Org. Setting and Reporting This position is located within the Public Information and Communications Section (PICS) of the United Nations Support Mission in Libya. The position is based in Tripoli, Libya (Tripoli is classified as a Hardship "E" duty station and a non-family duty station). The incumbent will be the Head of PICS and will report to the Special Representative of the Secretary-General (SRSG) on Libya and Head of UNSMIL.

On 28 October 2022, the Security Council, by its resolution 2656 (2022) extended the mandate of United Nations Support Mission in Libya (UNSMIL) until 31 October 2023, as set out in resolution 2542 (2020) and paragraph 16 of resolution 2570 (2021). The Security Council, in resolution 2542 (2020), tasked UNSMIL, as an integrated special political mission, in full accordance with the principles of national ownership, to exercise mediation and through its good offices to: (i) further an inclusive political process and security and economic dialogue; (ii) further the continued implementation of the Libya Political Agreement; (iii) help consolidate the governance, security and economic arrangements of the Government of Libya, including support for economic reform in collaboration with international financial institutions; (iv) help to achieve a ceasefire and, provide appropriate support to its implementation; (v) support subsequent phases of the Libyan transition process, including the constitutional process and the organisation of elections; (vi) coordinate and engage closely with international actors including neighboring countries and regional organisations; (vii) provide support to key Libyan institutions; (viii) support, on request, the provision of essential services and delivery of humanitarian assistance, including in response to the COVID-19 pandemic, in accordance with humanitarian principles; (ix) monitor and report abuses and violations of human rights and violations of international humanitarian law, including sexual violence in conflict, notably through the effective deployment of women and child protection advisers; (x) provide support in securing uncontrolled arms and related materiel and countering their proliferation; and (xi) co-ordinate international assistance, and provision of advice and assistance to Government-led efforts to stabilise post-conflict zones, including those liberated from Da'esh. The Security Council, through resolution 2570 (2021), tasked UNSMIL to provide support to the Libyan-led and Libyan-owned ceasefire monitoring mechanism including through the facilitation of confidence-building measures and the scalable and incremental deployment of UNSMIL ceasefire monitors.

Responsibilities Within the limits of delegated authority and under the supervision of the Special Representative of the Secretary-General (SRSG), the Senior Public Information Officer will be responsible for the following duties: - Conceptualizes, designs and implements the Mission's integrated communications strategy, in close coordination with the Head of Mission, covering the full range of the Mission's strategic communications activities; ensures regular review and update of the strategy. - Leads and directs a team of public information officers; plans and allocates work assignments; coaches, mentors, and evaluates staff; participates in recruitment and selection of new staff and in the development of training programs; develops and manages the Section's budget. Coordinates with Mission components and UN agencies, funds and programmes, and partners, as necessary. - Ensures regular, timely and professional communication and effective coverage of mission activities on traditional and digital media platforms; oversees the Mission's social media presence, leads digital media campaigns, organize and setup digital dialogue and using a range of digital media platforms and similar tools leveraging emerging technologies and trends. - Provides strategic communications advice and input for Mission leadership interactions with key stakeholders, including non- governmental and civil society organizations. - Gives press briefings, background briefings and interviews to national and international media; drafts and/or edits and issues press releases, official statements and communication materials on behalf of the mission as necessary. - Assesses the overall effectiveness of the public information strategy and programmes and makes needed changes in approach and technique. - Advises Mission leadership, senior staff and other Mission personnel on strategic communication matters. - Oversees regular traditional and social media monitoring and information bulletins to meet the needs of the SRSG and senior leadership. - Ensures public information products meet high-quality standards. Develops and maintains networks of high-level communications contacts with broadcast media, the press, governmental agencies, international institutions and other groups and organizations in civil society. - Guides the Mission crisis communication activities. - Maintains regular interaction and consults with public information personnel at UNHQ. - In coordination with relevant sections and partners, oversees activities and implements strategies to address hate speech, incitement, misinformation campaigns. - Other related duties that may be assigned.

Education Advanced university degree (Master's degree or equivalent) in communication, journalism, international relations, public relations or related field is required. A first-level university degree with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Work Experience A minimum of ten years of progressively responsible experience in public information, communications, journalism, international relations, or related area is required.

Experience managing public information and creating and implementing communication strategies in politically sensitive environments (such as faced in conflict or post-conflict environments) is required.

Experience designing and implementing innovative digital mediation tools and platforms is desirable.

Experience in managing a multidisciplinary team is desirable.

Relevant experience working in a field operation (inclusive of peacekeeping, political missions and UN agencies, funds, and programmes, or similar international organization or non-governmental organization) is required.

Leading role experience in covering politically charged and polarised events in Middle East and North Africa (MENA) region is required.

Relevant working experience in combating or addressing misinformation, disinformation, incitement or hate speech is required.

Familiarity with UN public information policies and procedures is desirable.

Languages English and French are the working languages of the United Nations Secretariat. For this position, fluency in English and Arabic is required. Knowledge of French is desirable.

Assessment Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.
