft detailed plan to build capacity including performance objectives and development. Conduct performance evaluation for the subordinator timely. - Ensure the cooks & Cleaners replaced whenever necessary. - Ensure that the subordinator is working in a harmonized manner. - Follow up the implementation of improvement plan according to the feedbacks.

HR Service and Administration

· Ensure updated workday database of national employee’s personnel data.

· Prepare or review new employees contract agreement and ensure the new employees’ data is up to date on workday whenever new contract is approved.

· Responsible for preparing monthly Gambella field office payroll and maintaining payroll related documents and information are kept properly. Work with HR- Ops team to improve the information gap by using workday as a payroll information sources.

· Ensure to prepare and submit pension payment in timely manner.

· Ensure pension payment in relation to the back payments should be prepared and paid in a timely manner.

· Review back payments, payroll adjustment for open and definite period employees.

· Prepare severance payments for open and definite period employees.

· Ensure updated tracking for back payments and communicate them timely.

· Ensure that all personnel documents for staff are updated and maintained in the personnel files including ex-staff files.

· Assist in writing personnel letters as required (transfer, Promotion, increment, acceptance of resignation and others).

· Work with logistics in identifying different service providers for HR/Admin department (e.g., hotels, travel agents, etc.).

· Ensure all necessary & legal documents (VISA, Residence ID, work permit, camp Visit permit) fulfilled for expatriate staff and foreign IRC visitors.

· Regularly update organogram for Gambella field office. Check the Organogram weather it is in line with workday sup org.

· Work on special personal projects assigned by Field Coordinator or deputy Director for HR.
