UNICEF Turkey Country Office is partnering with Sanliurfa Metropolitan Municipality for the implementation of multisectoral programmes for Syrian and Turkish vulnerable children.

Municipalities have a comparative advantage in reaching the most vulnerable children and their families thanks to the various social services they are providing, and they are well positioned to identify the needs and strengths of the refugee and host communities residing in their area of responsibility. Building on this advantage, UNICEF is working with Sanliurfa Metropolitan Municipality to strengthen services for children, create awareness on child rights and child protection issues among the community and strengthen their capacities to protect children and families from various vulnerabilities. As an important component of local governance, municipalities also play a crucial role for the coordination and communication with other provincial public authorities.

UNICEF supports municipalities to strengthen their internal coordination of the different units that provide services to children. UNICEF’s technical support also includes capacity building for child-friendly budgeting as well as support to develop a child focused strategy for the delivery of child services.

The Sanliurfa Metropolitan Municipality has established a ‘Family and Child Unit’ under the Department of Family and Women Services. Through this consultancy, UNICEF will support the development of a strategy and an action plan for the Family and Child Unit. This will in turn, contribute to strengthening the Municipality’s child policies and service delivery.

How can you make a difference?

The key purpose of the consultancy is to support the Family and Child Unit of the Sanliurfa Metropolitan Municipality to develop a child focused strategy and a roadmap to strengthen delivery of services for children and families. To that end, the consultant will:

Task 1: Briefly conduct a desk review of the situation of children in Sanliurfa, addressing key issues, needs of children/families, gaps in current services, etc.

Task 2: Undertake a Field Study (interviews with key stakeholders) on municipal and other locally delivered services in Sanliurfa and identify gaps that can/should be filled by the Municipality (within its legal mandate)

Task 3: Develop a strategy with a clear action plan on the priority areas, services, and interventions which Sanliurfa Metropolitan Municipality’s Family and Child Unit should focus on.

SCOPE OF WORK, DELIVERABLES AND TENTATIVE WORK CALENDAR

For the purposes of this assignment, the consultant will work under the guidance and supervision of the Emergency Officer in UNICEF Gaziantep Field Office with technical guidance from the Social Policy Specialist in UNICEF Ankara. The Consultant will ensure the assignment is aligned with:

- International child rights principles and standards

- Child-centered, multidisciplinary approach and interactive methodologies

- UNICEF Local Governance approach to programming

The detailed scope of the work is as follows:

Task 1: Conduct a rapid desk review of the situation of children in Sanliurfa, highlighting key issues, needs of children/families, gaps in current services, etc.

It is expected from consultant to conduct desk review on the situation analysis of children and available children services in Sanliurfa.

The analysis should include:

-An analysis of the situation of host community and refugee children in Sanliurfa.

-A review of potential vulnerabilities and risks for children in areas of education, child protection and social policy.

-An analysis of the local government system on child focused service provision including the main actors, their roles and responsibilities as well as their capacities and resources.

-An analysis of the wider institutional landscape on child focused service provision with relevant regional, national, international stakeholders, development partners (if any).

Task 2: Undertake a Field Study (interviews with key stakeholders) on municipal and other locally delivered services in Sanliurfa and identify gaps that can/should be filled by the Municipality (within its legal mandate)

Building on the findings of the rapid desk review, the consultant is expected to undertake a comprehensive field study and write a report on the situation of children and child-/family services in Sanliurfa. The organization of service provision for children as well as the roles and responsibilities of local stakeholders will be identified, with a special focus on what can be the added value and contributions of Sanliurfa Metropolitan Municipality. It is also expected from the consultant to emphasize specific measures to increase delivery of child services in Sanliurfa. Moreover, the consultant will highlight the coordination mechanisms that can be managed by the Municipality, in order to maximize the impact of service delivery for children and families.

Task 3: Develop a strategy with a clear action plan on the priority areas, services, and interventions which Sanliurfa Metropolitan Municipality Family and Child Unit should focus on

Building on the Tasks 1-2, then the Consultant is expected to develop a strategy on the priority areas, services, and interventions which the Family and Child Unit should focus on. This will support the municipality to contextualize and institutionalize child focused local services and programmes at local level.

The strategy should include the recommendations on the structure of the unit (staffing strategy, staff profiles, staff capacity requirements, division of labor within the department and with other departments, an organigram etc.), the mission, vision and principles of the unit, the roles and responsibilities of the personnel working under the unit, the coordination mechanism of the Family and Child Unit with other municipality departments/units. It is also requested to attach a draft child focused action plan to be implemented by the Sanliurfa Metropolitan Municipality Family and Child Unit.

*All the reports and documents requested under tasks should be submitted in both Turkish and English.

**Delivery dates are tentative and will be finalized with the inception report. Detailed time plan is required together with the technical proposal.

Duty Station:

The consultancy assignment will be home based, with travel to Sanliurfa and Gaziantep.

Travel Requirements for the Assignment:

The Consultant will be required to travel to Sanliurfa on a regular basis and a few times to Gaziantep. The Consultant will cover all accommodation and transportation expenses by himself/herself.

Supervisor:

The consultant will work under the direct supervision of Emergency Officer in UNICEF Gaziantep Field Office with technical guidance from the Social Policy Section in UNICEF Ankara.

Duration and Cost:

  • Duration: The contract will be effective from the date of signing until successful submission of deliverables, which are estimated to require 80 working days over a period of 4 months.
  • All-inclusive fees, including lump sum travel and subsistence costs.
  • Payment Schedule: UNICEF will issue a contract in TRY. The payment will be made in 3 instalments upon completion of each of the 3 deliverables as described above.
  • Reservations: UNICEF reserves the right to terminate the contract without a prior notice and/or withhold all or a portion of payment if performance is unsatisfactory, if the rules and the regulations regarding confidentiality, ethics and procedures of UNICEF and the project partners are not followed, if work/outputs are incomplete, not delivered or for failure to meet deadlines.

To qualify as an advocate for every child you will have…

  • Minimum of a master’s degree in political science, economics, public administration, international relations, or a similar discipline.
  • Extensive knowledge of the overall Syrian crisis context in the Southeast Turkey with a specific focus on the local governance and service delivery.
  • Extensive knowledge of local governance and municipal programming, municipal roles and responsibilities.
  • Minimum 5 years of working experience in child-sensitive planning including the provision of technical capacity building.
  • Working knowledge on quantitative and qualitative data collection and analysis.
  • Fluency in Turkish and English.

Selection Criteria:

The applications will be evaluated from the technical and financial point of view. Technical aspects will be evaluated using the criteria outlined in the below matrix:
