Job Description

The IRC Senior Referral and Partnerships is a key position in charge of the definition, the implementation, the monitoring and the evaluation of both internal and external pathways through referrals and partnerships.

Main Responsibilities (non-exhaustive)

Referrals

- Oversees the establishment, the implementation and the evaluation of the PRoL internal and external referrals system and mechanisms throughout all the country. - Oversee nationally the entry of accurate, up-to-date and completeness information on protection and legal activities (including, but not limited, to activities entered via various technology platforms as well as legal databases and excel spreadsheets), and cross check through field level sources before submission internally or/and externally. - Ensure national records of legal cases and referrals are stored properly, according to Information Management Unit procedures with respect to the principle of confidentiality. Carry out case verification for specified legal cases and grants. - In coordination with the Snr Managers, ensure that the mapping of services and stakeholders is updated and accurate, at least on a quarterly basis. - Ensure that referrals to relevant service providers, including UNHCR, are made through a standardized referral system and ensure that regular follow-up of referred cases with service providers is carried out. - Act as a focal point for the feedback and complaint mechanisms. Ensure that the hotline are functioning and that the Referrals Officer have the necessary resources to address client’s concerns. - Serve as the main focal point for the M&E team and provide accurate data for M&E purposes. - Perform other duties, as needed or requested by the Supervisor.

Partnerships

- Support the Deputy ProL Coordinator and the ProL Coordinator related to all aspects of partnership activities from identification, development, risk management, project and agreement development, sub-award management, monitoring and accountability, through to closure – ensuring cross-collaboration with partnerships team and all program, operations and finance components. - Facilitate and lead the development of the ProL portfolio structure and approach to individual partner relationships with PRoL staff – including the selection of the appropriate funding mechanism and the development of appropriate reporting, monitoring and advance terms - based on the findings of the pre-award due diligence, donor regulations and in line with IRC policy, appropriately analyzing and mitigating risks. - Ensure that PRoL’s approach to partnership project management, monitoring and accountability during the project period prioritizes the best possible outcomes for clients, while effectively mitigating and managing risk, and promoting the core partnership principles. - Support the systematic partner feedback on PRoL’s management of and performance in partnerships, as well as appropriate action in response to the feedback. - Support effective partnership project close out processes, incorporating reflection and lessons learned across PRoL programming. - Support in the partner vetting process. - Perform other duties, as needed or requested by the supervisor.

Management

- Maintain overall responsibility for the management of the referrals officers in the country. Complete regular performance reviews and hold structured team meetings. Ensure that all staff have regular one-to-one check-ins with their direct supervisor to receive ongoing guidance and feedback. - Work closely with the Deputy PRoL Coordinator, ProL Coordinator and the Team Leads to ensure that each staff has in place professional goals and clear work plans. Clearly communicate expectations, setting performance objectives and provide regular and timely feedback on performance. - Provide the team with in-field coaching and mentoring on an ongoing basis, with a strong focus to build capacity and enhance program quality. - Promote and monitor staff care and promptly raise any critical concerns to the ProL Deputy Coordinator, the ProL Coordinator, the Field Coordinators and/or senior management as necessary. - In close coordination with the ProL Deputy Coordinator and the ProL Coordinator, participate in preparing basic protection training materials for new staff, and ensure that all new staff receive an adequate induction, including on the IRC’s Feedback Accountability and Response (FARM) mechanisms. - Maintain open and professional relations with team members, promoting a strong team spirit and sense of shared objectives. Ensure that credit is equally shared among the team. - Review and signs-off on leave requests and timesheets. Ensure that annual leaves are taken on a timely basis, while adequate coverage is maintained. - Ensure that all staff adhere to the principles set out in the IRC Code of Conduct, and promptly raise any concerns with senior management as required. - Perform other duties, as needed or requested by the Supervisor.

Qualifications

- Work Experience: - At least two years of prior professional experience in a similar post, preferably with an international organization. Experience in a managerial position is required. Experience managing external stakeholders is required. - Good protection background and knowledge of refugee context.

Demonstrated Skills and Competencies:

- Demonstrated knowledge of protection and gender concepts, beneficiary selection criteria in humanitarian programming and referral pathways; - Strong analytical and reporting skills with attention to detail; - Strong English language skills, oral and written; - Good interpersonal skills and ability to work as part of a team, as well as independently; - Ability to travel to provide on-site guidance and training; - Excellent organizational and time management skills and ability to meet strict deadlines; - Flexible and able to work in a dynamic and diverse environment; and - Experience with remote management an advantage. - Demonstrated excellent knowledge of and experience in using electronic databases and information and communication technology (ICT) platforms for digital data collection and automated reporting; - Experience with Microsoft PowerBI.

Education: Bachelor’s degree in Humanities, Social Sciences, International relations of other similar field.

Language Skills: Fluency in Arabic and advanced English required,

Working Environment:

Located in Beirut or any other field office, standard working environment, with constant travel to field when required.
