The war in Ukraine has triggered the fastest growing refugee crisis since World War II. The overwhelming majority of refugees are women and children, often separated from husbands and fathers who remained in Ukraine; older people; and significant numbers of unaccompanied children, including those from state care facilities.

Local and national authorities have established reception facilities at border crossing points to receive new arrivals and are providing life-saving assistance, including accommodation, food, and other basic needs, as well as onward transport for those moving to urban centers. In the reception centers, information is also provided on the asylum process and temporary protection, as well as on the risks of trafficking. Access to basic rights and services, such as health, has been facilitated. Steps have already been taken to foster protection and inclusion into national systems, such as for health and education. Referral services are being scaled up, focusing especially on case management and protection of unaccompanied children and those evacuated from boarding schools, institutions and other alternative care arrangements, survivors of gender-based violence (GBV), victims of trafficking, persons with disabilities and other vulnerable groups.

How can you make a difference?

In support of the emergency programme and staff mobilisation plan for the Emergency Refugee Response, the Social Policy Specialist (Humanitarian Cash Transfer Team Leader) reports to the the Deputy Representative Programmes in Ukraine Country Office. This position will provide overall coordination of UNICEF Humanitarian Cash Transfer (HCT)-related activities in consultation with the Regional Director and Regional and HQ colleagues, , as well as lead external collaborative engagement with HCT counterparts at interagency and intergovernmental levels. Crucially, this position will work in daily cooperation and coordination with the UNICEF Ukraine Social Policy team and ensure close links to the Ministry of Social Policy as a key implementing partner.

Summary of key functions/accountabilities:

1. Overall coordination of Humanitarian Cash Transfers related activities

  • Lead the development and formulation, including regular adjustments, of Ukraine Humanitarian Cash Transfers (HCT) strategic vision, and country office framework;
  • Oversee the implementation and coordination, of country office HCT-related workplan; coordinate an office wide strategy on cash transfer programming, including critical programming and operational divisions; propose adjustments and take follow-up actions to ensure the achievement of objectives in accordance with the plan;
  • Support programmatic linkages with Social Policy, specifically strengthening of Ukraine’s the preparedness and response capacity of national social protection system under the leadership of the Chief of Social Policy
  • Provide technical oversight and quality assurance to UNICEF Ukraine HCT-related activities, including implementation of the workplan activities, harmonization of HCT-related tools, guidance and SoPs, capacity building materials, knowledge management and evidence generation initiatives.
  • Prepare comprehensive and substantive briefs and reports for Country Office senior management;
  • Ensure reporting requirements on the progress and implementation of the planned results and activities are met in full and within deadlines;
  • Manage Ukraine Country Office HCT-related budget allocations and address fundraising requirements to allow a timely use of budget, and ensure required level of resources are available to support the implementation of activities;

2. Partnerships and collaboration

  • Develop and manage advocacy and fundraising strategies and workplans for assigned partners to mobilize support for Ukraine Country office’s priorities and major initiatives, and coordinate public messaging with partners to enhance collaboration in close cooperation with the social policy team;
  • Work in close collaboration with Social Policy, to enhance linkages with social protection programming
  • Provide oversight to HCT-related formalization of external partnerships, including with WFP, UNHCR, OCHA, World Bank, CaLP, etc.; and related links with social protection coordination mechanisms
  • Represent Ukraine Country Office in HCT-related donor consultations, and actively undertake fundraising activities, in partnership with the Chief of Social Policy.

3. Optimum Use of Program Funds for cash transfer programme

  • Lead the establishment and supervision of programme work plans, monitoring progress and compliance, monitoring of the overall allocation and disbursement of programme funds, making sure that funds are properly coordinated, monitored and liquidated.
  • Coordinate appropriate actions to optimize use of programme funds. Ensure programme efficiency and delivery through a rigorous and transparent approach to programme planning, monitoring and evaluation.
  • Lead the implementation of all applicable Harmonized Approach to Cash Transfers (HACT) risk management measures.

To qualify as an advocate for every child you will have…

  • An advanced university degree (Master’s or higher) in one of the following fields is required: Political Science, International Relations, Economics, Business Administration, or another relevant technical field.
  • A minimum of 10 (ten) years professional work experience at national and international levels to support humanitarian response.
  • Minimum 6 (six) years’ experience dedicated to humanitarian cash transfers in a variety of humanitarian settings
  • Proven experience in interdisciplinary team management.
  • In-depth experience in relevant UN and interagency negotiation and decision-making processes.
  • Experience with UNICEF
  • Knowledge and working experience in a variety of humanitarian settings, including complex emergencies.
  • Experience in providing direct technical assistance on humanitarian Cash Transfers to UN Agencies, NGOs, governments etc.
  • Experience in programme planning, implementing, reporting, monitoring and evaluation activities of humanitarian cash transfers programme
  • Experience collaborating across multiple functions and working with operational subject matter experts, technical resources.
  • Experience in project/programme coordination with a variety of stakeholders.
  • Familiarity with social protection programming and shock responsive social protection approaches, including cooperation with governments on implementing humanitarian cash programming.
  • Excellent communication & presentation skills (written & verbal) across multiple audiences with the ability to influence others while working in a multicultural, multi-ethnic environment with sensitivity and respect for diversity.
  • Knowledge of emergency cash transfer operational requirements, contracting implications and partnerships, financial accountabilities, risk management and quality assurance
  • Background in Operations, fraud prevention/management, internal control mechanisms and setting up operational systems is a very strong advantage
  • Knowledge of programme management, methodology and practical application.
  • Knowledge, skills and leadership for managing teams, budgets and project execution
  • Knowledge of rights-based and results-based management and programming approach in UNICEF
  • Knowledge of UNICEF emergency programme policies, goals, strategies, approaches and procedures
  • Confidentiality, tact, diplomacy and good interpersonal skills are essential.
  • Programme and Project Management experience
  • Knowledge of global human rights issues, specifically relating to children and women, and the current UNCEF position and approaches.
  • Knowledge of social protection/shock responsive social protection
  • UNICEF policies and strategy to address on national and international issues, particularly relating to conflicts, natural disasters, and recovery.
  • Fluency in English is required. Knowledge of Russian or a local language is an asset.
