In parallel, to support the digitalization of the registration of Home Visiting programme data, in 2022 UNICEF supported the development of a module for home visits, also integrated within the HIS. Currently, trainings are being conducted for PHC workers on utilization of the module. UNICEF continuesto support the Ministry of Health on strengthening the Health Information System through continuous support to maintenance and the upgrading of current modules, as well as development of new modules, such as the planned module for reporting on child developmental monitoring results.

How can you make a difference?

Within the framework of the partnership between UNICEF and the Ministry of Health, UNICEF Office in Kosovo is planning to draw on expertise in the field of Software development and Information Management to undertake the assignment outlined in the TOR for the purpose of increasing the capacities within the department of the Health Information System with regards to update and maintenance of the routine immunization and Home Visiting modules, and development of a module within the HIS for the reporting on developmental screening of children through a tool that will be introduced in Primary Health Care. This module will be integrated into the general reporting module, as well as the Home Visiting module.

This engagement which will be placed at the Health Information System (HIS) Department of the Ministry of Health, will increase MoH capacities to:

  • Develop two additional modules within the Health Information System: (1) Module for reporting developmental screening results, and (2) Child Health and Pregnancy books.
  • Update and upgrade the modules for home visits and routine immunization as per the requests of the Ministry of Health.
  • Develop and maintain mechanisms for synchronizing data of the immunization and home visiting module as per the requests of the Ministry of Health.
  • Provide new static and dynamic reports as requested.
  • Add interconnections with the SMS gateway for enabling automatic SMS reminders for routine immunization.
  • Assess the systems architecture currently in place and work with the head of the HIS Department and technical staff at the Ministry of Health to recommend solutions to improving it.
  • Other tasks as requested.

To qualify as an advocate for every child you will have…

  • University degree, preferably with master’s in information technology, computer engineering or another relevant field.
  • At least 5 years of experience in Information Technology related projects.
  • Experience in data security in web environments.
  • Certificate as a specialist for implementation and maintenance of SQL databases or MCSE: Data Management and Analytics or other related SQL certification from the vendor.
  • Certificate on web application such as certificate in .NET Framework or MCSE Web Applications by Microsoft.
  • Excellent technical understanding and familiarity with information management systems.
  • Previous experience working with the Ministry of Health HIS or similar projects in institutional settings.
  • Excellent communication abilities in both written and oral forms.
  • Demonstrated ability and experience in coordination and able to work under pressure.
  • Fluency in English and Albanian is required.

Individuals engaged under a consultancy or individual contract will not be considered “staff members” under the Staff Regulations and Rules of the United Nations and UNICEF’s policies and procedures, and will not be entitled to benefits provided therein (such as leave entitlements and medical insurance coverage). Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.

The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully-vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment. It does not apply to consultants who will work remotely and are not expected to work on or visit UNICEF premises, programme delivery locations or directly interact with communities UNICEF works with, nor to travel to perform functions for UNICEF for the duration of their consultancy contracts.
