The Youth Empowerment Programme is part of UNDP Pakistan’s Crisis Prevention and Recovery unit and the team is based in Islamabad (with a small satellite team based in Karachi) led by an International Programme Manager (P4) with 2 Senior National Technical leads (one on Social Inclusion and Engagement and the other on Employment and Entrepreneurship). The UNV Social Inclusion Officer will be directly supervised by the International Programme Manager and will support her in the design, implementation and monitoring of the social inclusion, engagement, education and employment components for the Youth Empowerment Programme, with specific focus on ensuring the needs, rights and desires of groups of marginalized youth (including youth living with disabilities) are mainstreamed in all programming. The Youth Empowerment teams already houses a transgender colleague and has excelled in championing diversity and inclusion both within the office and during project implementation. The Project Manager has supervised numerous UNVs and JPOs in her 12-year tenure with UNDP and thrives on supporting young aspiring professionals to develop their skills within the development sector, providing them with guidance, motivation and space to grow. The team is well-known within the office for being enthusiastic, proactive and innovative. Above and beyond the Youth Empowerment team itself, the Senior Management team has committed to promoting diversity and inclusion within the office and has frequently encouraged the staff to address issues of inclusion for people living with disabilities both within our own HR regime as well as in our programming and partnerships.

Advocacy work with partners (including the private sector) will be a key component of the terms of reference of the UNV Social Inclusion Officer. In terms of partnerships, the Youth Empowerment Programme has conducted skills training and job placement for people with disabilities in the garment industry together with a local organization for people with disabilities. Plans are ongoing to use this initiative as a basis to encourage other private sector partners to enhance accessibility of employment for people with disabilities. Youth with disabilities have also been proactively engaged in the programme’s dialogue work with political/government stakeholders as well as in innovation related challenges and bootcamps where several grantees were youth with disabilities.

Under the direct supervision of Policy & Advocacy Officer, the UN Volunteer will undertake the following tasks:

  1. Support the Youth Social Inclusion and Engagement Specialist in the design and implementation of activities to ensure inclusion of marginalized youth groups.
  2. Support the Youth Social Inclusion and Engagement Specialist in conducting research and analysis about marginalized youth in Pakistan and provide recommendations.
  3. Support advocacy activities carried out by the project to promote youth inclusion and engagement.
  4. Engage regularly with project partners to promote inclusion for people living with disabilities.
  5. Providing Administrative and operational support for contract management

As this is a national UNV assignment, the UN Volunteer will be responsible for arranging his/her own housing and other living essentials.

UNV Field Unit will help you open a Pak rupee bank account with Standard Chartered Bank or any other local bank at your duty station.

Assignment remarks: This is a national UNV assignment and a Volunteer Living Allowance (VLA) of PKR 88,483 is provided monthly to cover housing, utilities and normal cost of living expenses. Life health and permanent disability insurance are included (health insurance for up to 3 dependents), as well as final repatriation (if applicable) and resettlement allowance.
