Danish Refugee Council, one of the world’s leading humanitarian NGOs.

DRC has been operating in Ukraine since 2014, currently DRC employs over 700 staff in Ukraine and will continue significant scale-up in 2024 to implement emergency response in the Protection, Livelihoods, Shelter/NFIs and Humanitarian Disarmament and Peacebuilding (humanitarian mine action) sectors, using direct interventions, support to duty bearers and civil society organizations (CSOs), and partnerships with CSOs. DRC will continue and adapt its durable solutions portfolio to the evolving context.

DRC is currently looking for an experienced Shelter and Settlements Manager to join our team in Mykolaiv.

Your main duties and responsibilities will be:

Management of the Shelter & Settlements team:

  • Lead and manage the team (including people planning, performance, well-being and development)
  • Provide specific project budget management, financial management and expenses supervision, including development of project tools and operationalization for the program activities, following compliance with DRC standards.
  • Follow and ensure the quality of the team’s daily activities and timely execution of all fieldwork as well as field teams.
  • Identify learning and training opportunities for program staff, develop training plans and implement.

Program development and strategy:

  • Representation of DRC and active participation in local Shelter cluster and/or working groups.
  • Oversee knowledge sharing across teams and ensure that monitoring and evaluation results are understood and used to improve programs.
  • Drive the development and growth of the relevant programs within the DRC program objectives and feed into country-wide strategy development.
  • Pro-actively monitor the context and available data, analyze and provide feedbacks on the relevancy or programs to feed into evidence-based decision making.
  • Actively engage with other sectorial managers and identify opportunities for integrated programming within DRC interventions and other organizations.

Program implementation:

  • Actively engage with Technical Coordinator and other Sectorial Program Managers in rolling out new SoPs, processes, and standards with the aim of improving quality and relevancy of programs.
  • Lead the monitoring of financial commitments and expenditures against budgets and provide timely feedback on budget follow-up.
  • Ensure that all the assistance related documentation is prepared in compliance with the Ukrainian legislation and DRC requirements.
  • Ensure timely procurement planning for program staff.
  • Plan and coordinate proactively logistics and movements of staff from and to different operational areas.

Accountability and reporting:

  • Continuously monitor and develop relevant accountability initiatives within relevant programs as well as strengthening the effort to document the impact of activities.
  • Ensure compliance with internal and external reporting requirements including procurement.
  • Comply with DRC policies and practices with respect to code of conduct, health and safety, equal opportunities and other relevant policies and procedures.

About you

To be successful in this role we expect you to have at least 3 years of proven experience in Emergency Shelter Programming. Moreover, we also expect the following:

Required

  • At least 2 year’ of experience with people management
  • Knowledge of Ukrainian housing legislation and relevant regulations.
  • Fluency in English (local language has added value)
  • Excellent reporting skills

  • Previous experience with DRC in emergency context.

We offer

Contract length: One year for international contract/Open-ended contract for national contract, both with 3-month probation period.

Band: F2

Designation of Duty Station: Mykolaiv

Start date: as soon as possible
