Background

UNDP and the State of Kuwait, represented by the General Secretariat of the Supreme Council of Planning and Development (GSSCPD), strive to enhance institutional capacities at various government agencies by providing them with necessary technical support to strengthen their capacities and skills to perform their expected duties.

Under the framework of the Institutional Capacity Development for Implementation of the Kuwait National Development Plan (ICDI/KNDP) project, UNDP and GSSCPD attempt to support the Central Statistics Bureau (CSB) to create an enabling environment for KNDP results. The aim is to enhance institutional and human capacities of the CSB for evidence-based plans and policies on sustainable development.

Within this context, UNDP on behalf of the General Secretariat for the Supreme Council for Planning and Development, the CSB is seeking to recruit a Senior Web & Applications Developer to provide technical advisory services to the office of the Assistant Undersecretary of Administrative Support & Information Sector at the Central Statistical Bureau of the State of Kuwait. The specialist will be working with the IT Department within the Central Statistical Bureau. The Senior Developer will also focus on capacity building and transfer of knowledge to the staff at the Central Statistical Bureau.

Objective

The main objective of the consultancy is to support the CSB in the development of systematic national statistical tools and information systems.

Duties and Responsibilities

Summary of key functions:

Under the direct supervision of the Assistant Undersecretary of Administrative Support & Information Sector at the CSB, and in close coordination with the GSSCPD International Cooperation Department and UNDP project team, the Senior Web & Applications Developer will assume the following tasks:

  • Design and implement and test windows and web applications.
  • Assess the performance of the Hotels System, the fingerprint system (web service), Consumer price index (web application) as well as CSB internal and external websites and deploy necessary fixes.
  • Assess user interfaces performance through analyzing business goals and preparing plans and highlighting areas of development.
  • Search for errors and deploy fixes to maintain the user interfaces and systems.
  • Integrate the assets system with the contracts & licenses archive and the network hardware.
  • Define systems technical specifications and standards and applying testing methodologies for software’s and interfaces.
  • Integrate the electronic signature with the archiving system.
  • Inspecting databases for errors and deploying necessary fixes.
  • Analyze, design and develop websites.
  • Solve technical issues and coordinate with the IT units in relation to IT security.
  • Monitor and enhance server’s security of CSB’s website and np cloud storage.
  • Design, develop and integrate codes with other inputs such as media files.
  • Build the capacity of the IT personnel in latest technologies used.
  • Provide technical consultations in related areas.
  • Train, coach and mentor CSB’s IT staff.
  • Update the System Development Supervisor on a weekly basis on the progress of the deliverables.

Expected Outputs and Deliverables

  • Deliverable 1: Submit an Assessment report including work-plan for the assignment. The assessment report should cover an overall revision of the code work for accuracy and functionality as well as the technical performance and status of the following: Fingerprint system (webservice); Consumer price index (web application); Hotels System (web app); CSB websites (internal, external). Period- 2weeks after the contract start; Represents 10 % of the contract amount;
  • Deliverable 2: Running health checks and reviewing code work and deploying necessary fixes to the following systems: Hotels System; Consumer Price Index System. Period- 6 weeks after the contract start; Represents 10 % of the contract amount;
  • Deliverable 3: Running health checks and reviewing code work and deploying necessary fixes to the following systems: Fingerprint System (web service); The internal & external websites of CSB. Period- 10 weeks after the contract start; Represents 10 % of the contract amount;
  • Deliverable 4: Integrate the assets system with the contracts & licenses archive and the network hardware. Period- 10 weeks after the contract start; Represents 10 % of the contract amount;
  • Deliverable 5: Integrate the electronic signature with the archiving system. Period- 14 weeks after the contract start; Represents 15 % of the contract amount;

  • Deliverable 6: Integrate the website admin with CSB’s database. Period- 16 weeks after the contract start; Represents 15 % of the contract amount;

  • Deliverable 7: Conduct a final Audit & Review on the Fingerprint system (webservice), Consumer price index (web application), Hotels System (web app) and CSB websites (internal, external) and provide recommendations. Period- 18 weeks after the contract start; Represents 15 % of the contract amount;

  • Deliverable 8: Prepare and Conduct a minimum of Six (6) training sessions as an implementation of the formulated training plan for the (IT Department). Also, providing recommendations for further trainings. Provide a Final report showing the achievements of the consultancy at the end of the assignment. Period- 26 weeks after the contract start; Represents 15 % of the contract amount;

6. Institutional Arrangement

  • The Consultant will work under the direct supervision of the Assistant Undersecretary of Administrative Support & Information the CSB. He/she needs to coordinate closely with the GSSCPD International Cooperation Department and UNDP project team.
  • All payments subject to approval based on submitted certified and approved the interim, draft and final reports (with relevant attachments) by GSSCPD / CSB and UNDP. These interim and final reports will serve as a justification for payment.
  • The Consultant will be provided with access to the printing machine and internet connection.

7. Duration of the Work

The duration of this assignment is expected to be 6 months. The starting date is expected within March 2020.

8. Duty Station

The consultant will be based in Kuwait at CSB office for the duration of the assignment.

Technical Criteria weight - 70%, 700 scores maximum

Financial Criteria weight - 30%. 300 scores maximum

Only candidates obtaining a minimum of 490 from 700 points in the Technical part of evaluation would be considered for the Financial Evaluation

The selection of candidates will be done in 3 stages

1st stage: Prior to detailed evaluation, all applications will be thoroughly screened against eligibility criteria (minimum qualification requirements) as set in the TOR in order to determine whether they are compliant/non-compliant.

Shortlisting criteria:

  • Bachelor’s degree in Computer Science, Information Technology or other related fields;
  • Minimum of 10 years of proven practical experience in web and applications Development & Coding.;
  • Fluency in English and Arabic.

2nd stage: Evaluation of technical proposals

Short-listed candidates will be evaluated based on the following criteria. Only candidates obtaining a minimum of 490 points (70%) at the Technical Evaluation would be considered for the Financial Evaluation.

  • Master’s degree in Computer Science, Information Technology or other related fields, 50 Points;
  • 10 years of proven practical experience in Software Development & Coding, 100 points. 5 points for each additional year of experience post 10 years experience, to Max. Points of 50;
  • Certificates in coding & development are an advantage, Max Points of 70;
  • Strong knowledge of user interfaces, Max Points of 50;
  • Experience working with government institutions is an advantage, Max Points of 30;

  • Technical Proposal/Interview: Good understanding of the assignment with all specific components proposed within TOR have been identified clearly and in a logical order to address TOR requirements.Max Points of 400;

    • Excellent 100% from the score
    • Good 90% from the score
    • Satisfactory 70% from the score
    • Poor 40% from the score
    • Very poor 10% from the score

3rd stage: Financial evaluation

Cumulative analysis will be used based on the following methodology: All the offers of individual consultants who scored 490 (70% from 700) and more points during the desk review are acceptable for financial evaluation. The lowest financial qualified proposal receives 300 points and all the other technically qualified proposals receive points in inverse proportion per the formula:

p = y (µ/z), where p = points for the financial proposal being evaluated y = maximum number of points for the financial proposal µ = price of the lowest priced proposal z = price of the proposal being evaluated Contract Award

Candidate obtaining the highest combined scores in the combined score of Technical and Financial evaluation will be considered technically qualified and will be offered to enter into contract with UNDP.

Required Skills and Experience

Requirements for Experience and Qualifications:

I. Academic Qualifications:

  • Minimum requirement is a Bachelor’s degree in Computer Science, Information Technology or other related fields.

II. Years of experience:

  • 10 years of proven practical experience in web and applications Development & Coding.
  • Strong knowledge of JavaScript, C#, HTML, and VB .Net.
  • Experience in managing Databases (SQL, MySQL).
  • Strong knowledge of user interfaces.
  • Experience working with government institutions is an advantage;

III. Language Requirements:

  • Fluency in oral and written English & Arabic is a must.
