About the job

Under the supervision of the Social Cohesion Project Manager, the Community Infrastructure Staff Engineer role will be:

  • Contribute to the planning, implementation and follow up of the rehabilitation and improvement work required in public buildings.
  • Assure the quality of the implemented work in the public locations/sites such as schools, health centers and community areas. Repairs of public buildings must complies /according to professional technical standards adopted by each related directorate.
  • Outreach to the related directorates/local authorities for coordination and collaboration to facilitate the implementation of the planned activities.
  • Report the progress of the implementation work to indicated the achievement quantitatively and qualitatively on each activity on weekly basis.
  • Assign tasks to the SCO officer to monitor the quality of the work implementation in the field, compile and consolidate the regular field reports from the SCO Officer.
  • Suggests innovative/creative methods and approaches in order to improve the quality of the activities that meets the needs of beneficiaries.

Conduct technical assessment and design the necessary interventions for the selected public building/institute to ensure functionality to server the targeted population in accordance the standard technical requirement of the related authorities.

Main Responsibilities:

Under the supervision of the Project Manager (PM):

  • The Community Infrastructure Staff Engineer and SCO Officer undertake regular field/site visits to ensure proper monitoring of the activities’ implementation in area of operation, 70% of the working time.
  • Act as a focal point for DRC field activities in the areas of implementation.
  • With the support of SCO PM, the Community Infrastructure Staff Engineer liaises directly with the workers/contractor focal point at the worksite to monitor the quality of the works, alongside the relevant governorate directorate staff/focal point. The Officer is tasked with approving/rejecting the works after consulting the SCO Manager according to the agreed standards in the BoQ.
  • Checks the quality of the BoQs and validate its technical description of the BoQ items prepared by the SCO Officer and prepares detailed BoQ whenever requested by the project manager.
  • Organizes the Cash for work activities schedule, liaise directly with the beneficiaries to make sure that the implementation respects the project timeframe, and supports them in the technical selection of rehabilitation to be performed through cash for work.
  • Is responsible for the communication with beneficiaries of the cash for SCO activity by collaborating with other Departments of DRC Baquba office.
  • Identify potential beneficiaries for cash for work activities and takes the lead of any market/vulnerability/technical assessment needed in order to tailor the response, taking into consideration the specific needs of the community.
  • Prepare and follow up Procurement Requests forms for all materials or services needed to allow proper continuation of the works
  • Provide daily updates to Manager and contribute to regular reports on progress and activities.
  • Be the focal point with M&E team in order to make sure that PDM and satisfaction surveys are conducted on a timely and good-quality basis.
  • Support, facilitate or undertake communication and liaison activities to actively consult and involve beneficiaries, key informants, actors, partners and stakeholders in all stages of project design and implementation.
  • Ensure regular and timely reporting of problems, potential delays or risks to project implementation to the relevant supervisor, and support in the development and execution of solutions and mitigating actions.
  • Contribute to refining of data collection, monitoring and reporting tools, and to the harmonization of SCO methodologies and tools across the area(s) of operation.
  • Contribute to integrated programming within DRC Protection and Economic Recovery
  • Support with the preparation and filing of Payment Requests and other project related documentation, as requested by Line Manager.
  • Ensure the respect of DRC Code of Conduct and DRC’s zero tolerance policy of Sexual Exploitation and Abuse (SEA), humanitarian principles and contribute to the integration of Protection and Age, Gender, Diversity (AGD) mainstreaming into DRC programming. Undertake any other duties that may be assigned by the Line Manager;

Accountability and reporting

  • Guided by the DRC Programme Handbook and under the supervision of the Area Manager, continuously monitor and develop relevant accountability initiatives within relevant project program as well as strengthening the effort to document the impact of activities
  • Ensure compliance with DRC financial, logistics, and human resources policies and procedures in coordination with the Area team and country office

People Management

  • Lead and manage project staff members working in the project location, including coaching, ensuring coordination, recruitment, and capacity development
  • Provide on the job training as much as required and adapt trainings/coaching to specific staff needs

Other

  • Ensure adherence to DRC national staff policy guidelines and Code of Conduct.
  • Ensure compliance with DRC AGD policy and AGD programmatic minimum standards.
  • Ensure compliance with the zero-tolerance to Sexual Exploitation and Abuse policy
  • Ensure compliance with DRC guidelines and policies on HR, admin, finance, and supply.
  • Perform any other relevant tasks as requested by the Peacebuilding Project Manager.

About you

  • Significant proven work experience in supervising the construction projects as well as the publicly driven activities especially that of humanitarian activities with previous INGO experience. Experience in cash for work implementation/supervision is a strong asset.
  • At least 2-year proven experience in BoQ preparation and assigning/monitoring responsibilities to the team members to achieve project goals
  • Proficiency in spoken and written English and Arabic is essential.
  • Proficiency in the following computer programs: MS Excel, MS Word and AutoCAD/SketchUp as well as the usage of e-mail client (like outlook) for communication.
  • Proficiency in usage of data collection using SurveyCT, KoBo) or similar tools to collect the on-site data get the results and covert it to a professional informative report.
  • Good interpersonal skills and proven ability to work in a complex multicultural environment as a flexible and respectful team member.
  • Willingness and capacity to work in the field and travel frequently to project sites when needed.
  • Willingness and capacity to work outside of regular working days (national holidays or extra hours) in case of emergency response.
  • Ability to work sensitively with vulnerable people, taking into account gender, age and diversity.
  • Demonstrated ability to collaborate and work as part of a team to achieve joint objectives, in a multicultural context.
  • Ability to act calmly in tense situations, handle sensitive and confidential information with discretion, and act with transparency and integrity.
  • Solution-oriented approach, with strong problem-solving and analytical skills.
  • Detail oriented, with ability to organize and manage information, plan and manage workload, prioritize, and deliver to deadlines.

Familiarity with international humanitarian and protection standards.
