Purpose of the Job:

The purpose of a Core Competency (CC) Shelter Coordinator Position is to contribute with specific technical competences to project implementation. This position normally management responsibility of staff, but under certain circumstances the job may entail management responsibility for technical office and technical assistance level. these circumstances can either be related permanent but in scope limited administrative support.

Responsibilities:

Generic Responsibilities:

  • In close collaboration with Area Program Manager, expand, develop, coordinate and manage NRC’s shelter projects in Central and East regions.
  • Report monthly on all NRC shelter projects to the Area Program Manager.
  • Liaison and collaborate with relevant local and national authorities and stakeholders and represent NRC in relevant forums, cluster, working groups.
  • Follow up on compliance with contractual commitments within shelter programme; ensure high technical quality and synergies in project implementation in regions.
  • Compliance with and adherence to NRC policies, guidance and procedures.

Specific Responsibilities:

  • Report monthly on all NRC shelter activities in the region to sub-cluster and internal.
  • Assess the areas of operation regarding construction in cooperation with national and local authorities and in close collaboration with the Area Program Manager.
  • Develop/ensure procedures for the implementation of the construction programme in accordance with NRC principles and ways of working
  • Exchange on a regular basis ideas/information with shelter Area Program Manager.
  • Document technical issues and questions to shelter Specialist.
  • Ensure that constructions are in accordance with norms and standards.
  • Provide specific technical support and capacity building towards project staff
  • Provide specific technical analysis and feedback to NRC representatives in coordination forums
  • Ensure a constructive co-operation with NRC’s other programmes Critical interfaces
  • Promote the rights of IDPs/returnees in line with the advocacy strategy

Generic Professional Competencies:

  • Experience with field level coordination with UN organisations, INGOs, Donors and authorities
  • Experience from working within technical expertise area in a humanitarian/ recovery context
  • Previous experience from working in complex and volatile contexts
  • Core competency expertise
  • Documented results related to the position’s responsibilities

Context/ Specific Skills, Knowledge, and Experience:

  • Minimum university degree in Civil/Construction or architecture Engineering, Prior experience with in construction and community based projects.
  • At least three years of experience with Urban shelter standards/ international standards code for building.
  • Previous work experience with a satisfactory performance in the same or similar functional area
  • Excellent communication skills
  • Computer literacy
  • Fluency in English and local language Pashtu and Dari.
  • Auto CAD (2D,3D) knowledge.
  • Able to express your ideas clearly and confidently in speech
