Project

The consultant will map main Spanish donors, specially AECID, Catalan Agency for Development Cooperation, Valencia Agency for Development Cooperation, calls for proposals and document legal requirements to access each of the funding streams. The consultant will also document donor requirements to access, manage and report for each of the funding mechanisms. With this information, the consultant will present a roadmap and scenarios based on registration and compliance requirements to inform next steps for accessing Spanish donor funding. Finally, the consultant will present key findings and provide guidance and advice to relevant IRC staff.

Anticipated outcomes

- Map humanitarian and development calls for proposals of main Spanish public donors, with a special focus on AECID, and document legal requirements to access identified calls for proposals. This will include for example amounts, duration, priority areas (geographic and sector), funding cycle dates and key documentation to be provided. - Develop a matrix of donors' compliance requirements (rules and regulations) by donor and call for proposal. Collect proposal and reporting templates if available. - Develop a roadmap of scenarios for the IRC to access Spanish public donor funding considering registration and compliance considerations. This will include recommendations in terms of actions to take in a staggered approach in the next three years looking at key donors, calls for proposals and amounts. - Advice IRC on compliance matters and in areas of risk analysis in this area.

Key outputs:

- A report documenting the legal requirements for accessing funding from identified calls and roadmap of scenarios for the IRC to access Spanish donor funding considering registration and compliance considerations. - A donor matrix documenting compliance requirements of identified main public Spanish donors following IRC’s template. This should include a risk analysis and mitigation strategies.

Requirements

- Minimum of 5 years of relevant professional experience working with Spanish public funding, including demonstrated experience and expertise in interpreting and applying AECID rules.
