<span style="font-family: verdana, geneva, sans-serif">Ministry of Health in Turkey implemented COVID-19 vaccines since early 2021 to control the spread of the SARS CoV2 </span><span style="font-family: tahoma, arial, helvetica, sans-serif; font-size: 12pt">infection and decrease morbidity and mortality caused by the virus.<a href="#_ftn1" name="_ftnref1" title=""><sup>[1]</sup></a>.The data on the uptake of the new COVID-19 vaccines is transparently announced for the national population, indicating that has been high 84.8% of the adult population is vaccinated. (52.891.147 2<sup>nd</sup> dose)<a href="#_ftn2" name="_ftnref2" title="">[2]</a>. However, data on the refugee population’s vaccination is not available, and anecdotal evidence on many people, including refugee communities, are hesitant to accept vaccinations.<a href="#_ftn3" name="_ftnref3" title="">[3]</a> In addition to the lack of information on the vaccination numbers of refugee population, there is very little information about the knowledge, attitudes, practices, including hesitations or needs of refugee groups regarding COVID-19 vaccines. Some NGOs and organizations have done research and qualitative/ quantitative data, behavioral insight generation on this issue. However, it is essential to analyze the data collected at different times and on different subjects (hesitancy, perceptions on safety, efficacy etc.) since there is no study that has been carried out nationwide or covers all the aspects of refugee vaccination in the country. UNICEF Turkey Country Office has been conducting RCCE activities for informing and mobilizing people on the COVID-19 appropriate behaviors from the beginning of the pandemic. In order to extend these efforts for increasing COVID-19 vaccine uptake across the population including refugee communities, UNICEF would be implementing RCCE and COVID-19 prevention in the selected provinces with the aim of:</span>

· Managing and mitigating any potential disappointment expressed by unmet demand for vaccine ​with a specific focus on refugee population

  • Collecting evidence on vaccine ‘hesitancy’ that could arise because of apprehensions around vaccine safety, efficacy; and any other myths and misconceptions​
  • Provide information on potential risks and mitigate unintended crisis (e.g., AEFI)

Turkey Country Office proposes to conduct community engagement activities and risk communication including social media and community based communication campaign to address the above issues. Therefore, having an analysis on the behavioral aspects of the individual, families and communities will be crucial. To understand the factors (drivers) influencing people’s vaccine-related choices and practices, UNICEF Turkey is seeking an individual research consultant to review existing secondary evidence and reports on knowledge, attitudes, beliefs, practices related to COVID-19 vaccinations with focus on refugee population. The desk review will inform development of a briefing report to formulate actionable programme recommendations including messages for implementation to increase demand for COVID-19 vaccines.

How can you make a difference?

PURPOSE of the ASSIGNMENT

The consultant is expected support UNICEF COVID-19 implementation planning and designing process by:

  • Preparing a desk review and a secondary behavioural analysis report
  • Suggesting actionable behavioural and communication recommendations
  • Preparing visual infographics and a short presentation slide to provide the logic ( of what, why and how)
  1. DESCRIPTION of the ASSIGNMENT

The research consultant is expected to:

  1. Desk review of the existing evidence and reports onknowledge, attitudes, beliefs, practices about COVID-19 including COVID-19 vaccines available as open sources . The consultant will web-search on all available Turkey related COVID -19 behavioural data on refugee population.
  2. Consolidate data on the availability of the refugee vaccination and the refugee population's uptake of the COVID-19 Vaccines. The consultant shall use public and published domain or verifiable sources.
  3. Assimilate, analyze, consolidate monitoring, and survey data of UNICEF implementing partners on COVID-19 Vaccine uptake. The analysis shall also include various demand behavioural elements that affect the intake of the refugee population. The demand-side factors affecting different inputs should be categorized as social or behavioural elements that affect the in-take of vaccines.

  4. The consultant will prepare a detailed report based on the theoretical frameworks/behavioural models used to identify the behavioural drivers at individual, community, society and system/service delivery levels.

  5. The consultant will also describe the methodology/process for data review, analysis and quality assurance mechanisms. Also, highlight any limitations of the review process.
  6. The consultant will present the draft analysis for review and incorporate feedback in the final presentation.
  7. A short, concise summary report will be developed, describing the review process, quality assurance, review limitation, key findings, messages and actionable recommendations.
  8. A PowerPoint Presentation (using the logic of what, why and how) along with visual infographics will be developed presenting the review findings and recommendations.

Performance indicators for evaluation of results:

The performance of work will be evaluated based on the following indicators:

  • Completion of tasks specified in scope of work
  • Flexibility. Compliance with the established deadlines for submission of deliverables.
  • Quality of deliverables.
  • Demonstration of high standards of work.

METHODOLOGY

Individual consultancy is required for the above listed tasks. The consultant should comply with the ethics and visibility rules of UNICEF while preparing the documents, implementing the activities and particularly seeking and incorporating the opinions of children in the process. While writing reports, terminology, ethical rules and publication and citation guidelines of UNICEF should be followed.

Necessary guidelines will be provided by UNICEF.

All documents to be produced shall respect gender equality and be in line with the UN Convention on the Rights of the Child and other human rights instruments. Additionally, the Consultant is also expected to take full account of the principles stated in the General Comment No. 2 of UNCRC during their terms of office.

The intellectual property rights of all documents and related materials shall separately appertain to UNICEF and the documents and materials should not be used by a consultant and/ or a third party with another purpose. To use the documents and materials by giving reference will be object to the written permission of the parties.

Applicants are expected to submit their technical and financial proposals and CVs to UNICEF in compliance with the format attached to this ToR.

As a part of the tender, the consultant might be invited to talk about the assignment and their proposed approach, and methodology.

Technical proposals are expected to explain the methodology to be utilized to perform the work in detail and should contain brief information on (including but not limited to) the below matters:

DURATION & COST

  • Duration: Assignment will require 25 workdays (covering from 25thApril 2022 to 27th May 2022) and payments will be effected upon the delivery of outputs. In case of any unexpected delay in the estimated time frame (approval process, force majeure etc.) the duration of the assignment might be extended subject to the same conditions and mutual will of the parties.

  • Estimated Cost: Consultant shall present a detailed financial proposal that elaborates on daily costs on the basis of the below mentioned programme and deliverables, including a total sum demanded. Travel and accommodation costs arising from planned visits and other costs related to administrative tools, communications, etc. shall be covered by the consultant.

  • Payment schedule: The Contract will be issued in Turkish Lira (TRY) Bidders are required to specify their daily rates, the number of anticipated working days for each deliverable in the financial proposal and provide the breakdown of the lump sum amount for each deliverable as well as incidentals of each deliverable in TRY.

  • Reservations: UNICEF reserves the right to terminate the contract without a prior notice and/or withhold all or a portion of payment if performance is unsatisfactory, if the rules and the regulations regarding confidentiality, ethics and procedures of UNICEF and the project partners are not followed, if work/outputs are incomplete, not delivered or for failure to meet deadlines.

Technical and financial proposals should be submitted in separate folders. After the technical evaluation, the financial proposals of qualified candidates will be evaluated. The technical evaluation will be completed based on the attached evaluation criteria form.

The financial proposals will be opened only for the candidates that reach or exceed fifty (50) points out of maximum seventy (70) points. Thirty (30) points will be awarded to the candidate that presented the lowest fee for the services requested. The remaining financial offers will receive proportional points ([lowest bid/bid] x 30 points).

To complete this assignment, UNICEF Turkey is looking for an individual consultant with the following profile:

  • At least 2 years of expertise in BI studies and behavioural drivers on public health related issues
  • Demonstrated ability to produce high quality results in a timely manner.
  • Professional work experience relevant to BI research analysis in related field.
  • At least 5 years of experience in development of high-quality reports and formulation of actionable recommendations.
  • Proven familiarity and experience of working with the UN (ideally with UNICEF) is preferred.
  • Experience in RCCE, Public Health, COVID-19 related monitoring and data analysis is an asset.
  • Ability to produce high standard deliverables in English.
  • Knowing Arabic is an asset.
