Org. Setting and Reporting The International Civil Aviation Organization (ICAO) sets international Standards and Recommended Practices (SARPs) for aviation safety, air navigation, security and environmental protection. To that effect, ICAO is a knowledge-based Organization engaged in the development of intellectual property.

The Bureau of Administration and Services (ADB) plays a lead role in the effective and efficient administrative management of the Organization by ensuring the provision of high-quality physical and human resources, by applying the highest standards of work ethics and conduct, and by using results based management skills and tools to support the Organization in implementing its Strategic Objectives, in order to serve all stakeholders of the world aviation community.

Information Management and General Administrative Services (IAS) in the Bureau of Administration and Services (ADB), is headed by the Deputy Director, IAS (DD/ADB IAS) who has responsibility for planning, developing and implementing an information management strategy, setting and enforcing common ICT standards throughout the Organization.

The Information and Communication Technology (ICT) Section, under the management of the Chief, ICT (C/ICT), reports to the DD/ADB IAS and is a service provider, which plans, acquires or develops and manages the Organization’s enterprise applications and systems. Key activities of the Section include the establishment of core infrastructure and network services; software development and support for enterprise applications; Enterprise Architecture and Project Management; Enterprise Resource Planning (ERP) system support, Web management as well as Regional Offices’ support.

The Enterprise Application Services Unit (EAS) as part of the ICT Section, covers the following areas of expertise: - The technical services of the unit focusing on the development, maintenance, and operational support of mostly web-based enterprise applications including but not limited to Enterprise Resource Planning (ERP), Client Relationship Management (CRM), Enterprise Document and Records Management systems (EDRMS), Procurement, Business Intelligence, as well as business-centric applications that require an enterprise approach. - The content-management services focus on the operational management of ICAO’s web channels (i.e. Public Websites, the Secure Portal, as well as the Intranet) with an emphasis on user support, user management, and advanced web content management in up to six languages where required. - The unit also plays a key role in application governance-related activities managing the Enterprise Application Portfolio in close cooperation with its peer-units and business clients.

The incumbent reports directly to the Head, Enterprise Application Services, with whom s/he consults on complex issues. The incumbent supervises other staff members as well as a number of consultants. The supervisory duties include supervision where applicable, coaching and training if necessary, as well as distribution of tasks and decision on priorities.

Responsibilities Function 1 (incl. Expected results) Supervises and coordinates ERP systems development activities, achieving results such as:

  • Ensure enhancements to the application are undertaken in a carefully planned manner adhering to business requirements as set out by the Organization's ERP key stakeholders, i.e. Finance, HR & Payroll, and Procurement.
  • Define and manage solution updates, upgrades and enhancements to the ERP system in order to streamline operations and enhance the system's usability conforming to the latest administrative procedures and regulations.
  • Implement new modules and functions, automate business processes and develop frequent reports as needed.
  • Oversee and coordinate standard changes as well as ad-hoc and emergency change implementation.
  • Ensure integration with other systems follows established business processes.
  • Provide key input for and coordinate user acceptance testing.
  • Assist in the development of training materials and related guidance documentation.
  • Document all work activities, including design specifications and test plans.

Function 2 (incl. Expected results) Oversees and provides operational ERP support services, achieving results such as:

  • Establish and maintain cooperative working relationships with business key stakeholders as well as end-users.
  • Provide design support and technical advice on the creation and evolution of the ERP system.
  • Ensure the ERP system meets all relevant industry standard security requirements.
  • Perform technical evaluations of ERP-related modules and services.
  • Write system design and operations documentation for business owners, end-users and technical staff as needed.
  • Support users of the ERP system by responding to and resolving user queries.
  • Support all ERP activities as required, troubleshoot application issues and identify corrective action.
  • Administer the ERP system, delegate support tasks to team members as required and provide subject matter guidance.
  • Act as Senior ERP system administrator where necessary.
  • Provide advice and expertise on broader ERP activities.

Function 3 (incl. Expected results) Provides ERP-related project management and support, achieving results such as:

  • Act as project manager for ERP activities using PRINCE2 methodology adequate to the size, scope and complexity of the project.
  • Write, update and maintain project support documentation in line with business as well as technical requirements.
  • Coordinate the work of project and support teams during the course of ERP-related projects.
  • Provide support and expertise to other enterprise application projects outside the ERP system landscape where integration with the ERP system is a requirement.

Function 4 (incl. Expected results) Supports ERP-related governance activities, achieving results such as:

  • Maintain guidelines and specifications on the design, programming, testing and implementation of ERP solutions.
  • Research and keep abreast of emerging ERP-related technologies and provide advice on potential relevance to and integration into the Organization.
  • Participate in courses, lectures, seminars and exhibitions related to current and future ERP technologies.
  • Represent the ERP domain in governance meetings as required and provide professional advice and expertise as needed.

Function 5 (incl. Expected results) Supervises staff, consultants and interns as required, achieving results such as:

  • Coordinate the work of project and support teams.
  • Supervise staff, consultants and interns.
  • Review tasks and expected deliverables and results.
  • Identify resources that are available and skilled to complete tasks.
  • Assist in the hiring and selection process for new staff and consultants.

Function 6 (incl. Expected results) Performs other related duties, as assigned.

Education Essential:

  • A first-level university degree in information technology, business administration, or in a related field.

  • PRINCE 2 Foundation or Project Management Professional (PMP) certification or Control Objectives for Information and Related Technologies (COBIT) certification.

Desirable:

  • An advanced level university degree (Master’s Degree or academic equivalent), in information technology, business administration, or in a related field.

  • ITIL Foundation certification.

    Work Experience Essential:

  • A minimum of three (3) years of experience in the analysis, development, implementation and support of ERP Systems, specifically UNIT4 UBW/Agresso, is required.

    • Experience with the day-to-day management of an ERP-related Service Desk function, is required.

    • Experience supporting ERP-related application aspects (e.g. database, workflows, reports, etc.), is required.

    • Advanced experience with the Microsoft Office suite, is required.

    Desirable:

  • Experience working with application service providers providing support and/or development services.

    • Experience in overseeing integrated ERP solutions is desirable.

    Languages Essential:

  • Fluent reading, writing and speaking abilities in English.

Desirable:

  • A working knowledge of any other language of the Organization (Arabic, Chinese, French, Russian, Spanish).

Remuneration: Level P-2 Rate Net Base Salary per annum + Post Adjustment (net) per annum(*) USD $49,254 + USD $23,297 (*) Post Adjustment is subject to change.
