THE ROLE AND ORGANIZATIONAL CONTEXT

Under the general supervision of the Head, Social Security Branch, you will support HR operational activities as related to specialized services in the area of Social Security, including benefits processing, responding to queries from clients (with particular focus on servicing locally recruited staff in the Regional Bureaus (RB) and Country Offices (CO)) on the day-to-day activities and advising them on their related entitlements) applying human resources policies, rules and regulations as well as standards related to Social Security Benefits as well as actively engaging in the outreach and knowledge dissemination initiatives (including extensive travel in the RB/Cos for in­ person outreach sessions). You will also serve as the focal point for the regional / country office HR Officers with regards to social security benefits processing support provided by the cos to the Branch.

KEY ACCOUNTABILITIES (not all-inclusive)

In particular, You will be also accountable to:

  • Support in the development of strategies, policies and plans in line with UN Common System
  • Provide support to the Head, Social Security Branch in performing activities related to the Terms of Reference of the FAO/WFP Staff Pension Committee {SPC} under the United Nations Joint Staff Pension Fund {UNJSPF) Regulations, Rules and Pension Adjustment System, as well as WFP Advisory Committee on Compensation Claims (ACCC) including management of the Reasonable Accommodation (RA) requests
  • Conduct extensive outreach on social security benefits.
  • Prepare complex benefit estimates, and conduct individual briefings for staff members and retirees.
  • Prepare UNJSPF year-end and mid-year reconciliations for the review of the Head of the Branch
  • Overview and manage data discrepancies in the Human Resources (HR) and Financial (FIN) interface runs with UNJSPF .
  • Conduct data analysis and process UNJSPF separations, validations, restorations, contributions and other entitlements.
  • Calculate compensation annuity benefits, and ensure benefits are regularly reviewed and adjusted with relevant Cost of Living (COL) adjustments.
  • Provide interpretations, guidance and advice to staff, participants and beneficiaries with respect to policies, and operational requirements as related to social security matters and draft recommendations, draw up statistics
  • update trends and compile periodic reports relating to pension and compensation benefits for senior managers, UNJSPF and Third Parties.
  • Serve as liaison with Occupational Safety and Health (OSH) on safety and incident reporting/analysis and SIMSAS integration with MSD
  • Support the -Head, Social Security Branch, in the role of focal point for all Social Security matters, safety Module in Cority.
  • Support the Head, Social Security Branch in the. role of the ACOSH secretariat as per established ACOSH Secretary role rotation
  • Other as required.

QUALIFICATIONS AND KEY REQUIREMENTS

EDUCATION:

You have:

  • Advanced University Degree in Human Resources Management, Public or Business Administration, Industrial Psychology or other relevant field, or First University Degree with additional years of related work experience or training/courses.

EXPERIENCE:

You have:

  • Five or more· years of postgraduate professional experience in Human Resources with a focus HR operational matters and particularly on administration of benefits and entitlements and/ or social security
  • Sound theoretical and practical understanding of HR, pension and insurance concepts and principles with a broad knowledge of best practices, techniques and processes and specialised knowledge in the area of pension and compensation benefits management.

LANGUAGE:

You have:

  • Fluency (level C) in the English language.
  • Intermediate knowledge (level B) of a second official UN language: Arabic, Chinese, French, Russian, Spanish, and/or Portuguese (A WFP’s working language)

TERMS AND CONDITIONS

Mobility is and continues to be a core contractual requirement in WFP. This position is however classified as “non-rotational” which means the incumbent shall not be subject to the regular reassignment process unless the position is reclassified as rotational. The selected candidate will be employed on a fixed-term contract with a probationary period of one year. This position is open to both internal and external candidates.

WFP offers an attractive compensation and benefits package in line with ICSC standards (http://icsc.un.org) including basic salary, post adjustment, relocation entitlement, visa, travel and shipment allowances, 30 days’ annual leave, home leave, an education grant for dependent children, a pension plan, and medical insurance.

The selected candidate will be required to relocate to Rome, Italy to take up this assignment.
