Eligibility criteria

Minimum age: 25 years old. Nationals of the country of assignment are not eligible, except the assignments in Headquarters duty stations.

Description of task

Under the direct supervision of the Director of Decentralization and Deconcentration of the Secretariat of State for Decentralization (SED) and through the UNDP office, the International United Nations Volunteer will be in charge of the following tasks directly related to the implementation of the decentralization policy and the local development approach.

  • Provide technical support to the Secretariat of State for Decentralization (SED) in its reflections on the creation of the best legal and financial conditions for the implementation of the decentralization process in the context of the COVID-19 pandemic and health crisis management,
  • Support the technical services of the administration in their mission of assistance and advice to local authorities and response to the crisis related to COVID-19
  • Contribute to the elaboration of the SED operational work plan and set up a monitoring and implementation mechanism for the said plan by integrating the social and health safeguard elements with the COVID crisis-19
  • Prepare analytical briefing notes in relation to decentralization and in particular to assessments of the situation of COVID-19 in the regions.
  • Provide mentoring and supervision of national UNV staff and decentralized units and support them in their activities in the regions.
  • Draw up terms of reference for the selection of consultants or consultancy firms, especially in the field of baseline studies and monitoring and evaluation.
  • Participate in the updating and preparation of regional development plans and in the planning and implementation of all regional and Community development actions, in particular in collaboration with the EU's ADIL programme.
  • Identify capacity building needs in the areas of economic recovery, regional development and civil society participation.
  • To contribute to the strengthening of the internal capacities of the Secretariat of State for Decentralization (SED) in the areas of decentralization and local development.
  • Participate in and contribute substantively to regional and national consultation meetings with all stakeholders in the decentralization process.
  • Participate in the work of the various commissions responsible for the decentralization process
  • Identify the needs and roles of partners and non-governmental organizations in local development
  • Conduct advocacy on decentralization and local development issues with the media, social networks in coordination with the SED Communication Unit in Djibouti.

Qualifications/Requirements

Required degree level:

Master degree or equivalent

Required experience:

60 Months

Experience remark:

  • 5 years’ experience in decentralization and local development;
  • Practical experience in development planning and project management with the public/territorial administration and in coordinating the action of multiple stakeholders in the field;
  • Experience in the implementation of capacity building actions for local authorities and Civil Society;
  • Good knowledge of the political environment and public administration of African countries;
  • Proven ability to work in an institutional setting with high-level officials from ministries and development partners, as well as with civil society organizations and officials of decentralized territorial entities. Good computer literacy;
  • Excellent analytical, writing, and organizational skills;
  • Experience working with the UN or other international organizations on project management;
  • Experience in working with high level counterparts and engaging with international organization
