The UNODC Global Maritime Crime Programme (GMCP) targets support across the criminal justice systems of States, including the maritime law enforcement, police, prosecutors, judges and prison staff. A wide array of support is provided including training and expert technical advice, aimed at increasing capacity to prosecute and detain suspects of piracy and wider maritime crime. GMCP intervenes in several key thematic areas along the following lines of action: strengthening legislative and policy frameworks; capacity-building of the criminal justice system, strengthening domestic maritime law-enforcement capacity to tackle piracy and maritime crime, increasing awareness on these crimes and strengthening national and regional coordination as well as international cooperation. To this end, it has developed technical tools for criminal justice practitioners, including training manuals, model laws, tools for awareness raising campaigns, etc. As well as offering support through trainings, workshops, operational exercises at sea, mock trials, provision of equipment etc.

Following the adoption of the Code of Conduct Concerning the Repression of Piracy, Armed Robbery Against Ships, and Illicit Maritime Activity in West and Central Africa, in Yaoundé, Republic of Cameroon on 25 June 2013. Where Governments of Angola, Benin, Burkina Faso, Burundi, Cameroon, Cape Verde, Central Africa Republic, Chad, Congo, Cote d’Ivoire, the Democratic Republic of Congo, Equatorial Guinea, Gabon, the Gambia, Ghana, Guinea, Guinea Bissau, Liberia, Mali, Niger, Nigeria, Sao Tome and Principe. Senegal, Sierra Leone and Togo agreed to consider a comprehensive response in the region. This Code of Conduct encourages States of ECOWAS, ECCAS, GGC to develop a comprehensive strategy whereby states ought to develop domestic laws and regulations, if there are not in place, criminalizing piracy and armed robbery at sea, to develop a regional framework to counter these issues, including information-sharing and operational coordination mechanisms in the region. Finally, it encourages States to develop and strengthen domestic laws and regulations as appropriate and to implement relevant international agreements addressing the safety and security of navigation, in accordance with international law.

Under the overall supervision of the Global Maritime Crime Programme Coordinator for Atlantic Ocean and direct supervision of Programme Officer for the SWAIMS EU-UNODC, the incumbents will assist in the implementation of activities that are carried out under the “Global Maritime Crime Programme – Atlantic Ocean” in matters related to maritime crime and in particular the UN Volunteer will undertake the following tasks: • Assist the GMCP programme officer in the development, implementation and evaluation of UNODC activities for Central and West Africa region; • Assist the supervisor and other team members in project/programme and/or budget revisions, the preparation and dissemination of project proposals and costed work plans, terms of references and other related project documentation on maritime crime; • Contribute with substantive support for policy coordination and evaluation functions, including the review and analysis of emerging issues and trends, participation in evaluations or research activities and studies;
• Contribute to the preparation of various written outputs, e.g. draft background papers, briefing notes, research papers, written advices, analytical notes, sections of reports and studies, inputs to publications, etc, relating to maritime crime issues in the Gulf of Guinea region; • Assist the UNODC GMCP Project Coordinators in the overall Project coordination, as well as the implementation and evaluation of the programme activities for Central and West Africa; • Draft press releases, web stories, tweets and newsletter to disseminate the work done by UNODC within the framework of UNODC GMCP projects in the 2 regions as well as manage and upgrade project media presence in all social network, to ensure the visibility of the entire project in meetings, conferences, workshops and trainings, as well as reports publications video reportage; • Develop a new set of communication tools such as folders and flyers on the GMCP work in the region to reach out to relevant stakeholders; • Provide visibility in the region to the European Union within the context of the UNODC component of GMCP projects being implemented in the 2 regions. • Providing substantive and administrative support to activities implemented under the programme in Central and West Africa, especially as these relate to maritime crime, detention and transfer, including procurement, human resources processes, translations and travel in line with UN financial rules and regulations. • Perform any other duties as required/assigned.

Results/Expected Outputs: • Develops a data base to monitor the implementation of the Yaoundé Code of Conduct in the countries involved; • Provide well researched and sound analysis of issues and developments affecting programme/project development, administration and implementation, etc.;
• Provide thorough, well-reasoned written contributions. Effectively, and in a timely manner, liaises and interacts with colleagues and concerned parties internally and externally; • Provide substantive and administrative support to activities implemented under the programme in the region, especially as these relate to maritime crime, detention and transfer, including procurement, human resources processes, and travel in line with UN financial rules and regulations; • A final statement of achievements towards volunteerism for development during the assignment, such as reporting on the number of volunteers mobilized, activities participated in and capacities developed.

the field of maritime affairs, human rights at sea, maritime crime prevention or maritime criminal justice at national or international levels is required. Knowledge of and familiarity with project formulation, implementation, reporting and monitoring, and exposure to international development cooperation is required. Experience in project planning, coordination and financial management is desirable. Experience in data collection, data management and statistics is required. Experience in dealing with maritime affairs desirable. Working experience in the field, especially West and Central Africa is desirable.

Language (s), English and French are the working languages of the United Nations Secretariat. For this assignment, fluency in English and French is required; with Portuguese is an asset

Computer skills: Proficiency in word-processing software, spreadsheets and work management software. Excellent command of Excel and other database software.

The assignment will take place in the nation’s capital, Abidjan, a family duty station (Hardship classification B) with eventual missions to ECCAS and ECOWAS region. The UNV Field Unit can provide assistance in booking temporary accommodation for the first nights at UN Volunteer expenses, which can be extended or not at UN Volunteer discretion until getting a permanent accommodation.
