UNOPS Pakistan (Project Office) is part of the South Asia Multi Country Office in the Asia Region. UNOPS commenced operations in Pakistan in 1999 and significantly up-scaled activities from 2005 onwards to support populations affected by and vulnerable to earthquakes. In 2010, UNOPS opened a permanent office in Islamabad to support the Government of Pakistan and other partners to undertake humanitarian and reconstruction services, following the most devastating flood in the nation’s history.

UNOPS Pakistan has been implementing projects in the areas of early recovery and reconstruction of community infrastructure, project management, monitoring and evaluation, community development, fund management, human resources management, procurement and infrastructure design and implementation.

Supported strategically by a regional operational hub and UNOPS headquarters in Copenhagen and within the overarching framework of the ONE UN Programme, UNOPS Pakistan continues to deliver projects across the country under its core delivery practices of sustainable infrastructure, sustainable procurement, and sustainable project management.

With a steady growth of the project portfolio in recent years and a new strategic direction, UNOPS in Pakistan is currently implementing projects in the following thematic areas: Green and Clean energy; Rule of Law; Health Procurement; and HR services.

Functional Responsibilities

The Senior Security Associate works under the guidance and supervision of the Support Services Manager, within the Support Services team and in close coordination with the Programme Managers and the office management team. S/he provides a comprehensive range of specialized and administrative support services for the management of security and HSSE operations. The Selected person will e promotes a client-oriented approach consistent with UNOPS rules and regulations and UN Security Management System policies. S/he is responsible for resolving security related issues and information exchange in a timely fashion.

Technical Security Services

  • Conducts routine security assessments and prepare summaries and recommendations;
  • Gathers, researches, verifies, and updates security information and data required for:
  • Proper analysis of the security situation, including preparedness and risks.
  • The development of the Security Plan and the Self-Assessment Programme for the mandatory mitigation measures.
  • Maintains staff lists, and information related to UNOPS offices, residences, project sites, focal points, and the warden system for implementation of the Office /Operations’ Security Plan;
  • Disseminates, relays, exchanges and communicates information regarding the security situation in the country or areas of responsibility
  • Compiles and tabulates the results of questionnaires and data to support the monitoring of compliance with the required security mitigation measures established at the duty station
  • Documents and supports the reporting of security incidents affecting UN staff, offices and assets.
  • Undertakes routine follow up action on security issues on behalf of the supervisor and informs supervisor of status.
  • Administratively supports the organization of training courses on security awareness and preparedness, and may participate as a resource.
  • Conducts basic elements of security briefings to newly arrived staff, as required.
  • Provides guidance and advice to personnel on routine security procedures, communication channels, and focal points.
  • Administers security-clearance processes including requests for compound access.
  • Provide support in updating Business Continuity Plans (BCP) and regular testing for its effectiveness
  • In absence of Field Security Adviser, works closely with UNDSS and assists UNDSS in performing their overall coordination role providing information and support on issues related to UNOPS.

Liaison with Security and Law Enforcement Agencies(LEA) - Provides general administrative services for the work area, managing the information flow, following up on the timeliness of responses for initiatives, correspondence, and queries, with internal and external stakeholders, including Security Focal Points of UN agencies and The UN Department of Safety and Security (UNDSS). - Arrange security, evacuation and fire drills in coordination with UNDSS and other UN agencies as per requirement - Organizes meetings and briefings, arranges appointments, receives visitors, places and screens telecommunications, answering queries with discretion, and takes minutes and/or notes at meetings as directed by supervisors. - Prepares reports, tables, databases, charts, etc., applying technical skills and knowledge in formatting. - Facilitates emergency communications by operating specialized data-communication equipment. - Maintains routine and confidential correspondence files / documents, ensuring the security of data and other sensitive information. - Support coordination and provide all relevant information to Police departments to get diplomatic enclave entry cards for staff, suppliers and guests as and when needed - Coordinate with Provincial, Federal and law enforcement Authorities (LEA) to get required NOCs to arrange field visits and coordinate with LEA ensure security while having those visits

Health Safety Social & Environment (HSSE) Administration - Focal point for implementation of HSSE standards in all offices and provide support to PMs while implementation of HSSE requirements in project activities - Coordinate with other PMs to submit timely monthly and quarterly reports and escalate any reported case to RO and HQ through country management - Arrange HSSE trainings for project staff suppliers and regular field visits to ensure its compliance - Being focal person for HSSE coordinate with Regional HSSE coordinator to organize any HSSE mission and implement any new policies and procedures

Knowledge building and knowledge sharing - Organizes, facilitates and/or delivers training and learning initiatives for personnel on procurement - Provides sound contributions to knowledge networks and communities of practice by synthesizing lessons learnt and dissemination of best practices in procurement. - Collects feedback, ideas, and internal knowledge about processes and best practices and utilizes productively.

Education/Experience/Language requirements

Education

  • Completion of secondary school is required.
  • First University Degree in Business Administration, Public Administration, or equivalent disciplines is desirable but not required.
  • Relevant certification in security related studies is a distinct advantage.

Experience

  • A minimum of seven years of relevant experience in security or operations’ services is required in national or international, public or corporate organizations, including in the following areas:
  • Incident reporting, security administration support, security communication, telecommunication and warden system. Prior experience with the UN system or international NGOs is desirable.
  • Proficiency in computers and office software packages (MS Office), and experience in handling of web-based management systems is required.
  • Knowledge of Telecommunication (including HF and VHF) Possession of a valid driver’s license is a requirement

Language - Full knowledge of the English language is required. - Knowledge of another official UNOPS language is an asset
