Result of Service ICAO is seeking a Solution Architect to work closely with ICT teams and bureaus to provide solution architecture and design documentation for implementation to achieve business outcomes. The selected individual is expected to understand business processes and how enabling technologies can be applied to achieve business objectives. The Solution Architect will work within the ICT/EAS Team, under the leadership of the H/EAS to ensure that the proposed solution is aligned with the enterprise direction and systems in place. The Solution Architect must have the ability to synthesize inputs from many sources, and to bridge the relationship between business and technology units. Effective communication and interpersonal skills are as important as technical skills in this internal consulting role.

Expected duration It should be noted that this consultancy is to be filled for an initial period of six (6) months with a possibility of an extension up to 11 months.

Duties and Responsibilities THE ORGANIZATIONAL SETTING

The Bureau of Administration and Services (ADB) plays a lead role in the effective and efficient administrative management of the Organization by ensuring the provision of high-quality physical and human resources, by applying the highest standards of work ethics and conduct, and by using results based management skills and tools to support the Organization in implementing its Strategic Objectives, in order to serve all stakeholders of the world aviation community.

The Information and Communication Technology Section (ICT) is responsible for the planning, development and management of the IT services of the Organization. This includes the formulation and implementation of strategies for the modernization of the Organization's computer applications and systems as well as the introduction of integrated information management systems with a view to improve the efficiency and effectiveness of the Organization's business processes.

MAJOR DUTIES AND RESPONSIBILITIES

Function 1 (incl. Expected results) Conducting the collection, documentation, analysis of business and functional requirements: - Elaborate requirements and produce architecture blueprints and system design documents. - Understand existing enterprise systems functionalities such as the ERP, CRM, BI to optimize their use in the solution, compare current/envisioned processes to identify the gaps and suggest corrective measures. - Work with process owners and subject matter experts appointed to ensure process understanding, requirements refining. - Support the bureaus in requirements elicitation and prioritization.

Function 2 (incl. Expected results) Liaise with the ICT Units and the Enterprise Architect, together with the process owners to create comprehensive process architecture and solution:

  • Validate phased implementation timeline based on prioritized processes considering added value, complexity and dependencies.
  • Liaise with solution provider in clarifying and communicating user's expectations, validating requirements, feedbacks and required changes by following a sound agile methodology throughout the project cycle.
  • Coordinate, organize and guide the work of the development Team in a timely manner in the delivering of valuable product aligned to ICAO's strategy.
  • Facilitate workshops with the process owners.

Function 3 (incl. Expected results) Ensure that implementation meets / leads the required design and specifications: - Oversee deliverables in implementation of the solutions reassuring milestones are met. - Identify risks associated with implementation activities by proactively evaluating potential impact to the projects and propose appropriate mitigation strategies. - Communicate the Solution Architecture and the implementation roadmap of changes to the stakeholders.

Function 4 (incl. Expected results) Set direction and priorities; provide guidance/direction for the solution: - Manage, monitor and report solution development progress, track deliverables and activities. Communicate with project team as necessary to ensure project deliverables are aligned with the architecture, provided schedule, user expectations and approved requirements. Provide resolution of issues and recommend actions. - Propose alternative solutions to any issues arising in the implementation process. - Manage communication between the users and the stakeholders from Architecture phase to final implementation. Provides assistance to the management on issues affecting projects delivery and achieving results.

Function 5 (incl. Expected results) Monitor processes and recommend improvements upon completion of initial Phase and Plan for subsequent phases: - Implement continuous analysis to support process transformation with changing business environment. - Advise plan of action and organize the activities needed for the implementation and post-implementation inter alia business transformation initiatives, training, report design and development, data preparation, data cleaning, and support processes. - Plan for subsequent phases according to the roadmap of the projects. - Improve the business process and performance against tolerances by reducing the bottlenecks/inefficiencies identified during monitoring. - Analyze and propose which changes will deliver the maximum benefit.

Qualifications/special skills Skills: - Strong analytical and problem solving skills. - Organized with proven ability to multi-task, prioritize and meet competing deadlines. - Familiarity with a broad range of technologies supplemented by in-depth knowledge in specific areas of relevance. - Ability to quickly grasp how new technologies work and how they might be applied to achieve business goals. - Analytical skills that enable synthesis of inputs from many sources, and allow for strategic thinking and tactical implementation. - Interpersonal skills that create openness and trust among colleagues. - Facilitation and conflict management skills that enable effective working relationships. - Excellent writing and communication skills.

Academic Qualifications: University degree in computer science, engineering, mathematics, business or related field of study or equivalent.

Experience: Essential: - At least 6 years of recent professional experience as Solution Architect with leadership in system and software design Working experience with ERP systems such as Agresso, BI tools such as Dundas and CRM such as Microsoft Dynamics - Experience with waterfall and iterative agile software development methods. - Experience with eliciting and developing business and technical requirements.

Desirable: Knowledge of process modelling tools such as BPMN & EPC.

Language: Essential: Fluent reading, writing and speaking abilities in English.

Desirable: A working knowledge of any other language of the Organization (Spanish, Arabic, Chinese, French, Russian).
