You have:
- Minimum of 3 years of relevant work experience with NGOs, charities, humanitarian work or similar organisations
- Knowledge of the NGO operations and the dynamics of the humanitarian sector is a plus
- Engineering degree, preferred but not essential
- Good communication and interpersonal skills
- Strong organizational and teamwork skills
- Very good English language proficiency
- Solid experience in assessments, surveying and reporting
- Excellent communication and report writing skills (oral and written)
- Strong computer skills (CAD, Word, Excel, PowerPoint)
- Good cultural awareness and sensitivity
Contract

- Role and responsibilities
The Shelter Coordinator is responsible for implementing the delegated Shelter project portfolio within the area and managing the day-to-day activities of Shelter related field staff to ensure proper delivery, high quality results and compliance to applicable laws, standards, practices, policies and procedures in coordination with the Shelter Program Manager.
Generic responsibilities
- Monitor and report on the project activities and ensure compliance with plans and NRC standards
- Mobilize communities and community leaders for the building materials, construction activities and maintenance of structures
- Suggest new methods and approaches in order to improve the quality of the activities
- Administrate payment requests for owners, contractors, partners, suppliers, construction workers etc.
- Report all technical related concerns
- Carry out data collection as required
- Prepare and file relevant documents according to procedures
Specific responsibilities
- Lead technical assessments of housing rehabilitation and upgrades, totally destroyed buildings, schools, etc… in line with NRC’s project criteria, in order to support assessments and any other shelter intervention
- Work with the Technical Shelter Team and Area Programme Manager on the implementation of projects including properties selection, meeting with refugee and host communities, assessments, monitoring, distribution, etc.
- Produce accurate drawings, reports, measurements (BoQs) and/or photographs as evidence of a technical assessment.
- Support, guide, and lead the Technical Assistants under the close supervision of the Team Leader.
- Act responsibly and communicates respectfully with home owners to give a clear and accurate picture of the households’ past, current and future situation.
- Explain the NRC assessment and selection process well to owners who do not fall within the project criteria.
- Ensure the appropriate documentation is in order for beneficiary contracts and subsequent payments.
Plan the daily and weekly activities of SFAs in relation to:
Rapid technical assessments and all technical annexes
- BoQs production, revision, and approval duplication
- Supervision of work
- Follow-up of troublesome cases
Ensuring closure of work by the anticipated date
Response to and follow up on referred cases
- Management of assigned case-loads, including keeping up-to-date records of numbers of housing units, shelter, and landlords contracted
Critical interfaces
- Be the focal point for technical related database management of the assigned area.
- Organize and lead on conducting technical surveys, questionnaires or assessments as required.
- Submit daily and weekly reports to the Area Programme Manager on the activities and action points assigned to the TFO.
- Coordinate with various NRC staff at field level on planning and implementing program activities (SFO, WSO, IFO, EFO, and other relevant staff).
- Ensure and promote efficient and cost-effective use of NRC’s assets and resources in order to maximize benefit to beneficiaries.
- Perform any other duties as assigned by the supervisor.
- Coordinate with local authorities.
- Organize technical assessments of properties, in coordination with the APM.
- Participate in the design of tools to be used by the Shelter team
- Act as the technical focal point between the social team, APM and TAs
- Provide regular reports relating to analysis of assessment findings, as well as progress and situation reports on challenges identified in the field.
- Systematically follow up on referrals and troublesome cases.
- Prepare weekly reports to be shared with APM.
- Assist in planning distribution of Non Food Items (NFIs) in coordination with the APM and logistics staff.
