UNICEF is supporting the Government of Jordan, in collaboration with its partners, to promote child rights, knowledge, behavior and social change for children, with particular focus on disadvantaged communities.

Through its Behavior and Social Change component, UNICEF programme is supporting the government, civil society organizations, and community leaders to promote child rights and implement positive social and behavior change programmes.

Social and Behavior Change (SBC) is one of the key strategies used by UNICEF to put children at the forefront of the public agenda and to foster an open dialogue on child rights among decision makers, partners, children, adolescents, and communities. UNICEF uses social & behavior change communication to accelerate programme results, raise awareness on the rights of the child, pro-mote the adoption of positive behaviors and social norms, and the creation of enabling environments where children can survive, thrive, learn, and develop their full potential. UNICEF uses various communication and non-communication approaches to ensure that children are at the center of all its interventions, which include community & adolescent engagement, social mobilization, human-centered design, collective change.

The position will be based in Amman, with periodic travels to other governorates, including the refugee camps.

Under the Direct Supervision of the Social and Behavior Change Specialist, The Social and Behavior Change Officer will undertake activities in the following areas:

1) Support in SBC interventions’ planning and implementation: 1.1 Provide technical assistance in the development and implementation of cross-sectoral SBC interventions in coordination with the related UNICEF sections and partners. 1.2 Support ensuring the adherence of SBC technical guidelines and donor financial requirements. 1.3 Support in developing and pre-testing SBC-related effective communication material and the dissemination of key messages in coordination with UNICEF’s related sections and partners.

2) Support in strengthening feedback mechanisms related to public health 2.1 Mapping out MOH Health Communication and Awareness Directorate (HCAD) feedback channels, including a) helplines, b) traditional methods like suggestion boxes, c) social media plat-forms; d) data entry by Community Health Committees, frequency of feedback sharing, frequency of HCAD analyzing feedback, and its integration into decision-making processes. 2.2 Collaboration with UNICEF related sections to support enhancing areas MOH HCAD's feedback mechanisms, offering guidance to strengthen reach and engagement. 2.3 Examination of Social Media Arabic version report, and support in preparation of a design (documentation) for future reference.

3) Technical and operational support in strengthening Community Engagement interventions in humanitarian and development settings: 3.1 Collaborate with the related parties (including UNICEF sections, partners, local organizations, and community leaders) to strengthen community engagement in SBC interventions.
3.2 Support in conducting Focus Group Discussions, KAP assessments and related community sensitizing activities.

4) Monitoring and Data Collection: 4.1. Support in designing and implementing basic data collection tools in coordination with the related sections and partners, for monitoring and evaluation purposes. 4.2. Support in monitoring the implementation of the SBC interventions by conducting assurance activities including programmatic visits, to ensure quality and timely implementation as well as identifying challenges and providing recommendations for adjustments, in collaboration with the related technical UNICEF teams. 4.3. Support in overseeing the timely and accurate data entry by partners and interventions’ implementers to support assessing programme effectiveness and inform decision-making. 4.4. Ensure the confidentiality, accuracy, and reliability of collected data, adhering to ethical standards.

5) General Responsibilities: 5.1 Participate in relevant meetings, workshops, and events as required. 5.2 Provide regular updates and reports to UNICEF SBC programme management. 5.3 Foster a collaborative and inclusive working environment. 5.4 Perform any other duties as assigned by the supervisor.

social and behavior change/communication for development programming. • Excellent communication and interpersonal skills. • Experience in the implementation and operationalization of SBC interventions. • Demonstrated experience in training and capacity building. • UN experience is an asset.

Amman, the capital, is a peaceful city with over four million residents. People are friendly to visitors. Services in terms of banking, transportation, health and communications are easily available. Though Arabic is the official language, English is widely spoken among the majority of the population, especially in Amman. Road network is good both in terms of spread and quality of the roads. Public transportation in Amman is limited. Taxis are relatively cheap and easily available. There are a number of shopping malls, restaurants, gyms, and cinemas. A large variety of accommodation options can be found; however, it is worth noting that prices in Amman have generally increased in the past few years. There are no specific security threats. Amman is a very easy city in which to live; large, many amenities, very modern and serviced by an international airport with direct flights to most capital cities. According to the assessment of the UN Department of Safety & Security (UNDSS) Jordan is a family duty station (category A hardship). As this is a national UN Volunteer assignment, the UN Volunteer will be responsible for arranging his/her own housing and other living essentials. National UN Volunteers are part of the insurance plan.
