Across Europe, the IRC delivers programs that address the acute humanitarian needs of asylum-seekers and other vulnerable migrants who are newly arrived, stranded, or in transit, and programs that address their longer-term integration needs.

Earlier this year, IRC launched its newest country program in Moldova to respond to the Ukrainian crisis in collaboration with local civil society organizations. With a population of only 2.64 million, Moldova has seen over 600,000 refugees cross its borders in search of safety. While most refugees transit onward toward Romania and other European countries, the number of nearly 100,000 Ukrainians and expected to increase in the coming months. Given its small size and limited resources, Moldova's capacity is already under strain with pressures on energy supplies and high inflation. The IRC envisages a humanitarian program in Moldova targeting both refugees and Moldovans, with interventions crafted to save lives and relieve humanitarian suffering, with a focus on education, gender-based violence prevention and response, and protection services along with support for integration.

Job Overview/Summary:

Case Management

• Conduct psychosocial assessments of vulnerable cases, including environmental, emotional, behavioral, and social factors as well as resources and strengths that impact the individual well-being through mobile outreach services.

• Detect, counsel, and follow up on individual cases identified during psychosocial activities or referred by other agencies.

• Conduct home visits to assess the living conditions of identified cases and clients.

• Refer cases internally for legal assistance, psychological counseling, livelihood support, or financial assistance, when needed.

• Ensure coordination with the main service providers in the area of intervention for timely referral, follow up and information sharing.

• Run, fill, and archive specific forms for cases profiling, referral, and weekly reporting ensuring confidentiality, accuracy, and timeliness.

• Participate in regional inter-agency coordination multidisciplinary groups and meetings regarding, for example, child protection or mental health

• Supervise and follow up on the outcome of the material assistance provided by other partner agencies and service providers.

• Provide emergency assistance and basic emotional support for urgent cases.

• Ensure data protection protocols observed

• File and report in detail on all cases with relevant information about the case, background, case plan, follow up and actions are taken. Provide daily updates to the supervisor about new cases assessed.

• Participates in weekly internal case management meetings for GBV and PwSN.

Requirements:

• Bachelor’s degree in psychology, social work, or a related field

• 1 year of relevant experience in the protection sector, work experience in an emergency setting preferable

• Digital literacy (Word, Excel, Outlook)

• Analytical and reporting skills

• Respect and adherence to protection principles

• Capacity to work under pressure, flexibility

• Excellent interpersonal and communication skills

• Proficiency in Romanian or Russian, and knowledge of the Ukrainian language is an asset

• Solid understanding of English (written and spoken)

Working hours:

• Monday to Friday, 8 hours per day, 5 days a week

• Occasional evening and weekends on request

• While in transit sites, all IRC staff must wear appropriate IRC visibility.
