Job description

Job title: Shelter and Infrastructure Team Leader

Employment Grade: G

Reporting to: Area Programme Manager

Direct reports: Shelter & Infrastructure Officer (02)

Unit/department: Shelter and Infrastructure

Location: Central Darfur

Authorization level: NA

Overall purpose of the role:

The Shelter and Infrastructure Team Leader will lead a shelter and infrastructure team of officers and assistants in delivering needs and evidenced based programming in Central Darfur state, benefitting refugee, IDPs and host community populations. The Team Leader will be responsible for managing the daily tasks of their team, ensuring that work plans are in place and deliverables are followed according to project implementation timelines and objectives. The Team Leader will be responsible for effectively overseeing the expenditure of their project budget according to donor guidelines and planned activities and targets. The Team Leader will ensure that project delivery is at a high quality standard and according to programme documents and donor.

Responsibilities and Tasks

To achieve the overall and specific position’s objectives the job holder tasks and responsibilities include, but are not limited to:

Project Management:

  • Ensure that project implementation plans are developed according to project deliverables and timelines
  • Oversee needs assessments to ensure that projects and beneficiaries are selected according to needs and project criteria
  • In coordination with the MEAL department, put in place effectively monitoring measures to ensure that the project is implemented at a high standard and avoids causing harm
  • Plan, implement and manage field engineering tasks in accordance with priorities and goals

Reporting, M&E and Programme Development.

  • Submit regular, high quality reporting to the Area Pregame Manager and Grants department as necessary
  • Support the Durable Solutions Manager, Area Programme Manager, Infrastructure Coordinator and Grants team in developing new funding opportunities according to identified needs.
  • Organize and support the development and implementation of needs assessments to inform evidence based programming and proposal development processes.
  • Ensure that all information or data shared is done so in a manner that upholds the principle of data protection and confidentiality.

Finance and Supply Chain

  • Monitor infrastructure expenditures against available resources and develop forecasts
  • Assist the Area Programme Manager in managing budget lines, develop spending plans and attend budget meetings
  • Develop project procurement plans and monitor these regularly in coordination with DRC’s Supply Chain department

Human Resources

  • Oversee the ongoing work of the Central Darfur infrastructure team, ensuring team work and that DRC policies are followed
  • Manage leave planning effectively, development performance plans according to DRC’s operational procedures
  • Provide training and capacity building to program staff as needed

Liaison and Coordination

  • Support the Area Program Manager in liaising with communities and local authorities
  • Attend relevant external meetings as relevant and requested
  • Regularly and effectively engage with community focal points, project beneficiaries and other relevant stakeholders to garner project buy-in and support

    Experience and technical competencies:

  • At least graduated 12th, university degree in Civil Engineering, Architecture, Construction management or related subject is desirable.

  • At least eight (5) years proven experience in construction and engineering works (NGO
  • At least three (3) years working experience in Humanitarian Sector
  • Experience in using AutoCAD, Microsoft Office (Excel, Power Point, Word) would be an advantage
  • Excellent knowledge of construction operations and equipment
  • Good time-management skills
  • Prior evidence of managing staff; with excellent leadership skills including challenging, motivating and developing a team
  • The ability to take the initiative and work independently as well work as a team player – supporting other departments is essential
  • Excellent interpersonal and communication skills in English and Arabic
  • Excellent organizational, problem-solving and negotiation skills
  • Flexibility and capacity of adaptation to a changing working environment

Education:

  • At least high school degree, university degree is preferred (technical/scientific faculties)
  • Sound knowledge of engineering designs and software ( ArchiCAD, AutoCAD, GIS etc)

    Languages:

  • Fluent in English (both oral and written)
