Result of Service Contributes to strategic advocacy communications in support of the UNSDCF: - In close coordination with the National Information Officer (NIO) provides support to the Resident Coordinator (RC) and UN Country Team (UNCT) in designing, implementing and monitoring the UN joint advocacy and communication strategy; - Contributes to the promotion of advocacy and communications as a tool for a participatory approach to UNSDCF implementation and monitoring; - Monitors and analyzes the media in the areas related to the UN’s mandates in the country, as well as other issues relevant to the UN brand and positioning; - Provides support to the RC and UNCT, and Results Groups on potential issues, concerns and risks related to communications and advocacy, and suggests corrective actions; - Supports and advises the UNCG chair and members, UNCT and UN RC on joint outreach activities to ensure a coherency and accuracy; - Assists the RC and UNCT in projecting UN’s image effectively and accurately as well as promoting transparency and accountability;

Assists in partnership building and media relations: - Assists in the engagement of key traditional and non-traditional partners, including government, civil society, private sector, development partners and others on the 2030 Agenda and the related role and impact of the UN’s work in country; - Provides support to the RC and UNCT in significantly expanding public outreach on the 2030 Agenda and the UN’s role and impact in country; - Supports public engagement on the UN’s role and work in country, including through programme visits showcasing the UN’s development impact; - Supports the preparation of official briefing including messages, speeches, statements, press releases, talking points and background notes as necessary.

Ensure overall supervision of UN digital engagement through social media accounts using innovative approaches and activities to attract new audiences and focusing on the achievement of the following results: - Maintain and increase UN in Belarus social media reach by expanding presence at all relevant social media platforms and messengers based on corporate requirements and UNCT and UNCG needs; - Provide overall supervision of UN social media channels ensuring consistency of the materials and accuracy of the content; - Create digital communication materials to support and drive online audience engagement; - Manage web and social media calendar and content plans of key themes and coverage schedules according to the calendar; - Identify new influencers and bloggers with high levels of engagement and reach in social media, as well as an alignment with UN core values and mission, to further dissemination materials and content generated by the organization; - Support and coordinate development, promotion and maintenance of public information campaigns; - Participate in various communications and advocacy events and campaigns to generate (live) social media content.

Facilitation of knowledge building and knowledge sharing focusing on achievement of the following results: - Analyze and support monitoring of communication activities and assessment of impacts and results; - Generate and analyse reports on web traffic and KPIs using Google Analytics, Hootsuite, and other social media focused analytics channels; - Identify and document best practices and lessons learned directly linked to the UN’s strategic priorities in the country; - Lead the implementation of internal communication initiatives and tools to support the flow of information and enhance inter-agency communication;

Expected duration 12 months with the possibility of extension based on the performance results and budget availability

Duties and Responsibilities Summary of Key Functions: - Contributes to strategic advocacy and programme communications in support of the UNSDCF; - Ensure overall supervision of UN digital engagement through social media accounts using innovative approaches and activities to attract new audiences;

Qualifications/special skills Qualifications: - An advanced university degree in journalism, communication, public relations or any other related field. - At least 4 years of relevant professional experience in public relations, communication - Experience in social media management; - Experience of work with CMS (Joomla, WordPress or related) is an asset; - Experience of work in Adobe Photoshop and Adobe Illustrator is an asset; - Demonstrated interest in and exposure to the issues of gender equality, disability inclusion and youth participation in the context of sustainable development; - Previous work experience in international organizations and/or projects of international technical assistance would be an asset; - Excellent command of the Belarusian and Russian languages and fluency in oral and written English is required. Additional Information General background information on the context of the engagement:

The Resident Coordinator system encompasses all organizations of the United Nations that have operational activities in the country, including resident specialized agencies, UN funds and programmes, as well as non-resident agencies. As a designated Representative of the UN Secretary-General and leader of the UN Country Team (UNCT), the UN Resident Coordinator (UNRC), in consultation with the UNCT, assumes overall responsibility for coordination of the developmental activities of the UN carried out at country level. This is done in conformity with the objectives and priorities of the host government and with the mandates of the various UN organizations.

Objectives of the assignment: Under the direct supervision of the UN RCO Head of Office, general oversight of the UN Resident Coordinator and supervision of the Chair of the UN Communication Group (UNCG) on the related matters, the Social Media Consultant works in close collaboration with the UN Resident Coordinator’s Office (UN RCO), UNCG and UNCT members, communication colleagues in DOCO, government institutions, private sector and civil society in ensuring successful design and implementation of the UNCT communications strategies, workplans and activities.
