Background

UNDP in close collaboration with the Ministry of Environment and Physical Planning and the City of Skopje is implementing a project aimed at decreasing the air pollution in the capital city, financed by Swedish International Development Cooperation Agency (SIDA). The project goal is to demonstrate a multi-pronged intervention to tackle air pollution in the City of Skopje linked to the residential sector. Its objective is to establish a fully functional platform that brings all traditional and non-traditional partners to work together to address the issue.

The project has four main components: Component 1: Develop a comprehensive monitoring system for the pilot area and a coordination platform to tackle air pollution; Component 2: Implement regulatory changes necessary for transition towards a lower emission household energy system; Component 3: Demonstration of measures that address the causes of pollution for household heating, and Component 4: Build public awareness.

The project aims to provide assistance to support legislation improvements related to the Law on Energy and Law on Ambient Air Quality.

In 2018, the Law on Energy was adopted by the Assembly of the Republic of North Macedonia ("Official Gazette of the Republic of Macedonia" No. 96/18 and "Official Gazette of the Republic of North Macedonia" No. 96/19). This law stipulates that the Government should adopt a Decree on the quality of liquid fuels. A final version of this Decree has been prepared and is awaiting adoption by the Government. In addition to liquid energy resources, a number of other energy sources such as coal (charcoal), biomass (firewood) and pellets are also used, but their quality is not regulated. Hence, it is from outmost importance to develop and adopt a rulebook that will regulate the quality of these three energy sources. The Law on Ambient Air Quality ("Official Gazette of the Republic of Macedonia" No. 67/2004, 92/2007, 35/2010, 47/2011, 59/2012, 163/2013, 10/2015 and 146/2015) Article 16 stipulates that the Minister of Economy in coordination with the Minister of Environment and Physical Planning should define the limit values ??for the content and types of harmful substances, as well as the other fuel quality and fuel quality control requirements.

Duties and Responsibilities

Objective of the Assignment

Through a consultative process with the relevant national institutions (Ministry of Economy and Ministry of Environment and Physical Planning - MoEPP) and other relevant stakeholders, and in close cooperation with the National Expert for development of a Rulebook for quality of solid fuels the International consultant shall conduct rapid assessment of the international standards for solid fuel quality and their applicability in the country context, taking into consideration the EU accession status of the country. The assessment shall serve as basis for development of the Rulebook.

The International Consultant shall be supported by the National Consultant, who will provide the country context and respective legal framework to support his/her work. The International Consultant should also support the National Consultant in development of the Rulebook.

Scope of Work

Under the guidance of the UNDP Project Manager, the International Consultant shall be responsible to perform the following tasks, including but not limited to:

  1. Review the current international standards for solid fuels quality with particular focus on the standards applied in the EU countries (e.g. Bulgaria, Croatia, Slovenia, Estonia);
  2. Review the best practices in application of the standards for quality of the fuels, including the system for monitoring of application of the standards;
  3. Review the relevant national legal framework, including Law on Energy and Law on Ambient Air Quality;
  4. Prepare Draft assessment report, that includes recommended standards most suitable for the country context and the proposed system for monitoring and implementation;
  5. Provide any other input to the national consultant for the development of the Rulebook for the quality of the solid fuels;
  6. Facilitate consultative processes with the respective institutions (e.g. Ministry of Economy, MoEPP) and other interested parties prior to finalization of the product;
  7. Prepare Final assessment report;
  8. Perform other tasks relevant for successful competition of the assignment.

TERMS AND CONDITIONS

The consultant will work under direct supervision by the Project Manager. The consultant will report to UNDP through the Project Manager.

Duration of the work

The duration of the Consultancy is estimated at maximum 20 working days in the period from 1

May – 30 June 2022.

Payment schedule

The payment for the services will be carried out in one installment, upon delivery and approval of the Final Assessment report.

Duty station and travel

The assignment will be home based.

Language

The document(s)/report(s) shall be submitted in English language.

Submission of data, reports and other material produced

All primary data, reports, and other documentation produced during this assignment shall be made available to UNDP in electronic format. All data acquired and products developed within the course of the assignment will be in the ownership of UNDP and cannot be used by the Individual Consultant without prior written permission.

The selected candidate shall possess:

  • University degree in the thematic areas relevant to the assignment (metallurgic, mine, chemical, environment or other technical science relevant to the assignment);
  • Minimum 7 years of professional experience in the field relevant for the assignment;
  • Track record of at least 3 relevant projects. Relevant projects are considered: assessment/ studies in the area of fuels quality, preparation of standards for fuels, and other relevant for the assignment.
  • Fluency in English, with excellent written and oral communication skills;

  3. Financial Proposal must be expressed in the form of a lumpsum all-inclusive cost, supported by breakdown of costs as per template provided in US Dollars for this consultancy.

The financial proposal must take into account various expenses that will be incurred during the contract, including: the daily professional fee,when applicable; and any other relevant expenses related to the performance of services under the contract such as the cost of mission travels, as applicable.

The selected consultant can choose whether s/he prefers to:

  1. Sign an Individual Contract with UNDP; or
  2. Request her/his employer to sign with UNDP a Reimbursable Loan Agreement (RLA), for and on her/his behalf.
