The Senior Statistician reports to the Senior Programme Officer (P4).

Responsibilities- Develops and manages the content of the Agency’s results-based monitoring (RBM) system, for the purpose of advocacy and decision-making along with Programme Cycle Management; regularly updates the RBM by collecting and verifying secondary data and metadata from headquarters departments and field offices and from external sources; ensures that all data and metadata are comprehensive and easy to understand by UNRWA staff and serves as the Department of Planning RBM focal point.

- Provides updated, comprehensive, and accurate data to the Department of Planning, programmes and field office staff for use in specific documents / decision-making; disseminates such data Agency-wide, including through the Department of Planning intranet site and dashboards; follows up specific requests from programmes, field offices and external organizations or individuals related to data collection, analysis and statistics-related information.

- Liaises with specialized agencies, non-governmental organizations, national statistical agencies and other UN entities with regard to data collection and verification; identifies potential partnerships and cooperation with relevant agencies for the purpose of sharing data and harmonizing statistical concepts and standards.

- Contributes to improving Agency systems of data collection and management, including the revision of indicators; conducts detailed investigations into data availability and resource implications thereof; assists in the preparation and follow-up of external audits and evaluations related to statistical matters.

- Develops documentation and guidelines and provides training and technical support on maintaining the RBM; provides training to Department of Planning staff and other users; obtains feedback from them and takes appropriate action to improve the RBM system; in coordination with the Department of Planning Senior Systems Analyst, develops procedures to ensure quality control, security and availability of the RBM and related dashboard.

- Provides support on RBM management and statistical analysis by assessing new tools and standards relevant to statistical data collection, sharing, storage, presentation and dissemination and reporting; conducts analysis of similar practices in other UN entities and drives improvements to the existing systems and practices.

- Provides support and advice on statistical matters to colleagues and participates in strategic discussions.

Education A university degree from an accredited educational institution in statistics or a related discipline, such as demography, economics, mathematics, information management or social sciences with an applied statistics component or strong quantitative background.

Work Experience At least six years of progressively responsible and relevant experience in large private, public, international or non-governmental organizations, involving the collection and dissemination of statistics, database management, research and analysis, and related functions. (Required)

Experience in website development and management. (Desirable)

Special Notice Type of Contract: Fixed Term Appointment

Duration of Contract: 3 years including 1 year probation period, with the possibility of further extension, subject to the availability of funds, satisfactory performance and continuing need.

The Senior Statistician may be required to travel in the Agency’s areas of operations in the Middle East.
