Job description

After more than 40 years of protracted displacement, Pakistan continues to host over 1.4 million registered Afghan refugees. Pakistan lacks a national refugee law and is not signatory to the Refugee Convention of 1951 (and 1967 Protocol). Forced displaced Afghans are divided in different categories: Those with Proof of Registration (PoR), those with Afghan Citizen Cards (ACC), as well as undocumented Afghans. Since the Taliban takeover in Afghanistan in August 2021, approximately 1 million Afghans (new arrivals) have come to Pakistan to seek refuge. The political, socio-economic, fiscal, and environmental impacts associated with the long stay of forced displaced Afghans have led to population fatigue in host communities and are straining the already overstretched public service delivery systems, which negatively affects the social cohesion mostly in the urban areas of Baluchistan, Khyber Pakhtunkhwa, Sindh and Islamabad/ Rawalpindi. The newly launched Illegal Foreigners’ Repatriation Plan by the Government of Pakistan makes the situation around forced displaced Afghans even more volatile.

In this context, GIZ has been commissioned by the Department of Stability and Humanitarian Aid (DSH) of the Ministry of Foreign Affairs of the Kingdom of The Netherlands to implement a new project to support the Government of Pakistan (precisely the Ministry of SAFRON, the Chief Commissionerate for Afghan Refugees in Islamabad (CCAR) and the provincial Commissionerate (CAR) offices in Baluchistan, Khyber Pakhtunkhwa and Sindh) in the promotion of social cohesion between forced displaced Afghans and host communities. This project comprises of three main components: (1) peaceful coexistence component, (2) urban forced displaced Afghans component, (3) policy support component. Component 1 focuses on improving the livelihood opportunities of forced displaced Afghans and host communities. Component 2 aims at establishing a new Urban Cohesion Hub (UCH) and anchor the already existing UCHs in local/ national structures. Outcome 3 aims at strengthening existing strategies in the context of forced displacement and at fostering the ability of the Government of Pakistan to actively act in the context of the Solutions Strategies for Afghan Refugees (SSAR).

Your tasks

  • Assist the commission manager in areas of commission management and project implementation, including reporting to the commissioning party, external communication, and project representation
  • Act as focal point for requests from GIZ headquarters and GIZ Pakistan Country Office
  • Advise on the development of high-quality knowledge products for the Ministry of Foreign Affairs of the Kingdom of The Netherlands
  • Support the focus on sustainability of all activities
  • Liaise with the CCAR, the United Nations High Commissioner for Refugees (UNHCR), the International Organization for Migration (IOM), and the World Bank
  • Contribute to the programme's strategic and financial planning, gender-related targets, knowledge management and visibility strategies

Your profile

  • Master's degree or equivalent in relevant field e.g. (refugee) law, international relations, political sciences, or related fields
  • Several years of professional experience in development cooperation and in the field of forced displacement
  • Experience in implementing activities for the promotion of social cohesion as well as gender-transformative approaches
  • Excellent knowledge of GIZ processes, tools as well as rules and regulations. Knowledge and/or experience with GIZ InS will be an asset
  • High degree of flexibility, political and cultural sensitivity, and ability to perform under stress
  • Knowledge of refugee protection in the region will be an asset
  • Experience liaising with UN agencies and local organisations will be an asset
  • Fluency in German and English
